WILLIAMSTOWN, Ky. — Northern Kentucky law enforcement officials are working extra hard this time of year to keep any "Grinchiness" out of their respective "Whovilles."Before Grant County Sheriff’s Deputy Scott Conrad hits the road these days, he arms himself with kindness, in the form of gift cards.“It’s part of the Sheriff's Santa Project,” Conrad said.It’s an idea that was brought to the office three years ago by their chaplain.“I really think projects like this give us a glass-half-full attitude, rather than a glass-half-empty,” Grant County Sheriff’s Office Chaplain Rev. Tim Polley said. “Don’t we all need some joy in our lives?”The answer for Grant County’s deputies is "yes."“We make a legit traffic stop,” Conrad said. “In lieu of writing a citation, we hand out a gift card to our local businesses.”Several drivers who got a Sheriff's Santa surprise were both grateful and thankful, a nice reminder to use a turn signal.The project does more than just promote good driving, it also drives business to local shops and restaurants who could use a customer boost during the coronavirus pandemic.“Typically, we deal with the more negative aspects of humanity, so when we can do anything that's positive, it's a blessing to us,” Conrad said. “We swore an oath to the Constitution. I got into this job 15 years ago 'cause I wanted to help people.”Now he’s helping people by helping to give back to the community.“Everybody thinks they're out to get us, but they're here to help us,” said driver Justin Ost, who got a gift card to a local barbecue restaurant.Polley sought out local businesses to donate the gift cards, or people to donate money to be exchanged into cards. “It is just that little nudge that some people need to say there is still good in this world,” he said.The Sheriff's Santa Project runs through Christmas Eve.This story originally reported by Kristyn Hartman on wcpo.com. 1912

The lawsuits are what's known as rule 3.740 collection cases."A lot of worrying after that, like oh my god, what am I going to do," said Chris Madden. "Stressed out now and just didn't need it."In February, Madden was served with a lawsuit from a debt collection company.During an interview with 10 News that month Madden said he needed to borrow money a few years ago to keep his car. He turned to a lender that could get him money quickly."I figured it was going to be a high-interest rate, like 22% or something," he said. "I started making the payments on it, and then I found out more about it."Madden admits he didn't do a great job getting all the details when he took the money, saying the interest rate wasn't clear. When he finally did look at the fine print, he saw the interest rate was 135%. Court documents show a ,000 loan turned into ,000 owed."They were threatening to take any assets that I have, garnish my wages," Madden said.Madden said he stopped paying. He's being sued by a debt buyer under what's known as a rule 3.740 collections case.According to the 2020 California Rules of Court, "Collections case" means an action for recovery of money owed in a sum stated to be certain that is not more than ,000, exclusive of interest and attorney fees, arising from a transaction in which property, services, or money was acquired on credit."Team 10 discovered a 157% increase in the number of rule 3.740 collections lawsuits filed in San Diego County court from 2015 to 2019. 1927

With news of two highly effective COVID-19 vaccines on the horizon, health officials and scientists are giving us new insight into how we could gain herd immunity."If we think of the population as a single group of people with all similar risks and susceptibilities and behaviors, we need 60% of people to be immune, meaning that not only they don’t get sick, but also they don't pass on the virus to other people," says Dr. Stuart Ray, an infectious disease professor and herd immunity expert at Johns Hopkins University.Dr. Ray says achieving herd immunity with the help of a COVID-19 vaccine would mean enough people would either get the vaccine or already have recovered from the virus and be immune to help stop the spread of the virus."It's a little bit like this notion that if you’re going to pass on a message from a lot of people in a group, they have to speak the same language. And the more people don't speak the language, the harder it's going to be to pass that message and there’s a threshold at which the message just gets stopped," says Dr. Ray.Still, it would take a certain number of people to get the vaccine and have that immunity last in order to reach herd immunity. Stanford University's Dr. Bali Pulendran hopes that we can achieve herd immunity, even though there are a certain number of people who are still hesitant to take the vaccine."I think we should remember that a vaccine that is 95% effective is only effective if the majority of people in a population take it. If only half the population or only 60% of the population take it, then we are unlikely to have achieved the level of herd immunity that you need for curbing the disease," says Dr. Pulendran.And if the new COVID-19 vaccine requires two doses, how crucial will it be to make sure people receive that second round of immunization?Asked whether follow up will be a concern, Dr. Ray says, "I think it is a possible concern. We’re going to do a lot of learning. So, one of the things we’ve learned is that some vaccines we thought you needed multiple doses, one dose works pretty well."Doctors say research will be ongoing on the vaccine and the virus itself to ensure people will be protected as much as possible, because so many are hopeful for an end to COVID-19. 2268
