MANILA, Sept. 17 (Xinhua) -- The Philippine government will provide the Chinese government a copy of the final report on the Aug. 23 hostage-taking incident before it divulges the findings to the public, the presidential palace said on Friday night.Secretary Ricky Carandang of the Presidential Communications Development and Strategic Planning Office made the statement after President Aquino met with the Incident Investigation and Review Committee (IIRC) led by Justice Secretary Leila de Lima, following the submission of the final report on the incident that killed eight Hong Kong nationals."We have to communicate this to Beijing first before we make it public," Carandang said, adding that the presidential palace only "wants to be careful" in handling the sensitive matter. He said that the high-level Philippine delegation will still go to Beijing and Hong Kong to formally present the report to their leaders but this will have to be done after the President's working visit to the United States. The President and his delegation to the United States will depart on Monday night and will return on Sept. 28.
FUZHOU, Aug. 27 (Xinhua) -- China has begun efforts to build the largest regional cooperation platform, covering a geographical area that produces around one-third of the country's GDP.As key to this effort, on Friday, the 6th Pan Pearl River Delta (PPRD) Regional Cooperation and Development Forum opened in Fuzhou, capital of southeast China's Fujian Province. The forum, scheduled to run from Aug. 27-31, is celebrated the theme of "deepening cooperation and seeking common development". It has attracted more than 10,000 participants, including officials, entrepreneurs and celebrities from the Chinese mainland, Hong Kong and Macao special administrative regions, as well as Taiwan. The forum, begun in 2004, seeks to stimulate the economy within the pan-Pearl River Delta region, which covers Hainan, Yunnan, Hunan, Guangdong, Jiangxi, Fujian, Sichuan, Guizhou, Guangxi, as well as Hong Kong and Macao special administrative regions. This move would help enhance regional cooperation, encourage labor mobility and accelerate the relocation of industry from China's well-off coastal region to the comparatively underdeveloped western region, said Xu Shangwu, secretary general of the Organizing Committee of the forum. This would improve the comprehensive economic strength and global competitiveness of the entire region, he said.During the previous five PPRD forums, more than 14,000 cooperative projects have been agreed, with their total investments exceeding 1.8 trillion yuan (264.71 billion U.S. dollars), according to government statistics. The GDP of the nine provincial regions in the Chinese mainland totaled 10.5 trillion yuan last year, up 11.8 percent from one year earlier. The growth rate was higher than the national GDP increase. In addition to boosting the growth and cooperation in the pan-Pearl River Delta, China is also accelerating regional development in the northeastern region, Yangtze River Delta region, Bohai rim region, as well as the pan-Beibu Gulf Economic Zone.

BEIJING, Sept. 17 (Xinhua) -- The People's Bank of China (PBOC), or the central bank, announced Friday it would continue the country's moderately easy monetary policy while making it better-targeted and more flexible in the coming months of this year. The PBOC made the announcement in its report on China's financial stability, which was released on the PBOC's website. The PBOC said in the next stage it needs to skillfully handle the relationship between maintaining steady and rapid economic development, restructuring the economy and managing inflation expectations.Chinese banks should continue supporting the country's economic restructuring, guard against risks, change profit structures, and improve the capital replenishing and restriction mechanism, the central bank said in the announcement. The announcement noted that local government debt was rising quickly, corporate liquidity was decreasing with a high current debt ratio, and credit card advances were increasing despite mounting financial assets held by residents and the low debt level. It said the global financial crisis had revealed limitations and gaps in the existing regulatory system. To prevent systemic risks, the central bank would combine macro and micro-prudential supervision in its policy package.
