SACRAMENTO, Calif. (AP and KGTV) — A bill that would end California's bail system and replace it with a risk assessment system is headed to Gov. Jerry Brown's desk. State Senate approved the bill with a vote of 26-12 Tuesday afternoon. If signed into law, it would make California the first state to completely end bail for suspects waiting for trial. Senators who support the bill say it would end a system that discriminates against low income people. Those in opposition argue that the measure would make communities less safe. If signed into law, the plan calls for the release of most suspects arrested for nonviolent misdemeanors within 12 hours. Those accused of serious, violent felonies wouldn't be released before their trials. Courts and California's Judicial Council would have discretion to determine whether or not to release other suspects based on the likelihood they will return to court and the danger they pose to the public.   999

(AP) — California's attorney general is accusing a car dealership of false advertising and lying on loan documents to boost the company's profits at the expense of its mostly low-income customers.Attorney General Xavier Becerra sued Paul Blanco's Good Car Company on Monday.Becerra said the company's prolific TV and radio ads would boast about 2% interest rates and approving people for loans over the phone. But Becerra said those were lies designed to lure customers to the dealership. Once people came, Becerra said the company would then lie about their incomes and the value of the vehicles to convince lenders to approve the loans.Representatives from the dealership did not respond to a request for comment. (AP) -- A California prosecutor says someone has filed an unemployment claim in the name of convicted murderer Scott Peterson.Sacramento County District Attorney Anne Marie Schubert said it is one of at least 35,000 unemployment claims made on behalf of prison inmates between March and August.Schubert said the state has paid out at least 0 million in benefits.At least 158 claims have been filed for 133 inmates on death row.Schubert called it perhaps the biggest fraud of taxpayer dollars in California history.Prosecutors say the scam involves people outside of prison filing claims on behalf of the inmates. 642
