SAN DIEGO (CNS) - A construction project at the Edward J. Schwartz Federal Office Building in downtown San Diego will result in a 21-month closure of a portion of Front Street, beginning Saturday.According to the U.S. General Services Administration, a two-block stretch of Front Street, between Broadway and West F Street, will be affected by the construction project, which is expected to last until June 2021. Pedestrian and vehicle traffic will be detoured around the project area.The project will reinforce and enhance the Front Street underpass beneath the Schwartz Federal Building. The project is designed to increase safety for the building's occupants as well as pedestrians and motorists, according to the GSA.The Federal Building's existing framing at the underpass will be reinforced with new steel beams, concrete paneling and column support structures, federal officials said.Signs will be in place on Interstate 5 to alert motorists to the closure as they enter downtown. The easternmost lane of Front Street between Broadway and E Street will provide access to the underground parking garage at 101 West Broadway and for turning city buses.Construction work hours will be from 7 a.m. to 5:30 p.m. except on weekends and holidays.The roadwork will be completed first, followed by pedestrian walkways with full-height walls to separate the road from walkways, according to the GSA."One of our strategic goals is better management of federal real estate and this GSA construction project allows for that while also being a catalyst for downtown revitalization," said GSA Regional Administrator Tom Scott. "By enhancing the Schwartz Federal Office Building's structural integrity, we're also providing a safer public space in partnership with the community." 1779

He questioned why he was being attacked when he was not resisting."Ryans suffered large lacerations and required hospitalization for his injuries. SAN DIEGO (CNS) - A 28-year-old motorcyclist who led police on a pursuit through the Pacific Beach area of San Diego was hospitalized this morning with a life-threatening injury after crashing into another vehicle.The motorcyclist failed to yield to officers near the intersection of Garnet Avenue and Jewell Street about 11:10 p.m. Friday, and led officers southbound on Jewell Street, then westbound on Grand Avenue, according to Officer Robert Heims of the San Diego Police Department.At the intersection of Grand Avenue and Fanuel Street, the motorcyclist split lanes between stopped vehicles and entered the intersection on a red light and broadsided a 2019 Toyota Prius going southbound on Fanuel Street, Heims said.The rider sustained a life-threatening brain bleed that required immediate surgery. Freddie Mac reported Thursday that the average rate for a 30-year fixed mortgage was 3.29 percent, the lowest in its 50-year history.That's down from 4.41 percent one year earlier. "Anytime there's any sort of any big natural disaster, war threat, that type of thing, the Wall Street money seeks safe havens, and that tends to drive rates down," said Scott Harmes, a senior loan officer at C2 Financial Corp. Harmes said the phones have been ringing off the hook since the rates fell, including for people inquiring to refinance. He said refinances should be evaluated on a case-by-case basis, depending on how much a household owes, how much longer the loan will last, and how long they plan to stay in their home. For those in the market to buy, the lower rates come just as San Diego will enter the spring peak homebuying season. Realtor Michelle Silverman said the higher rates could make the market tighter, but that homes still need to be priced appropriately."A seller can't be greedy," said Silverman, of Coldwell Banker. "If you have a greedy seller, the house is going to stay on the market. If the property is priced right, you're going to get multiple offers, maybe even go above list price, and it will move. It will sell."The rate drop comes after the Federal Reserve lowered its key Federal Funds Rate by 0.5 percent earlier this week in an emergency action.
