SAN DIEGO (KGTV) - One of the top brass at the San Diego Sheriff’s Department is facing an allegation of inappropriate conduct, Team 10 confirmed.A San Diego Sheriff’s spokesperson confirmed that Assistant Sheriff Rich Miller received a complaint and released this statement to Team 10:"The Department has received a complaint alleging inappropriate conduct by Mr. Miller. The San Diego County Sheriff's Department takes all allegations of misconduct very seriously.  As a result, an investigation is underway.  Mr. Miller is currently using accumulated leave time until his planned retirement date.  We cannot comment further based on the pending investigation." 686

SAN DIEGO (KGTV) — Parents who are concerned about their traditional school district’s ability to handle distance learning this fall are running into a roadblock when seeking other options: wait lists.School choice advocates say a growing number of California parents are seeking out charter schools that specialize in “nonclassroom-based” instruction because of their long track records in distance learning, but a new state law is essentially capping enrollment at pre-pandemic levels.“Tens of thousands families are in limbo right now,” said Jeff Rice, founder of the APLUS+ Network Association, an association of 85 nonclassroom-based California charters that specialize in personalized instruction.There are at least 13,000 students currently waitlisted throughout about two dozen of the association’s schools, Rice said.Advocates have launched petitions, urging lawmakers to scrap a provision in SB 98 that capped funding for all public schools -- including charter schools -- at February attendance levels.Schools are typically funded on a per pupil basis, but the cap means funding will not scale up as attendance grows.“Some [charter] schools have wait lists of 2,000,” said Jennifer Cauzza, executive director of the JCS Family of Charter Schools.Cauzza said she’s in contact with about 30 charter school executive directors and “all of them are capped.”About 300 of California’s 1300 publicly funded charter schools are classified as “nonclassroom-based,” Rice said. The term includes home school, online and hybrid models, and is somewhat of a misnomer because students often get some in-person instruction from a credentialed teacher.These tuition-free charter schools will operate wait lists on a lottery system, not a first-come basis, so parents still have time to apply.Otherwise, parents who want to homeschool their children have two other options, and both require the parent to act as the teacher, said Elisa Hilliard, who operates the Facebook page San Diego Homeschool Mom.Parents can file a PSA, a Private School Affidavit, and essentially open their own private school within their home. Parents select and teach their own curriculum, and must fund it themselves.Parents can also join a PSP, a Private School Satellite Program. SAN DIEGO (KGTV) -- More victims have come forward, saying their financial advisor stole thousands of dollars in an alleged Ponzi scheme."He preyed on the elderly folks," said San Diego resident, Brian Taylor. Brian and his wife Sharon have been married for more than 50 years. Brian, a Navy veteran, said this is not how they planned to spend their retirement. "We enjoyed our lives. We don't enjoy our lives anymore," Brian said. Christopher Dougherty was their neighbor. Sharon said they knew their family well and often met for parties or gatherings over the years. They stated investing with Dougherty in the early 2000s. A few years ago, they moved money into his company C & N Wealth Management. The Taylors said Dougherty told them they were investing in tax-free municipal bonds. They learned later that was not true. "It was actually invested in heavy equipment," Brian said. "I couldn't believe it." They said it was all done without their knowledge. The couple learned about this just this past October. "He said, don't worry, you're getting your money back and we didn't know that was the day after he filed bankruptcy," Sharon said. The Taylors are the third couple Team 10 has interviewed regarding this alleged Ponzi scheme. Sharon and David Vega said Dougherty stole about ,000 from them. That money was meant to help their grandchildren when they go to college. "We have not received any funds back," Sharon Vega told Team 10.Diane and Jerry, who declined to use their last name, said Dougherty took more than million dollars from them, meant for their retirement. "We can't even afford a burial plot at this point," Jerry said. Late Tuesday afternoon, the Sheriff's Department confirmed a criminal investigation into Christopher Dougherty with at least 30 potential victims. Bankruptcy attorney Larissa Lazarus is with the Law Offices of Mark Miller. Their firm represents 11 people in the Dougherty bankruptcy case. "They are all just good, really kind people who unfortunately trusted someone who was a licensed financial advisor and wasn't actually looking out for their best interest." She said she could not say whether or not it was elder financial abuse, but Lazarus said Dougherty was "doing things he was not supposed to be doing as a licensed financial advisor." In 2011, Dougherty was charged with a felony for taking thousands of dollars from a youth sports league. He ended up pleading guilty to a misdemeanor and was sentenced to three years summary probation. Records from the Department of Insurance showed that Dougherty "took somewhere between ,000 and ,000 from the League's bank account" when he sered as volunteer treasurer. In a letter dated April 19, 2012, Dougherty wrote to the Department: ".. due to extreme financial hardship and personal issues, I suffered a lapse in judgment that was fortunately resolved within a short period of time due to my efforts." SAN DIEGO (KGTV) — One person is dead after being hit and killed by an unknown vehicle in Clairemont on Sunday night.San Diego Police say the pedestrian was in the 4100 block of Ashford St. near Marlesta Dr. when they were hit by a vehicle just after 8 p.m.The vehicle fled the scene. Police are looking for a dark gray or black Dodge pick-up truck.
