(AP) — Two communities in Northern California's wine country were accessible only by boat Wednesday after a rain-swollen river overflowed its banks following a relentless downpour across an already waterlogged region.The small city of Guerneville north of San Francisco "is officially an island," with the overflowing Russian River forecast to hit its highest level in about 25 years, the Sonoma County Sheriff's Office said in a statement."Nobody is coming or going from the Guerneville area at this time," said sheriff's Sgt. About 4,000 residents in two dozen river communities were ordered to evacuate Tuesday evening but officials estimate only about half heeded the orders, Crum said.Jeff Bridges, co-owner of the R3 Hotel in Guerneville, said he and others who stayed behind were well prepared to ride out the storm. He and employees spent most of the night moving computers, business records and furniture to second-floor room. "Do not try to go through any water over a foot high because you never know what you're going to find."Firefighters in Monte Rio worked through the night pulling people out of cars stuck in flooded roadways and getting people out of their homes as water approached, Fire Chief Steve Baxman told the Press-Democrat newspaper of Santa Rosa."We took 17 people out of cars and houses during the night. GREELEY, Colorado — Authorities released Monday the autopsy reports of Shanann Watts, 34; Bella Watts, 4; and Celeste Watts, 3. The reports concluded that all three victims died of asphyxiation — Shanann was strangled while the two girls were smothered, according to the reports. The reports had been sealed until the outcome of the trial. However, Chris Watts — Shanann’s husband and father of Bella and Celeste — pleaded guilty to their murders earlier this month and was sentenced Monday to life in prison without the possibility of parole.All three victims were pronounced deceased on Aug. 16. The girls' bodies were found submerged in an oil tank on property owned by the company Watts worked for. His wife's body was found in a shallow grave nearby.The autopsy reports state that Shanann Watts was found in a purple T-shirt and underwear. She had patterned abrasions on her neck and the left side of her face when her body was found. Weld County District Attorney Michael Rourke said during sentencing Monday that the lack of significant injuries to Shanann Watts suggested that her death came slowly.The coroner noted in the report that Shanann had been in the second trimester of pregnancy at the time of her murder. Family members had called the unborn child “Nico.” Chris Watts was convicted of unlawful termination of a pregnancy. Bella’s report indicates she had a pink pajama-type top with images of hearts and butterflies and underwear on when her body was found. The coroner found blunt force trauma on Bella’s jaw and lacerations and contusions in her mouth. Her left shoulder was discolored, and teeth impressions and superficial bite marks were found on the surface of Bella’s tongue — signs, Rourke said, Bella "fought for her life." Celeste was found in a pink and black T-shirt. The 3-year-old was wearing a diaper and underwear. Celeste had no visible injuries.Prosecutors said Chris Watts was having an affair and making plans for a new life. Rourke said Watts talked with a real estate agent about selling the family's home, looked up secluded vacation spots and didn't seem interested in the self-help books his wife provided.A friend asked police to check on Shanann Watts on Aug. 13 after not being able to reach her and grew concerned that the expectant mother had missed a doctor's appointment. Watts spoke to Denver7 from the front porch of the family's home in Frederick, pleading for his family’s safe return. GARFIELD HEIGHTS, Ohio -- The City of Garfield Heights and the Garfield Heights Police Department are facing an excessive use-of-force lawsuit after the Jan. 23 arrest of 28-year-old Kenta Settles.According to Garfield Heights police bodycam video obtained by WEWS, Settles, an unarmed black man, was punched, kicked and stunned with a Taser while he was on the ground, as police attempted to handcuff him.Jeremy Tor, the attorney representing Mr. Settles, Partner with Spangenberg, Shibley & Liber LLP, said officers taunted and used profanity on Settles as he laid on the ground handcuffed. 604

Harvey Weinstein turned himself in to authorities Friday morning and was arrested and arraigned on charges of first- and third-degree rape and committing a criminal sexual act in the first degree, according to the Manhattan District Attorney's office.The charges stem from incidents with two separate women in 2013 and 2004, the district attorney said in a statement, and were the result of a joint investigation between police and the Manhattan District Attorney's office.Weinstein's attorney Benjamin Brafman told reporters outside the courthouse that his client plans to plead not guilty to all of the charges.As part of the agreement between Brafman and the DA's office, Weinstein's bond was set at million. GOLDEN, Colo. — A man who escaped from a Colorado Department of Corrections prison in Golden Tuesday morning has been captured. According to police, Sean Garcia, 27, was located and arrested in Denver. The escapee was taken into custody after authorities set a perimeter in the area. Garcia had escaped from the state prison facility by climbing a perimeter fence.Garcia is serving time for weapons and theft charges out of Rio Blanco County. His Parole eligibility date was in January, and his mandatory release date was Sep. 2 of this year, according to the DOC. Details as to how Garcia managed to escape the secure facility by climbing a fence have not been released. An investigation is ongoing.  744
