SAN DIEGO, Calif. (KGTV) - UC San Diego is a pilot school for an exposure notification system that alerts users if they’ve come in contact with someone who tests positive for COVID-19. It’s a partnership with the state of California and officially launched on campus Thursday.The system uses smartphone technology to anonymously tell people they may have been exposed. It does not track locations and is completely anonymous. It starts working when a person downloads the system on their phone and enables notifications. It then records proximity to other devices that also have the program downloaded. If two phones come in contact with each other for more than about 15 minutes and are closer than around six feet, it takes note of that. Then, if a person tests positive later, they can go in the program and click a button saying they tested positive, and their system sifts through all the devices that previously had extended exposure, sending those users alerts about the possible exposure.Doctor Christopher Longhurst, Chief Information Officer and Associate Chief Medical Officer for UCSD Health said the biggest factor that will impact effectiveness is the number of users.“We’d like to see 75% of that community or more adopting. Modeling done by Oxford and other universities has shown that if we can get over 50% adoption in a population, you can actually help to end outbreaks,” said Doctor Longhurst.As of Friday, about one day into the official launch, the school said 7,985 people had signed up. Just as law enforcement and educators are speaking out about the tragedy, so is the medical community."There's no more of a horrible feeling than to tell a family member that their child is now deceased and no longer can play," Jeffery Upperman, MD, said. Vanderbilt Children's Hospital's Surgeon-In-Chief, Dr. Upperman said Thursday morning's incident hit home. He is a long-time resident of Los Angeles County, who just recently transferred to Tennessee. "Hearing about the tragedy, I could've been one of those trauma doctors in the bay."He is in San Diego this week with more than 500 medical professionals at the Pediatric Trauma Society Conference, to learn about the latest medical treatments that focus on the care of injured children. Dr. Peter Masiakos is the Pediatric Trauma Director at Massachusetts General Hospital. He is speaking about the effects of gun violence. "We all know that it's far better to act on the side of prevention, instead of acting to fix the wounds," Dr. Masiakos said. He said too many kids come into the E.R. with gunshot wounds - via homicide, accident, or suicide. He said new federal policies need to be enacted to protect them, just like seat-belt legislation and the fight against tobacco."We have to engage the community like in the same way that Dr. C. SAN DIEGO (KGTV): San Diego State University may require all students to have the Meningitis-B vaccine beginning in the fall of 2019.The University is in preliminary discussions about the idea after an outbreak made three students sick on campus this fall.A university spokesperson confirmed to 10News that the school is in the very early stages of the idea. A statement from the school says it stems from "continued conversations with the County of San Diego Health and Human Services Agency," and that "the safety and wellbeing of all SDSU students remains the priority."The Cal State University system doesn't require the Meningitis-B vaccine. Their guidelines say that schools only need to "inform incoming freshmen living on-campus about the Meningococcal disease and provide information on available vaccines."However, according to SDSU, "The California State University Office of the Chancellor is engaging in the review and consultation process necessary to update the existing policy." The CSU systemwide policy can be found here.This fall's outbreak was the second instance of the disease in the last four years on campus. In 2014, a student died from Meningitis-B.The disease has similar symptoms to a cold or flu. It can be fatal. In other cases, people who get the disease suffer brain damage, hearing loss or the loss of limbs, fingers or toes.During the most recent outbreak, the University supplied antibiotics to students who were in close contact with the ones who'd been infected. The school also held vaccination clinics on campus.Some students had to get a second vaccination after the school discovered that several doses of the vaccine weren't properly stored. Those vaccines were administered by Walgreens, who also was responsible for their storage.
