HOUSTON, Texas — Houston's police chief says four police officers have been terminated after an internal investigation determined they did not use reasonable force when they fired their weapons 21 times at a man who had been experiencing a mental health crisis. The man, 27-year-old Nicolas Chavez, was already injured and on the ground when he was shot and killed by the officers on the night of April 21.During a news conference Thursday, video footage was presented from body cameras showing Chavez, who had already been shot and was bleeding, kneeling on the ground and grabbing a stun gun when the four officers shot him.WARNING: The video below contains graphic clips and may be difficult to watch."Let me be clear, it's objectively not reasonable to utilize deadly force when a man's already been shot multiple times, has been tased, has been on the ground, has shown that he really cannot get up," said Police Chief Art Acevedo on Thursday. "I cannot defend that."At the briefing, Mayor Sylvester Turner said the dismissal of the four officers isn’t an indictment of the police department and its nearly 5,300 others officers.“But when you are wrong, there are consequences,” he continued. “And for the good of every police officer who serves, for the good of everyone that followed the rules, that protect this city, it is important for us to call a ball a ball, and a strike, a strike."Turner acknowledged the effect Chavez’s death has had on the city and expressed sympathy for his family."What happened the night of April 12 has dramatically affected many people and this City,” said the mayor. “Nicolas Chavez’ life was taken, and his family must live with their personal loss and anguish for the rest of their lives."Leaders with the Houston Police Officers’ Union denounced the firings, saying the officers followed tried to de-escalate the situation but were forced to shoot Chavez.“This unjust and deplorable decision by Chief Acevedo has sent a shock wave through HPD, even if you deescalate, retreat, follow policy, training and the law...you will still lose your job as a Houston Police Officer,” tweeted Joe Gamaldi, the president of the Houston union.Harris County District Attorney Kim Ogg said in a statement Thursday that prosecutes will be conducting an independent review of all the evidence in Chavez’s death and once it’s complete, the findings will be presented to a grand jury. They’ll determine whether charges will be brought against the officers involved. 2496
If you've been hearing the disembodied voice of a laughing young woman or child in your home lately, there's (probably) no need to call a ghost hunter.According to The Verge, Amazon confirmed on Wednesday that "Alexa," the voice of Echo smart speakers, may cackle unprompted from time to time.In a statement to Scripps National, an Amazon spokesperson confirmed that the company is changing how to make Alexa laugh. "In rare circumstances, Alexa can mistakenly hear the phrase 'Alexa, laugh,'" Amazon said. "We are changing that phrase to be 'Alexa, can you laugh?' Which is less likely to have false positives, and we are disabling the short utterance 'Alexa, laugh.' We are also changing Alexa’s response from simply laughter to 'Sure, I can laugh' followed by laughter."A number of users caught Alexa's laughter on video and posted the clips on social media, saying the laughter appeared to be unprompted, often coming in the middle of the night. So Alexa decided to laugh randomly while I was in the kitchen. Freaked @SnootyJuicer and I out. I thought a kid was laughing behind me. pic.twitter.com/6dblzkiQHp— CaptHandlebar (@CaptHandlebar) February 23, 2018 1200
I haven’t set foot in a grocery store in nearly four months. With a 10-month-old baby to think about, my husband and I have kept trips to the store to a minimum out of an abundance of caution during the pandemic. We’re fortunate to have just about every grocery delivery service at our disposal — and we’ve taken advantage. In between orders from Costco, Whole Foods, Imperfect Foods and more, I’ve noticed our virtual shopping habit is changing how we budget. We’re accounting for new grocery-related expenses. We’re also more deliberate about what we buy. Here’s why online grocery shopping could affect how much you spend — and ways to keep your budget intact.MarkupsYou could pay more online than in the store for the exact same item. That’s because some delivery services, or the retailers they partner with, inflate grocery prices to cover fulfillment costs. On Costco’s website, I was met with the message “item prices are marked up higher than your local warehouse. Instacart uses the markup to pay for their delivery service.” The exact price difference wasn’t specified.Same-day delivery service Shipt says its members can expect to pay about more on a order online than in the store. Plan that you will spend a few extra bucks every time you buy groceries online.Extra chargesAt the grocery store, the price you see is typically the price you pay. But online, fees for delivery, service, alcohol, memberships and subscriptions could be tacked onto your bill. Extra charges could range from a couple dollars for a service fee to about a hundred dollars for a membership.