CARLSBAD (KGTV) -  A new online tool is helping Carlsbad residents voice their opinions on issues and how they prefer their tax dollars spent.Voterfied allows voters to weigh in from their phone or computer. "Who can shout the loudest," was what Carlsbad?Mayor Matt Hall said happened at City Council meetings. "That's not what's best for government, you try to engage as many people as possible," saying the silent majority often went unheard."Their vote goes straight into the elected official's ear, and then the elected official is held accountable because they know how their constituents are voting," COO of Voterfied Lee Ann Allman said.The tool was created when Michael Allman ran for Congress. He wanted a way to easily plug in and crowd source, to discover the needs of the people.Voterfied reached out to Hall first and he held onto the experiment with both hands, "everybody has this equal opportunity, they can hear my voice and I can hear their voice." Lee Ann Allman said there is also an educational component to the tool, "there are links to articles so if a voter wants to find out more about something they can click on the link,"The tool is hack proof and compares information you input to the voter registry, focusing the questions they push out on specific residents.In the six or more months Hall's been testing Voterfied, Carlsbad is already seeing an impact. "Instead of having a community center, the public thought more about having a dog park," Hall said.Carlsbad's next big change? CHAFFEE COUNTY, Colo. — Almost three weeks after a fatal crash that sent a golden-doodle running near Pueblo, Colo., a family has him back in their arms.The family, who was visiting from Wichita, Kansas, had been driving along the edge of a mountain west of Pueblo on Aug. 7, when their vehicle slid off the edge and tumbled 600 feet down an incline, according to the Associated Press. The crash killed Jennifer Orr and seriously injured her 21-year-old daughter, Samantha. The 1-year-old family golden-doodle, Bentley, was thrown from the vehicle and ran away from the crash.In the days after the crash, the family created and actively posted on a Facebook page Bring Bentley Home to try to find the dog. When Samantha Orr was released from the hospital, she returned to the crash site to search for Bentley. Her family posted their thanks and pleas for help every few days on the Facebook page.  On Saturday evening, Samantha Orr posted an update she had been waiting for for 19 days.  In the video, she’s tear-eyed and hugging Bentley.“My heart is BURSTING,” she wrote on Facebook. “Thank you from the bottom of my heart to everyone who shared, liked, handed out flyers, spread the word, or sent kind words, or any of the millions of ways people have shown their kindness since the accident. The world has so many amazing people in it, I am SO unbelievably grateful.”Bentley was found early Saturday after Orr and others returned to the site.  They spotted him and encouraged him to walk over with food and a toy, according to the AP. He was reluctant at first, but Orr said they slowly moved toward each other. California Gov. Gavin Newsom signed a bill Saturday that allows transgender inmates to be housed in jails or prisons based on their gender identity.SB 132 says that during the initial intake process, the California Department of Corrections is required to note each incoming inmate's gender identity, whether they identify as "transgender, nonbinary, or intersex" and the inmate's gender pronouns. The inmate will then be sent to an appropriate facility based on their gender identity.The state cannot deny an inmate's request solely based on their anatomy or sexual orientation. However, ABC News reports that the state can deny requests if the inmate poses a "management or security concern." In that case, the state must provide the inmate with a written statement explaining their decision and give the inmate an opportunity to object.Previously, inmates were sent to facilities based on their birth gender. A 2009 study by the University of California, Irvine found that transgender inmates in the state were 13 times more likely to be sexually assaulted than an average inmate. A separate federal study done between 2011 and 2012 found that about 12% of non-heterosexual inmates reported being sexually victimized — a rate about 10 times higher than those of heterosexual inmates.According to ABC News, transgender women housed in facilities for men are among those most at risk of being assaulted."It's just a false narrative about transgender people and about transgender women in particular that they're somehow not really women and are just trying to scam their way into women's bathrooms or facilities in order to do bad things," State Sen. CARLSBAD, California — A California says it lost thousands in a bank scam that started with a notice about fraudulent debit charges.Krystal, who did not want to share her last name, lives in Carlsbad with her husband and their dog, Otis. Her husband is in the Marines and was recently in dive school in Florida. During that time, he received a call from what they thought was a USAA representative.USAA is a financial institution that serves primarily military families.“They told him there were fraudulent charges on his debit card and if they weren’t from him, that they’ll cancel the card and give him a new one and it will be sent to him,” Krystal said.She said it was from a USAA phone number.“They sent him a code through via text and had him repeat it,” Krystal said. “You could tell it was from USAA because there are previous text messages from USAA from other times they sent us the code,” Krystal said.Krystal said the caller said they needed to give her husband a new pin number and asked for the current one. In hindsight, it was a red flag, but at the time, he was busy evacuating from Hurricane Michael. The call sounded legitimate, even using the same song USAA uses when her husband was put on hold.“They had his debit card number. They mentioned me as a second account holder,” Krystal said.Before they knew it, their checking account was drained of more than ,800.“[I was] very angry, very heartbroken. Panicking,” Krystal said.Stephen Cobb with cybersecurity firm ESET said technology to make phone numbers look like a different one is increasingly used by crooks."A phone today is just a computer endpoint on a network and as such, its identity can be spoofed,” Cobb said.Krystal’s fraud claim was first denied by USAA, but she kept calling the bank, determined to get answers.“I finally got a hold of somebody in the financial crime department. She was very apologetic [and] said this isn’t the first time she’s heard of this today,” Krystal said.Krystal said she found her debit card was used in multiple transactions on the East Coast. The scammer has not been found.She was finally able to get a refund but has since switched banks. Now if she gets a call from a financial institution, she asks for a call back number to make sure it is real.“It makes me really angry and really sick. I feel really sick to my stomach about it.
