ESCONDIDO, Calif. (KGTV) — An Escondido restaurant was closed by the county this week after its owner allegedly refused to comply with health orders.County officials issued a notice to Hernandez Hideaway to close until it is able to adhere to coronavirus-related health orders for social distancing and sanitation standards.The order states that shortly after the county authorized restaurants to reopen on May 21, the county's Department of Environmental Health conducted an inspection on May 29 and found social distancing and sanitation protocols were not in place, and employees were not wearing facial coverings.On June 12, 21, and 23, San Diego Sheriff's deputies visited the restaurant and asked for voluntary compliance.Owner Rick Stevens declined to comment to ABC 10News."Mr. Stevens admitted that he was not compliant and state he will continue to operate without these COVID preventative measures and will not require staff to wear face coverings," the ordered stated, referencing a June 23 visit by county officials.In order to reopen, the restaurant will have to prepare a revised reopening plan and submit it to the county for approval.This is the county's second restaurant forced to close in violation of health orders. In May, Pacific Beach's El Prez was closed by the county after social media videos surfaced showing crowds of guests, many not social distancing or wearing facial coverings. El Prez has since reopened with new policies to ensure it adheres to the public health orders on distancing, masks, and sanitation. 1550

ESCONDIDO, Calif., (KGTV)-- Residents in Escondido shared their concerns Wednesday about the flooding on Country Club Drive.Neighbors said after every rain event, the street floods and closes, which creates not only an inconvenience but a safety hazard. There is no stop sign on Country Club Drive. But Jason Farr is at a stand-still. "I can't get in and out of our neighborhood," Farr said. Farr's concern is that Country Club Drive is the only way in and out of his community."If emergency crews need to get here… If there are a couple of feet of water on top of the bridge, that's one thing, but if there's more like I saw yesterday, they just won't be able to get in and out," Farr said. He said he has several elderly neighbors who no longer have the strength or speed to evacuate at once. The flooding also trap his children from getting to school. "We have to be constantly be deciding if we want to bring our kids to school. Because I do not feel comfortable dropping my kids off to school and them not being able to be picked up," Farr said. While the water receded overnight, by 8:30 AM Wednesday the water crested back over the road. Farr said his neighbors told him that the severity of the problem got much worse as new developments sprouted into the once lonely neighborhood. All the drainage is being funneled down hill,” Farr said. “We’re just the end of the hill, and we're paying the price for it."Farr said while this is a flooding issue now, come summer, this one way in, one way out street to his community will become a fire hazard. ESCONDIDO (CNS) - A 57-year-old man in a pickup truck was killed at a head-on collision in Escondido with a Honda Accord, a police lieutenant said Saturday.The crash involving the 2005 Honda Accord and a 1996 Toyota Tacoma occurred on Valley Parkway, north of Beven Drive, said Escondido police Lt. Michael Kearney.The Honda was going west on Valley Parkway and the pickup truck was going eastbound on Valley Parkway, just north of Beven Drive, at the time of the crash, Kearney said.Police were dispatched to the scene at 11:30 p.m Friday, where the 57- year-old man was pronounced dead at the scene and paramedics rushed the motorist in the Honda, a 36-year-old man, to Palomar Medical Center, where he was being treated for non-life threatening injuries, he said.Escondido police asked witnesses to the crash to call them at (760) 839-4470. 851

  

ENCINITAS, Calif. (KGTV) -- Encinitas lifeguards are investigating after a Panga Boat washed ashore Friday afternoon.According to lifeguards, the 20-foot boat washed ashore around 4 p.m. on the 300 block of El Portal Street and about 11 people ran from the vessel.Lifeguards say they don’t believe anyone was injured or needed medical attention.Border Patrol, Homeland Security, and the Sheriff’s Department were all notified about the incident. Multiple agents have responded and are combing the area. 510

  

ENFIELD, Ct. – An officer shot and killed a pit bull that police say violently attacked a woman in Connecticut on Tuesday.The Enfield Police Department says the officer was investigating a call at about 4:30 p.m. when he observed the large dog attack the woman.As the officer ran over, the dog continued to bite the woman’s foot, causing severe lacerations and tissue damage, the department said in a statement.Police say the dog’s owners were able to briefly stop the dog from attacking the woman by pouring hot water on it, but the animal then lunged toward to victim’s neck, bit her again and begun to pull her back into the front yard of the property from the sidewalk.The officer then “dispatched” the dog to avoid further injury to the woman, according to the department.The woman was treated by EMS personnel at the scene, but her current condition and the severity of her injuries are unknown at this time.In their statement, the department stressed that actions like killing the dog are taken only under extraordinary circumstances.“This outcome, while unfortunate, appears to have been unavoidable, in an effort to protect the female victim from any further harm or additional injury,” wrote police.A supervisory review of the incident is ongoing. 1265