“You’re spending more money because it’s a service,” says Jennifer Weber, a certified financial planner in Lake Success, New York. How you use that service can also affect the cost. Often, you’ll pay a premium for quicker or high-demand delivery times. Then, there are tips. Tipping, while optional, is a simple way to support the workers risking their health to provide you with an essential service. Many grocery services set a default tip, so make sure to pick the amount you prefer.SubstitutionsItems could be unexpectedly out-of-stock, incorrect or missing from your delivery. Certain services allow substitutions for unavailable inventory. However, that can come at a higher cost. When the conventional tomatoes I ordered sold out, I ended up with organic tomatoes for more. When using services that charge for pricier replacements, consider opting out of automatic substitutions or allocating a few extra dollars toward your grocery budget as a cushion. Inspect orders closely upon arrival as well and notify the company if you’re charged for forgotten or incorrect items.Impulse purchasesGetting your groceries while sitting in front of your screen isn’t all bad news for your wallet: 46% of consumers say they’ve made fewer impulse purchases since shifting to online grocery shopping in the spring, according to a survey from Magid, a business strategy and research company.“Careful planning and buying only what you intend to is a little bit easier to do online,” says Steve Caine, a partner with the retail practice of Bain and Company, a management consulting firm. “You don’t get influenced quite the same way as you do when you’re walking through a store.”With no enticing candy displays or cleverly arranged shelves to stroll past, you might fill your cart with fewer items. Plus, Caine says shopping online allows you to better keep a “running total” of your purchase, while in the store, you usually don’t know until checkout.Ways to watch your budgetOnline grocery shopping is here to stay for the foreseeable future. These strategies can reduce the strain on your budget.Make a list. Check your fridge or pantry and jot down what you need for the week. “You can think ahead and say, ‘I want to spend 0 or .’ Then, you can do price comparisons for those items,” Weber says.Compare grocery services. Try building a basket on a few different sites to see which offers the lowest price on items. Explore all the costs involved and look for coupons or promotions before checkout.Be flexible. Choosing curbside pickup can help you skip delivery fees, tips and other charges. But if you opt for delivery, note that one-hour or same-day windows could be more expensive. Giving yourself time to plan and pushing it to next-day or two-day delivery can reduce the cost, Caine says. This article was written by NerdWallet and was originally published by The Associated Press.More From NerdWalletWhy Taking Social Security Early Costs Too MuchHow to Renegotiate Your Bills to Save MoneyFeeling Out of Control? Hours after two Atlanta Police officers were charged in connection with the death of Rayshard Brooks, the department confirmed that an unspecified number of officers are calling off tonight. The city’s Mayor, Keisha Lance Bottoms, told CNN’s Chris Cuomo that some officers are being asked to extend their shift on Wednesday. Bottoms added that other jurisdictions have been notified and were asked to be on standby to provide the city with assistance.Despite reports on social media, Atlanta Police denied that officers are walking off the job.“The department is experiencing a higher than usual number of call outs with the incoming shift,” the department confirmed on Twitter. “We have enough resources to maintain operations & remain able to respond to incidents.”Bottoms acknowledged to Cuomo that officer morale is an issue.Earlier on Wednesday, Garrett Rolfe, who was fired from the Atlanta Police Department following the shooting, was charged with felony murder and 10 other crimes, including four counts of aggravated assault with a deadly weapon and several violations of his oath of office.Officer Devin Brosnan has been charged with aggravated assault and several violations of his oath of office.
