CHULA VISTA, Calif. (KGTV) -- The Port of San Diego and City of Chula Vista reached a milestone today, approving the financial agreement for the Chula Vista Bayfront resort hotel and convention center project."It's taken us 30 years to get to this day, and it's certainly worth it," Chula Vista Mayor, Mary Casillas Salas said. Officials also authorized a revenue-sharing agreement between the two agencies.The entire project will cost .1 billion. Of that, RIDA Developement will invest 5 million. The city and the port authority will pay for a combined 0+ million. Port commissioners said it is a large investment for an even larger long-term reward. "As far as what we'll get back, we will see an immediate impact by the fact that it's going to create 10,000 construction jobs, and it's going to put about a billion dollars in the local and regional economy," Moore said. RELATED: South Bay residents get an idea of massive bayfront developmentIn August of 2017, the City gave residents a better idea of what the Bayfront will look like in the next 20 years.The anchor for the Bayfront is set to be a .1 billion resort hotel and convention center that the city says will be built by Houston-based RIDA Development.The current Chula Vista RV Park will also move roughly a mile away to make room for construction. CINCINNATI – Charles Adams went on a rampage before he died in police custody Wednesday, acting wildly and damaging residents’ property at a Westwood apartment complex, according to a resident and 911 callers."It was bizarre, so bizarre," India Lavender told Scripps station WCPO in Cincinnati.Lavender said the 36-year-old Adams jumped on her car and then jumped into her neighbor’s window."(Somebody) came and knocked on my door and told me there was a man standing on top of my car," Lavender said.  “I came out. He yelled at me and told me to call the police, somebody was chasing him,  and he literally jumped off my car into my neighbor's window."Adams damaged at least five others cars while calling out for help as he went along, residents said.“It definitely seemed as if he was hallucinating,” Lavender said. “In his mind, someone really was chasing him, 'cause he was trying to get everyone else in the building to see the other people that weren’t there."Body camera video of Adams' arrest shows him becoming increasingly lethargic and unresponsive after officers put him in handcuffs. At one point, while standing, he slumps forward until he is nearly bent double.When officers escort him outside and allow him to sit down against a railing, he begins to drool and twitch before losing consciousness. "Jeez," one officer says in the recording. "He's foaming at the mouth."His breathing stopped shortly after his eyes closed.The fire department gave Adams first aid, including CPR, but he died on the scene.It’s unclear what brought Adams to the apartment complex. Neighbors said they had never seen him."Officers did not use any type of force to subdue Mr. Adams during the arrest activity," Lt. Stephen Saunders, Cincinnati police public information officer, said in the statement. (KGTV) — Aquatica San Diego and Chula Vista police are warning trespassers after ABC 10News obtained video showing people inside the closed waterpark riding skateboards on some of their attractions.The clip starts with individuals climbing over barbed wire fencing surrounding the theme park. The group is seen casually walking the grounds of the park then skateboarding on water slides, including the six-story funnel ride Tassie's Twister.The 19-second video appeared on the social media app TikTok on May 19 and has been viewed more than 1.1 million times.10News showed the video to Aquatica, who confirmed there have been trespassing incidents recently. The park added that they have notified police and trespassers will face consequences."While Aquatica is temporarily closed because of COVID-19, the park is monitored 24/7. Our security team has caught trespassers in the park and notified the Chula Vista Police Department. Citations have been issued because trespassing is a misdemeanor crime. Chris Kelley confirmed the incidents and said that some individuals have also been arrested. A sign on the door said in part: "We have enjoyed serving this community and we appreciate all of the support you have shown us over the last 5 months. We will miss seeing your smiling faces and we will especially miss those of you who graced us with your presence almost every day." Customers were shocked about the closure and told 10News the business would often sell out, with lines out the door.
