Spring Valley, Calif. (KGTV) - The new Homeless Assistance Resource Team is expanding to battle the growing homeless population, according to the San Diego County Sheriff's Department. The program started in June. Their goal is to connect homeless people with services, like getting a driver's license, food stamps, or healthcare."It's not new to the sheriff's department, but having three full time deputies assigned to the mission is new." Deputy Matthew Faddis said they accompany the myriad of service agencies on their mission into obscure parts of town known to house homeless people.Faddis said it was to ensure the social workers, nurses and other workers' safety, and make them feel comfortable to do their job.Deputy Faddis said the department is working to help more people, "starting out doing this about once a week, we hope to expand that and eventually get the full time team doing this every single day."In Spring Valley, 10News walked with the team down into a concrete canal covered in graffiti. The couple they spoke with was given Hep A shots, hand sanitizer, water, and set up with a ride to get to an office where they can get set up for services tomorrow."If you don't have skills to communicate, if you don't have skills to be there on time, you get a stigma of, 'oh people don't care, there just going through my file anyway,' it doesn't matter." Kristin Kerrick said that's part of the reason why homeless people don't want to talk with the team. She said they are also scared.She's lived out of her car for the past year working to regain stability."There's a place in La Mesa that accepts Section 8 and I qualify, so it's really exciting, it's been so long, it's been a really long time so I'm really thankful," Kerrick said smiling ear to ear.Once under a roof for six months, she said she can try to get her four kids back, "we can see if they are already adopted out, or if they can break through the adoption, and go get the kids back, because I'm able to provide for them now and I'm under a program and she'll talk to me about that so not yet."Stories like hers, fueling the HART team forward. 2135

Sexting among teens and younger children has increased over the past decade and poses a growing challenge for educators and parents, according to a new study.One in four young people said they'd received sexts, and one in seven reported sending them, according to the study, which was published Monday in the journal JAMA Pediatrics. The research included data from 39 separate research projects conducted between January 1990 and June 2016, with a total of 110,380 participants, all of whom were under 18 -- with some as young as 11.The researchers focused on data since 2008 and found an increase in sexting among young people.The increased number of young people involved in sending or receiving sexually explicit photographs or messages has corresponded with rapidly expanding access to cell phones.With that trend in mind, the study's authors suggest that "age specific information on sexting and its potential consequences should regularly be provided as a component of sex education."Why sext? 1013

Setting up a showdown with California, the Trump administration on Thursday announced a plan to revoke a signature Obama-era environmental regulation.The administration wants to freeze a rule mandating that automakers work to make cars substantially more fuel efficient. It called its plan a "50-state fuel economy and tailpipe carbon dioxide emissions standard for passenger cars and light trucks."The administration also proposed a withdrawal of California's Clean Air Act preemption waiver. California and about a dozen states that follow its rules account for about a third of all the passenger vehicles sold in the United States.California Governor Jerry Brown called the proposal "reckless.""For Trump to now destroy a law first enacted at the request of Ronald Reagan five decades ago is a betrayal and an assault on the health of Americans everywhere," said Brown, in a statement. "California will fight this stupidity in every conceivable way possible."Thirteen states, plus Washington, DC, have adopted California's standards. Colorado announced plans to become the fourteenth.The attorneys general of 20 states, including California, pledged to sue the administration. They called the plan illegal, saying it would force motorists to pay more for gas and create more air pollution.The Corporate Average Fuel Economy standards require automakers' cars to average about 50 miles per gallon by 2025. The standards, enacted in 2012, get stricter every year leading up to 2025. The Trump administration's proposal would cut off the average CAFE increases in 2020, when automakers will have to produce cars that get an average of 43.7 miles per gallon."It's still a very aggressive program. We have been steadily increasing the standards... for almost a decade," said EPA Assistant Administrator Bill Wehrum on a call with reporters Thursday.The EPA and Department of Transportation cited safety as one reason for the changes. They claimed the reduced standards would make new cars more affordable. That would allow more people to buy cars with enhanced safety features, the government said. SOLANA BEACH, Calif. (KGTV) - Signs warning beachgoers about the presence of a shark off North San Diego County remained in position Monday after a new sighting. A shark between four and six feet was spotted Monday morning off the coast of Solana Beach, lifeguards confirmed. Shark experts from CSU Long Beach were in the area and reported seeing four baby white sharks.Advisory signs about an aggressive shark were posted last week after a sea lion washed ashore with its tail missing. The sea lion was taken to SeaWorld for care but later died of its injuries.10News is monitoring developments in this story. 618

(KGTV) - A local woman believes she was the target of a so-called "slider" targeting drivers at gas stations.Just past noon on Wednesday at the Arco on Jamacha Road, Blanca Maye finished filling up and then noticed a white sedan pull up next to her.Inside the car was a casually dressed man, about 30 years old. She said he glanced at her car a few times and that made her pause. She locked up her car, after collecting some trash from it.MAP: Track crime in your neighborhood"I was walking toward the trash can, and I remember hearing someone grab my door handle," said Maye.She says when she looked back there he was: the same man right next to her door, quickly walking away toward the cashier.Upset, Maye stared at him and then drove away with her purse safely sitting on the floor of her car. Others haven't been so lucky.  Recently, police in the Los Angeles area sent out video of "sliders" in action: thieves pulling up - and while the driver is distracted - getting low and sneaking toward the car to steal valuables. Police warned these incidents on the rise in Southern California and the target is usually women who are alone."People don't expect this to happen at gas station. You're literally there for two minutes at the most.  I expect to pump my gas, not to get robbed," said Maye.Authorities remind drivers to lock their doors, remove their keys and close their windows when stopping at the fill up.San Diego police say they haven't noticed a spike in sliding incidents. 1548
