SAN DIEGO (CNS) - Father Joe's Villages will kick off its first housing project of the year Tuesday at the future site of 82 affordable housing units.The project will convert an old E-Z 8 Motel at 1010 Outer Road into the housing complex for homeless residents. The project's kick-off ceremony will include a name dedication for its community funders and a 17-feet-tall banner unraveled from the building's top balcony, reading "Hope Lives Here."The city of San Diego plans to open a similar facility nearby in the Egger Highlands area by refitting a Super 8 motel that was the site of regular drug use and prostitution. The facility will include 82 beds and counseling for low-level drug offenders, many of whom are currently homeless. SAN DIEGO (CNS) - Authorities reached out to the public Friday for help in identifying a pair of thieves who have swindled San Diego-area senior citizens out of thousands of dollars in recent weeks via a lottery scam. The crimes occurred on at least a half-dozen occasions during March and victimized retirement-age Hispanic women in various local communities, including Vista and the city of San Diego, said Sgt. Karl Miller of the sheriff's Financial Crimes/Elder Abuse Unit. To con the victims, one of the perpetrators, calling herself Francisca, approaches them at grocery stores and initiates conversations in Spanish, according to investigators. During the interactions, the crook claims to have a friend with a winning lottery ticket who cannot claim the prize because he or she is not a U.S. citizen. At that point, a man who goes by the name Jose wanders up and pretends to overhear the women. He chimes in, saying he knows of a way to get the lottery winnings, if the victims are willing to provide upfront money. If they do, he promises, they will get a portion of the monetary prize. At that point, the swindlers drive the victims' banks or homes to get cash. Once the thieves have the money, they drop the victims off in an unfamiliar location, leaving them stranded until they can get help. The targeted women have lost between ,500 and ,000 each, according to sheriff's investigators. The female perpetrator is described as 40 to 65 years old, with dark hair and a medium build. Her accomplice stand about 5 feet, 6 inches tall, has short black hair and is heavyset. Both are Hispanic, with accents that do not sound Mexican in origin. Surveillance cameras have captured images of the thieves. SAN DIEGO (CNS) - A man was struck and killed Sunday morning by a hit- and-run motorist in an SUV, in the Sherman Heights community of San Diego, a police officer said.The vehicle was going eastbound in the No. 1 lane in the 1800 block of Market Street, where a pedestrian was standing in the street or crossing Market Street at 1:55 a.m., said San Diego police officer Robert Heims.The vehicle struck the pedestrian and dragged him for approximately 100 feet eastbound on Market Street, Heims said.The motorist fled the location eastbound on Market Street and the pedestrian was pronounced dead at the scene.The vehicle was possibly a silver GMC Envoy or similar model, with front end damage.Anyone with any information regarding the death was asked to call Crime Stoppers at 888-580-8477. 798

SAN DIEGO (CNS) - A report released Thursday by the International Boundary and Water Commission found a significant presence of wastewater in border channels in the Tijuana River Basin impacting San Diego.In the report, "Binational Water Quality Study of the Tijuana River and Adjacent Canyons and Drains," scientists from the United States and Mexico collected samples from of seven transboundary channels.The sampling and laboratory analysis for the study were performed from December 2018 to November 2019. The findings indicate the presence of treated and untreated domestic and industrial wastewater.The scientists analyzed 267 different parameters in water and 204 parameters in sediment for pathogens, metals, industrial organics, pesticides, as well as conventional parameters typically found in wastewater. Of the parameters tested, 131 were not detected and 136 had detectable levels.Parameters that exceeded standards in both countries at all monitoring sites are those associated with the presence of wastewater, including ammonia, biochemical oxygen demand, chemical oxygen demand, oils and greases, phosphorus, nitrates, methylene blue active substances and coliform bacteria.Data analysis indicates that the parameters which exceeded standards had originated as uncontrolled sewage spills from Tijuana. Disposal of solid waste or trash contributes to the presence of certain parameters exceeding the standards, such as the organic compound DEHP. Commonly used in the manufacture of plastics, DEHP exceeded applicable standards at all monitoring sites and could have leached from plastic accumulated in the canyons and Tijuana River.The results showed that certain parameters of concern -- Hexavalent Chromium and the pesticides DDT and Aldrin -- were either not detected or found in very low amounts below the limits established in both countries' applicable regulations. Likewise, metals such as copper, nickel and zinc, which are commonly used in the metal plating industry, were detected at levels within applicable standards in both countries.The report also includes recommendations related to control of industrial wastewater discharges in Tijuana, increased resources and assistance for wastewater collection and treatment systems in Tijuana, and continued joint water-quality monitoring and field inspections to detect and respond timely to wastewater flows. 2389

SAN DIEGO (CNS) - A parolee who allegedly stabbed a pair of transients -- one fatally -- in two separate Midway District attacks on Thanksgiving Day was charged Friday with murder, attempted murder and assault with a deadly weapon. Forrest Robert Brantley, 38, of Ventura County, is accused of fatally stabbing 55-year-old Robert Erbe in the neck at about 8 a.m. Nov. 28 outside a business in the 3100 block of Sports Arena Boulevard, according to San Diego police.Brantley is also accused of stabbing another man three times in the back and arm on Sports Arena Boulevard about six hours prior to Erbe's slaying, according to Deputy District Attorney Will Hopkins.The prosecutor said that after stabbing the first victim around 2 a.m., Brantley returned to the area and approached Erbe and an unidentified second transient outside a 7-Eleven store.RELATED: Police identify man in deadly Thanksgiving Day Midway District stabbingHopkins said he offered Erbe drugs in a bag and then stabbed the victim while Erbe was looking through the bag.According to the prosecutor, Erbe asked Brantley why he stabbed him and Brantley responded, ``This is war,'' then stood over the victim and watched him bleed out.In the days following the stabbings, San Diego police circulated photographs of the defendant, which included images captured from surveillance footage on the San Diego trolley.Brantley was arrested in Ventura on Dec. 4 while walking near the intersection of the 101 Freeway and state Route 33, where officers recognized him from fugitive-suspect alerts, according to police in the coastal city north of Los Angeles.According to the prosecutor, Brantley posted on social media days prior to the stabbings that he was going to ``help the homeless,'' though his true intention was to target homeless victims.RELATED: Midway District murder suspect arrested in VenturaWhile the prosecution asked for no bail, San Diego County Superior Court Judge Jay Bloom set bail at million due to the ``totally senseless'' nature of the attacks on ``vulnerable victims,'' as well as the flight risk he believed Brantley represented.
