SAN DIEGO (CNS) - A parolee suspected of sexually trafficking a 15- year-old runaway was arrested Wednesday in Sorrento Valley.Joseph Price, 23, was taken into custody in the 9800 block of Pacific Heights Boulevard in San Diego about 9:45 a.m., according to sheriff's officials.Earlier in the morning, detectives contacted the alleged victim and returned her to her home, Sgt. SAN DIEGO (CNS) - An Arizona man who carried out a series of knifepoint rapes in the city of San Diego 24 years ago will be sentenced to 50 years to life in state prison early next year following his guilty plea to six rape counts.Christopher VanBuskirk, 47, of Goodyear, pleaded guilty Monday to threatening the victims with a knife while sexually assaulting them on four occasions between August and November of 1995, according to San Diego police.Deputy District Attorney Martin Doyle said Vanbuskirk also pleaded guilty to two knifepoint rapes committed in Riverside County in March 2002 and November 2004, with the Riverside County District Attorney's Office giving San Diego County prosecutors jurisdiction over those two cases.RELATED: Man accused of sexually assaulting six women since 1995 faces 190 yearsVanbuskirk is slated to be sentenced Feb. 20.Prosecutors said the four San Diego cases occurred twice in the Tierrasanta neighborhood, once in Pacific Beach, and once near San Diego Mesa College. He was identified as a suspect through public-access genealogical databases, which Doyle said was similar to the technology utilized to identify and capture Joseph James DeAngelo, otherwise known as the Golden State Killer.Police said DNA evidence previously linked the San Diego and Riverside county cases, but the identity of the perpetrator was not established until this year.Vanbuskirk was arrested in his home state in May. 1447

SAN DIEGO (CNS) - Following a two-week warning period, the City of San Diego will resume parking regulation enforcement across the city Thursday after months of limited enforcement due to the COVID-19 pandemic.According to the city, restarting parking enforcement will allow for increased turnover at parking meters and businesses, ensuring accessibility for patrons visiting local stores and restaurants. The city temporarily suspended parking enforcement on March 16 following the COVID-19 stay-at-home order, limiting enforcement to holiday or Sunday regulations only. Multiple attempts in the following months to reinforce parking regulations have been thwarted by ongoing shutdown orders.Citations continued to be issued for vehicles parked illegally at red, white, and blue painted curbs. On Oct. 1, limited enforcement with written warnings began. This two-week grace period was intended to acclimate city residents.Although street sweeping has continued during the public health emergency, the resumption of parking enforcement will allow city sweepers to once again sweep debris and dust pollution along the curb line to maintain improved water quality and reduce the potential for flooding as the rainy season approaches, city officials said. 1258

SAN DIEGO (CNS) -- Fleets of skywriting planes will leave artist-created messages in San Diego, Los Angeles and Orange County skies Friday above immigration detention centers, courts and historically significant landmarks in an effort to call attention to the detention of immigrants.Starting at about 9:30 a.m. above the Adelanto Detention Center, the fleet will travel to downtown Los Angeles skies, where 15-character messages will be left in the late morning airspace above immigration facilities, county and federal lockups and courthouses, followed by the Arcadia and Pomona locations of internment camps where Japanese Americans where held during World War II.In the afternoon, the planes will start at Terminal Island at about 1:45 p.m. and travel to Orange County and San Diego, where messages will be left above courts and immigration offices, with a 3 p.m. finish in the skyways above the Otay Mesa Immigration Court.Producers of the event said the goal of the skywriting performance, in which 80 artists have contributed across the country over the Independence Day weekend, is "to make visible what is too often unseen and unspoken -- the imprisonment of immigrants."Written with water vapor, the messages are designed to be seen and read for miles."We wanted to devise the sort of display that would make visible the problem of immigrant detention," said Los Angeles-based performance artist Cassils, co-founder of the nationwide project. "By going over the internment camps, we want to make clear that the problem is nothing new."Each artist's message will end in #XMAP, a hashtag devised to lead viewers to In Plain Sight, a website and interactive map which locates the U.S. Immigration and Customs Enforcement detention facilities within the viewer's immediate vicinity.Los Angeles artist contributors include Black Lives Matter co-founder Patrisse Cullors, whose words, "CARE NOT CAGES," will be written in the clouds above LA County Jail, the largest such facility in the country.Latina transgender organizer and advocate Bamby Salcedo's message, "STOP CRIMIGRATION NOW," will be projected above U.S. Citizenship and Immigration Services' downtown field office.Cassils' phrase, "SHAME #DEFUNDHATE," will be affixed over the Los Angeles-area headquarters of the Geo Group, operators of for-profit prisons.Until prisons and detention facilities are abolished, "we will fight to end the symptoms of racist law enforcement and brutality," said Tania Bernal of the California Immigrant Youth Justice Alliance, adding that she hopes to show that "even those most deemed disposable by the state are worthy of their humanity, of compassion, and of transformational growth." 2693
