SAN DIEGO (KGTV) -- Mayor Kevin Faulconer condemned Governor Gavin Newsom’s amendment to the California sex offender law in a tweet Saturday morning. The mayor said he is “appalled” by the changes, which give judges discretion on whether or not to list someone as a sex offender for having oral or anal sex with a minor, the Associated Press reported.“As a parent I’m appalled that last night our governor signed a law maintaining a 24-year-old can have sex with a 14-year-old and it not be considered predatory,” Faulconer said.RELATED: California governor signs bill changing sex offender law“An adult who commits ANY sex act on a minor 10 years younger must be registered a sex offender. Law must be changed,” he continued. The bill does not allow statutory rape or pedophilia. The San Francisco Chronicle reported Friday that the bill, SB145, was signed by Newsom without comment. The bill gives judges discretion over sex-offender registration in cases involving teenagers between the ages of 14 to 17, and adults who are less than 10 years older, the Chronicle said. The author of the bill Senator Scott Wiener, from San Fransisco replied to Faulconer's tweet, "Mr. Mayor - I'd always been under the impression that you were a supporter of the LGBTQ community. This bill does nothing more than treat LGBTQ young people the same way we've treated straight young people since 1944. Why would you oppose simple equality?"The bill changes antiquated language that protects a man in a relationship with an underage woman, extending it to members of the LGBTQ community. The bill goes into effect on January 1, 2021. SAN DIEGO (KGTV) — In 2004, San Diego taxpayers approved a transportation tax increase that earmarked 0 million for bike projects for more bike lanes, safety features on the roads for cyclists and foot traffic, and new walking trails.Friday, SANDAG said it's going to need more. Officials said rising construction costs have called for an additional million for the projects, many of which have been started. The money would come from funds already allocated for these types of projects.RELATED: Compromise proposed for 30th Street bike lanes in North ParkCritics of the increase in funding argue only one percent of San Diegans use bikes and costs of .5 million per mile built for these bike lanes is unjustified. The San Diego Bike Coalition says the funding is needed to provide San Diegans with more transportation options, reduce auto dependency, and increase safety of bicyclists. They add that an expanded bike network will help the county move closer toward greenhouse emissions goals.SANDAG has been working toward the biking goals since 2013, when the agency approved a 0 million Bike Early Action Plan. The plan, funded by the region's half-cent tax on public transit fares, includes 40 projects totaling 77 new miles of bikeways and paths around the county.Crews broke ground on the first phase of the project last December and expects to complete two projects by early 2022. 1405

SAN DIEGO (KGTV) - Members of a newly formed Guardian Angels chapter in Pacific Beach went on patrol for the first time Saturday night.Members of the Sacramento Chapter traveled to San Diego to train the new volunteers. Administrator Sarah Bonesteel joined after a neighborhood crime walk, saying "crime is getting out of control, we've lost our parks, and our library and things like that."RELATED: Guardian Angels look to start street patrols in Pacific BeachThe Guardian Angels are a national crime prevention nonprofit organization that started in New York in 1979. The group said it created chapters in over 130 cities in 13 countries. While the group has several programs to prevent crime, the most visible are its street patrols. The Pacific Beach Chapter hopes to provide a safe environment after the bars close.Guardian Angels patrol in groups of at least two while wearing red berets and uniforms, and say the patrols are meant to serve as a visual deterrent and aim to avoid violent confrontations.Angels on patrols are unarmed but trained in self-defense to protect themselves in case a situation becomes physical. They hope they do not have to use their training. The organization conducts background checks on new members to ensure everyone's safety. 1270
