SAN MARCOS (KGTV) -- A homicide investigation is underway after one person was killed in a San Marcos crash Friday afternoon.According to the San Diego County Sheriff’s Department, the crash happened around 4:15 p.m. on West San Marcos Boulevard and South Rancho Santa Fe Road.When deputies arrived, they found an unidentified woman in the back seat with trauma to her body. She was pronounced dead at the scene and the driver of the vehicle was detained.The department’s homicide unit responded and has taken over the investigation, the department said Saturday.The names of the driver and victim haven’t been released at this time and the details surrounding the crash remain unclear. 694

SAN FRANCISCO (KGTV/AP) — California’s education chief has applauded the state’s two largest school districts, Los Angeles and San Diego, for this week’s decision not to reopen classrooms this fall amid rising coronavirus cases. But Tony Thurmond says the same rules need not apply in counties with low rates of infection. In a media briefing, Thurmond says that in counties where the number of cases is low, schools could reopen for in-person classes as long as they follow the state's guidance on physical distancing and wearing face coverings. “Everyone shares the desire to reopen schools and agrees that the best place for children to learn and thrive is in the classroom connected with caring teachers and staff. We also understand that schools are more than a place of learning: They provide critical necessities like meals, relationships with caring adults, and support for working parents,” said Thurmond. “But we can only open schools if it is safe to do so. As the largest educational agency in the country, our stance has been consistent during this pandemic: Science, data, and safety must guide any decision about reopening a school. SAN FRANCISCO (AP) — San Francisco Bay Area police say two teens have admitted to starting a grass fire that scarred an iconic hillside amid a scorching heatwave and dangerous fire conditions. South San Francisco police said a brush fire spotted Friday around noon on “Sign Hill” grew quickly due to hot and windy conditions. Crews contained the fire hours later with no injuries and no structures lost but residents were temporarily displaced. Officials say an alert resident spotted two teen boys, ages 14 and 16, leaving the area where the fire started.It has been a disastrous wildfire season in California. 619

SAN MARCOS, Calif. (KGTV) — Palomar Community College President Dr. Joi Lin Blake will resign this summer, after facing criticism over a recent budget report warning of the district's fiscal instability.This week the district's Governing Board approved the agreement for Blake to resign, which will take effect June 30. Blake was placed on leave following the Fiscal Crisis Management Assistance Team (FCMAT) report.Palomar Vice President Jack Kahn will serve at Acting Superintendent and President. SAN ONOFRE (KGTV) -- Police chased a domestic violence suspect from Los Angeles County to San Diego County Thursday night. The driver, who has family in Tijuana, was believe to be heading to the border, according to our ABC affiliate in L.A.?At one point, the suspect may have ran over a spike strip, slowing him down. Once near the Camp Pendleton area police attempted two pit maneuvers. Shortly after the suspect drove off the freeway and into the brush, where he ultimately turned off the car and exited his vehicle. Police were able to take him into custody around 11:20 p.m. and began to search the vehicle. *This is a developing story. 10News will continue to update as more details unfold.  730
