BEIJING, Oct. 31 (Xinhua) -- Chinese President Hu Jintao has called for creating more domestic needs to keep stability of the country's financial market and economic growth. Hu, also general secretary of the Communist Party of China (CPC) Central Committee, made the remark during his visit to Yulin city in northwest China's Shaanxi Province from Oct. 28 to 29. General Secretary of the Communist Party of China (CPC) Central Committee Hu Jintao (2nd R, front), who is also Chinese President and Chairman of the Central Military Commission, chats with local farmers about the corn harvest in Xiaojihan Village of Dajihan Township in Yuyang District during his visit in Yulin City of northwest China's Shaanxi Province on Oct. 28 and 29, 2008.He told the accompanying provincial Party chief Zhao Leji and governor Yuan Chunqing that the basic situation of China's economic development was still fine amid the international financial tsunami and the world economy's slowdown. Government at all levels and the public should have firm confidence and be revivified to strive, the President told local officials. And government should make more efforts to create domestic needs, especially the consuming needs. It also should intensify the fundamental status of agriculture in the country's economy, improve the economic growth methods and deepen the opening up and reform policy, he said. General Secretary of the Communist Party of China (CPC) Central Committee Hu Jintao (front), who is also Chinese President and Chairman of the Central Military Commission, visits the command headquarters of Jinjie coal mine during his visit in Yulin City of northwest China's Shaanxi Province on Oct. 28 and 29, 2008.President Hu made the visit soon after the 17th CPC Central Committee ended its third Plenary Session which had announced favorable measures for farmers, a move to inspect local implementation by himself. In visiting a village of Yulin, the President promised to local corn planters that the government would gradually increase subsidies to croppers and raise the minimum prices of crops purchased from farmers. Hu Jintao told the farmers to fully trust the rural land policy, to lease their contracted farmland or transfer their land-use right, which was just adopted by the CPC's session. The new policy was expected to boost the scale of operation for farm production and provide funds for farmers to start new businesses. Hu Jintao stressed that the transfer of the land-use must accord with farmer's own will. In another village Hu Jintao told livestock breeders to rely on science and technology to expand their business and increase incomes. Yulin city is rich in coal and a major producing base of carbinol and coal products. During his visit to a coal mine, President Hu urged workers and administrators to increase their productivity and give more attention to the safety of production. In the neighboring coal-fired power plant, Hu Jintao said that building a power plant close to the mine could reduce transport costs and pollution. He encouraged the plant's workers to make all-out efforts to produce more power to be transferred to the country's eastern part, making more contribution to relieving the power shortage. President Hu also visited a carbinol company in the city, which produces the fuel substitute, by refining coal. He hoped the company could initiate more independent innovations and create more use for the coal to diversify the country's energy consumption. In the outskirts of the city, which borders a desert on China's Loess Plateau, Hu inspected one of the four forest walls planted to break sand storms and prevent soil erosion.
BEIJING, Oct. 27 (Xinhua) -- General Secretary of the Communist Party of China (CPC) Central Committee Hu Jintao has urged Party schools at all levels to play more important roles in the Party and country's development. Hu, also Chinese President and Chairman of the Central Military Commission, made the remark when he gave a keynote speech to a meeting attended by delegates of the Party schools across the country in Beijing on Monday. General Secretary of the Communist Party of China (CPC) Central Committee Hu Jintao (C), also Chinese President and Chairman of the Central Military Commission, gives a keynote speech to a meeting attended by delegates of the Party schools across the country in Beijing, capital of China, Oct. 27, 2008. Xi Jinping (2nd L), president of the Party School of the CPC Central Committee and also member of the Standing Committee of the Political Bureau of the CPC Central Committee, chaired the meeting. Senior leaders Li Changchun (2nd R), He Guoqiang (1st R) and Zhou Yongkang (1st L) also attended the meetingIn his speech, Hu stressed that to deal with various challenges and problems foreign and domestic, the Party and the government need a large number of officials who are capable, clean-handed and whom the people could trust. "Party schools at all levels have an important responsibility in training and improving official's capabilities," Hu said in his speech. "Party committees at all levels should regard the Party school construction as one of the fundamental works." Hu urged Party schools to adopt reforms and innovative policies in improving their qualities of education. Party schools should act as a main channel for the Party to train officials on a large scale and increase their abilities to take both foreign and domestic situations into policy making, Hu said. Party schools should also help the officials improve their abilities to govern the Party itself and resolve its internal problems, he added. He said that Party schools should act as an important theoretical academy of the Communist Party. Party schools are expected to provide theories of socialism with Chinese characteristics and make the theories understandable, acceptable and adoptable for the officials. Innovation in socialism theories should be an essential job for the Party schools, Hu said in the speech, adding that the schools should also unite theories with practice and serve the Party and governments at all levels in decision making. Another important role that the Party schools should play is imparting modern scientific knowledge, Hu said. Party schools should cultivate officials with more loyalty to the Party, he said. Xi Jinping, president of the Party School of the CPC Central Committee and also member of the Standing Committee of the Political Bureau of the CPC Central Committee, chaired the meeting. Senior leaders Li Changchun, He Guoqiang and Zhou Yongkang also attended the meeting.
