(AP) -- A Connecticut city is offering free roadside assistance to bicyclists when they suffer a flat tire or other minor mechanical problems.The program in Hartford is run by the city's business improvement district and is touted as the first of its kind in the nation. It is designed to encourage bicycle commuting.Six district employees have been trained to fix flats, repair broken chains, adjust brakes and do other minor bicycle repairs. They patrol the streets on bikes and have responded to more than 40 calls from stranded bicyclists since launching the initiative in May.The city's bicycle and pedestrian coordinator says Hartford also recently adopted a "complete streets" initiative, which will require all new road improvement projects to include bicycle lanes. 798

FULTON COUNTY, Ind. -- The 24-year-old driver who struck and killed three kids while they crossed the street to board their school bus told police she saw the lights but didn't realize it was a bus until the kids were in front of her. Alyssa Shepherd was arrested at her place of employment Tuesday evening and charged with three counts of reckless homicide and one count of disregarding the stop arms on a school bus causing injury. Police say she was driving a Toyota Tacoma on State Road 25 around 7:30 a.m. when she "disregarded" the stop arm and lights on a stopped school bus in front of a mobile home park, striking four kids who were crossing the street to board the bus. Alivia Stahl, 9, and her twin brothers, Xzavier and Mason Ingle, 6, were all pronounced dead at the scene. Maverick Lowe, 11, was flown to Parkview Hospital in Ft. Wayne in critical condition with multiple broken bones and internal injuries. His family released a statement on Wednesday saying he is in stable condition and recovering. A probable cause hearing was recorded in Fulton County Superior Court on Tuesday where investigators and officers were interviewed following the crash as state police sought a warrant to arrest Shepherd. In that recorded hearing, Indiana State Police Detective Michelle Jumper recalled the information given to her by the bus driver, Shepherd and a witness that was behind Shepherd following the crash. The Bus DriverJumper said the bus driver said he had driven that same route for "a couple of years" and that he had stopped and activated his lights as he normally does in the morning before he waves the kids across the street to get on the bus. The bus driver told Jumper that he looked and saw the vehicle at a distance and waved the kids to cross the road because he figured there was no reason that the driver wouldn't stop. Jumper said the bus driver didn't realize the vehicle wasn't stopping until it was near his bus and he hit his horn at the last second, but there was nothing he could do. The Witness Driving Behind Alyssa ShepherdJumper said the witness told her she had been following the pickup truck in front of her for a while and was going about 55 miles per hour when she caught up to her. The driver said they went around the corner and she could tell there was a school bus stopped with all of its lights activated so she started to slow down. The driver told Jumper that she realized the truck in front of her was not slowing down as she saw the headlights illuminate the kids as they were crossing the road. Alyssa ShepherdShepherd told Jumper that she does not typically drive her husband to work, but that she had just dropped him off Tuesday morning and had three children in the back seat of the vehicle. Shepherd said she was not sure how fast she was going but that she is typically a "slow driver." She told Jumper that she was not late for anything that morning and that she was taking her little brother to her mother's house so that he could get ready for school. Jumper said Shepherd told her she came around the corner and saw the lights, but was not sure what they were and by the time she realized that it was a school bus the kids were right in front of her.  Shepherd is the children's director at Faith Outreach Center, a Foursquare Gospel Church in Rochester, Ind. Rev. Terry Baldwin said Wednesday that they are "Fervently praying for the family suffering this tremendous loss and everyone who has experienced this tragedy."Shepherd was released Tuesday evening on a ,000 bond. HARRISBURG, Pa. – Pennsylvania’s secretary of state said Thursday that “we definitely could” know which presidential candidate will win the battleground state by the end of the day.Secretary Kathy Boockvar made the comment when asked about the results during an interview with CNN’s Jake Tapper on Thursday.“You know, I’ve been saying that we’ll have the overwhelming majority counted by tomorrow, but it’s looking like we’ll have the overwhelming majority counted by today,” Boockvar said.During the interview taped at about 1:33 p.m. ET, Boockvar added that there were about 550,000 ballots that were still in the process of being counted. By 5:45 p.m., the number of ballots left to be counted dwindled to 326,000 ballots. At that point, Trump's lead dropped to 90,000. “Some of those may have already been counted but are not yet uploaded, but yeah, they’re coming in,” she said. “We’re getting 10,000 here, 20,000 here. Counties are furiously at work and it’s looking like we’re ahead of schedule.”Boockvar said most of the mail-in ballots left to be counted are from the state’s larger cities and the communities that surround them, meaning they may favor former Vice President Joe Biden.Pennsylvania is one of the few remaining states that haven’t been called in a presidential candidate’s favor and it could end up determining who’s in the White House come January. It’s likely a must win for President Donald Trump to reach the 270 electoral votes needed for victory.Boockvar delivered an early evening update on Thursday. She said that once the mail-in votes are counted, the state will begin counting overseas military ballots and provisional ballots. Boockvar could not give a figure on how many ballots are left there. According to Matthew Weil with the Bipartisan Policy Center, The Keystone State is taking a long time to count their votes because of an influx of absentee and mail-in ballots, in numbers Pennsylvania hasn’t ever dealt with before.“In some of the biggest jurisdictions – Philadelphia, Pittsburgh – they just didn't have the experience counting those quickly,” Weil said. “And the fact that the legislature did not give them time before Election Day to count those, even knowing that this was coming, means that most likely we're not going to have great results until Friday.” 2315

  

HONG KONG — Hong Kong Disneyland Park is closing temporarily following the city’s decision to ban public gatherings of more than four people because of the coronavirus pandemic. Disney officials posted on the resort’s website that the Hong Kong park was closing Wednesday until further notice. The resort’s hotels will remain open with adjusted levels of service. Hong Kong’s leader, Carrie Lam, announced new coronavirus-related restrictions Monday and she urged the private sector to put in place work-from-home arrangements for employees. The Hong Kong park and Shanghai Disneyland closed in January because of the virus. Shanghai Disneyland reopened in May, as did the Hong Kong park last month. 707
