SAN DIEGO (KGTV) – San Diego County leaders and members of the San Diego Foundation on Thursday announced the start of a new initiative that invests in community-led efforts looking to increase racial equity and generational wealth for Black San Diegans.The Black Community Investment Fund already has more than million attached to it -- funding community leaders are looking to share with organizations within the Black community.Mark Stuart, president and CEO of the San Diego Foundation, said, “Decades and decades the Black community has been held back in San Diego and not of their own doing, it’s by others.”To be considered for a grant, a nonprofit organization must meet one of four pillars.The first being education, as they are looking for projects that address systemic educational challenges in schools. Some of this funding will be used for scholarship opportunities.The second pillar is employment. Grants will be given to projects that support workforce training programs and help pay for paid internships. They want to help drive diversity in different career fields.The third pillar is entrepreneurship, as they’re looking for organizations that will help mentor and financially support new businesses.The last pillar is housing, with the hopes that money will go to organizations that will help members of the Black community buy homes.“Redlining in San Diego happened in 1936. It was outlawed decades later, but families are still feeling those effects of where they live and where they can apply for mortgages and put down their roots. SAN DIEGO (KGTV) — Residents of several inland North County communities tell 10News they are fed up with the numerous delays which have led to a series of road improvement projects to take more than two years to complete.The most impactful is the widening of Rancho Bernardo Road between I-15 and Bernardo Center Drive.Work on that stretch began in February of 2017 and was projected to take six to seven months. It's almost a year past that point. Residents say rush hour traffic in the area is traffic, and say that the narrower lanes caused by the road work are a safety hazard.RELATED: Couple warns of loose temporary road markers along Highway 79One woman said she almost hit a person, another said she witnessed an accident, and a man says his car clipped temporary fencing along the project twice.The project is being managed by a private developer who agreed to do the road work as part of the approval for their new housing project five miles away in Black Mountain Ranch.10News confirmed with the City of San Diego and the office of Councilmember Mark Kersey that the developer has missed multiple deadlines. SAN DIEGO (KGTV) – San Diego Police are investigating a reported scam that seems to be targeting the elderly.Frank Dabalack says someone knocked on his door Monday at noon, claiming they could fix a dent on the back of his car for 5.  “I’ve wanted it fixed for a long time and here’s a guy who came over, it looked like he knew what he was doing,” Dabalack said.But once he agreed and the man and his crew began work the price kept jumping to nearly 0.“I was angry with myself,” Dabalack said, “because I knew it was scam, and I’d been scammed.”He found out with the help of his neighbor, who he asked to come over.  She took a closer look at the men’s repair work. She says they were damaging the car instead of fixing it. They covered the back of the car with some gooey residue but never touched the dent.  One of the men also took pliers to the grill and started bending it out of shape.When she started asking them questions, they took off. Dabalack says he wrote them a check for 5 but was able to cancel it with his bank.Martinez said when police arrived, they said they were familiar with the scam. The men look for handicapped plates on cars in driveways and try to trick the owners into paying large amounts of money.“Frank is from a generation where people kept their word, not scammed the elderly,” Martinez said. “Frank is like a dad to me. I don’t like anyone doing that to him or any senior.”  1445

SAN DIEGO (KGTV) - San Diego police are searching for the person who fired a gun into a group of people injuring two teens late Saturday night.Two groups of people began arguing just before midnight at the corner of 30th Street and J Street in the Grant Hill neighborhood, about a block away from Kimbrough Elementary School.The gunman pulled out a handgun and shot a 16-year-old boy in the left calf and a 18-year-old male in the right ankle, authorities said.A possible third shooting victim was located at an area hospital with undisclosed injuries, according to police. No further information was given at this time.The incident is being investigated as gang-related shooting, police said.The suspect, who was last seen wearing a white tank top and dark shorts, fled in an unknown direction, police said. 831

SAN DIEGO (KGTV) -- San Diego City leaders are deciding where to spend money in the next fiscal year. Wednesday’s meeting was the first step in the budget for the year. 10News spoke with Barbara Bry just before the meeting. “All nine of us have submitted our budget priorities. What’s interesting is there’s a lot of consensus among all of us as to how much the city should be allocating its funding," Bry said.The latest 10News-Union-Tribune polls shows the top issue as homelessness. It’s one of the issues Bry says will receive major support in next yea’s budget. Wednesday, the budget committee reviewed and adopted a set of funding priorities for what will be a priority for funding in the next fiscal year. The committee’s list is alphabetical at this point, so the issues aren’t ranked by importance. The list does, however, reflect what our poll uncovered: climate action, homelessness, parks and recreation facilities, public safety and sidewalk and street repairs are all important issues. As for our poll, homelessness and affordable housing came out on top at 21 and 20 percent respectively. Close behind is road repairs and further down the line, climate change, the Convention Center and mass transit. 10News asked Bry how the process will proceed. “The council will then discuss the priorities as a whole, then Mayor in April, then budget hearings in May.” 1380