UNITED NATIONS, Jan. 13 (Xinhua) -- The Chinese government is actively promoting the relief of tension in Gaza, and China is ready to work with the international community to bring all the parties concerned back to the negotiation table at an early date in a bid to achieve the peaceful, just and durable settlement to the Palestinian-Israeli issue, a Chinese envoy said here Tuesday. Zhang Yesui, the Chinese permanent representative to the United Nations, made the statement as he was speaking at the closed-door meeting of the UN Security Council on the Gaza conflict, which has left more than 900 Palestinians killed and 4,000 others injured. Zhang told the Security Council that the Chinese special envoy on the Middle East issue, Sun Bigan, began his visit to Egypt, Israel and Palestine on Sunday for mediation for peace in the region. China is gravely concerned about the growing escalation of tension in Gaza, and it is regrettable to see that the new Security Council resolution, adopted last Thursday to call for an immediate, durable and fully respected ceasefire, went unheeded by warring parties, he said. At present, the top priority is to achieve the full implementation of the UN truce resolution -- the immediate ceasefire, the withdrawal of Israeli forces from Gaza, a halt to the firing of rockets into Israel by the armed Palestinian faction, and unimpeded access of Gaza to the humanitarian relief goods, he said. At the Tuesday council meeting, UN Secretary-General Ban Ki-moon briefed 15 council members on his upcoming visit to the Middle East, which will take him to Egypt, Jordan, Israel, Turkey, Lebanon, Syria and Kuwait.
BEIJING, Nov. 4 -- China has set a timetable for its large aircraft plan, and the first homemade jumbo jet will take to the skies by no later than the start of the 13th Five-Year Plan Period (2015-20), a senior official said yesterday. This is the first time a timetable for the trunk liner project has been made public, since the Commercial Aircraft Corp of China Ltd was set up in May. The company is in charge of the large plane's assembly, marketing and after-sales service with an initial investment of 19 billion yuan (2.8 billion U.S. dollars). Miao Wei, vice-minister of industry and information technology, said at the China International Aviation & Aerospace Forum 2008 yesterday that China-made jumbo jets will be on the market between 2015 and 2020. "We will finish the concept design and research on key technologies before 2010, and have the first plane roll off the production line before 2014," he said. Even though the domestic passenger transport volume has been dropping recently amid the global economic slowdown, Miao said he had confidence in China's vast demand for new planes. "In the next 10 years, China will need at least 1,000 new planes," he said. The corporation is currently studying a feasibility plan for the large plane, Jin Zhuanglong, its general manager said yesterday. Some sub-projects have begun, and the large airplane's technology scheme and suppliers will be decided soon, he said. The corporation, which is also responsible for marketing the homemade regional jet ARJ21, will sign its first overseas order, worth about 0 million, with General Electric Co, at the seventh China International Aviation & Aerospace Exhibition, which opens today. GE's leasing unit will sign a contract for 25 ARJ21-700s, which raises the company's backlog to 208, Chen Jin, general manager for marketing and sales, said. Miao said the ARJ21-700 will enter service next year, while work on a 100-seat version, a business-jet model and a freighter will start next year. China has also received 136 orders for the MA 60, a propeller-driven commuter plane, Miao said. Xi'an Aircraft Industry Group Co, the maker of the plane, has already delivered 34, he said. "The next few years will be an important period for China's aviation industry," he said. The ministry will draft a mid-and-long-term plan for the aviation industry soon in order to coordinate the development of large planes, regional jets and helicopters, he said. Lunar ambitions Models of a soft-lander and a rover for the second phase of China's lunar exploration program will be displayed at the air show for the first time. Designed and made by China Aerospace Science and Technology Corporation (CAST), the soft-lander, weighing 3,800 kg on top of the launch vehicle, is likely to be launched in 2013, a corporation source said yesterday. The government has given the nod to the second phase of the lunar program to explore the surface of the moon, the corporation said.
YICHANG, Hubei, Nov. 7 (Xinhua) -- The Three Gorges Project has completed trial water storage operations for the year, with the water level in the reservoir exceeding 172 meters. As of Tuesday, the water level had risen 27.3 m since Sept. 28,when this year's storage plan began, said the developer of the massive water conservancy project, the China Three Gorges Project Corp. (CTGPC) on Friday. The water-raising measures ended on Tuesday when the water behind the dam reached 172.3 m and the reservoir held more than 19.3 billion cubic meters of water. The reservoir then began to discharge water. Generally speaking, the trial operation, which is a test of quality, went well. The structure, generators and shipping locks were all in normal condition and the water quality was not affected, said a CTGPC statement. The water level is expected to reach 175 m in 2009 when the Three Gorges project is completed. At 156 m, the target level for the second phase, the reservoir could be fully functional in terms of flood control, power generation and navigation control. Launched in 1993, construction of the gigantic concrete structure of the dam was completed and began to store water in May2006. Previously, the reservoir's temporary cofferdams held water at a depth of 135 to 139 m. The Three Gorges Project, with a budget equivalent to 22.5 billion U.S. dollars, is a multi-functional water control system built at the upper and middle reaches of the Yangtze River. Its main works are a dam, a five-tier ship lock and 26 hydropower turbo-generators. The dam will have 14 turbo-generators on the left bank and 12 on the right. Combined, they will produce 84.7 billion kw of electricity annually. There are plans to add six more turbines by 2012. As of June, 1.24 million residents had been relocated to make way for the dam construction.
