SAN DIEGO (KGTV) - San Diegans looking to switch careers or get back to work after coronavirus-caused layoffs have a way to get free job training this summer.San Diego Continuing Education is offering free classes in 75 different areas, many of which are focused on high-demand jobs."During difficult economic times that we are about to enter, short term intensive career education is the way to get America back to work," said SDCE President Dr. Carlos Turner Cortez.Anyone in San Diego is eligible to take the classes. SDCE offers training certificates in healthcare, welding, information technology, cybersecurity, culinary arts, clothing, automotives, and more.For Richard Sanchez, who lost his job during the pandemic, it's a chance to start over after a layoff."I'm already 38 years old," Sanchez said. "To have this opportunity helps people out to get a new job and change your career."According to a recent report by SANDAG, around 460,000 people in San Diego have lost their jobs since March 7. The report says unemployment could be as high as 30%.Dr. Cortez said people who are looking for a job should look into continuing education first."It's incumbent on us to make sure that students who are coming through our program are developing the skills necessary to be successful in these career pathways," he said. SAN DIEGO (KGTV) - Researchers at UC San Diego Health say they can make a COVID-19 contact tracing app for smartphones but the technology may be getting pushback because of privacy concerns.On Tuesday, ABC10 News spoke to UC San Diego Health Chief Information Officer Dr. Christopher Longhurst about the app that he's offered to develop and study for San Diego County."From a University of California stand point, we're comfortable endorsing this as an appropriate means of helping control this pandemic more quickly while preserving the privacy of our citizens," he told ABC10 News.He said the app would look a lot like Canada's app which was released last Friday. Using a tool created by Apple and Google, it produces random codes and uses Bluetooth to ping other users' phones and share those codes when two people are physically close to each other. "So, the idea is that if I were diagnosed with COVID-19, I would then be given a code [and voluntarily opt in to] put that code into my exposure notification app and that would let other people know who had been near me that they might have been exposed and should be tested," he added.ABC10 News asked Dr. Longhurst about what situations could make it more effective than using human contact tracers. "Contact tracing is a methodology that's been around for 50 years and we've used it for sexually transmitted infections and other outbreaks. It works really well when you're talking about who you might have been intimate with. It's much harder when you think about who you breathed air with. [Additionally], there's limits to being able to actually contact those folks," he responded.When asked about why the technology isn't being implemented in San Diego County, he told ABC10 News, "Our partners at San Diego County Public Health have been very enthusiastic about embracing this new technology but the Apple and Google API can only be used by state public health agencies so we're dependent on the state of California to approve moving this forward."Other countries have moved forward but the U.S. has been slower. Dr. Longhurst attributes that to privacy concerns, but said the program protects anonymity and doesn't track location. "We've really closely evaluated this technology and we believe that the privacy preserving goals have been met," he added.On Tuesday, San Diego County officials confirmed that it's the state of California's decision to go forward and added in part, "If there is an opportunity for the County to partner with the state in a pilot, we would be open to further discussions about this."The California Department of Public Health sent the following response to ABC10 News."The state’s contact tracing program isn’t using contact tracing smartphone technology. Contact tracing involves notifying people who have been in close contact with an infected person to prevent the disease from spreading to others, and most of that work can be done by phone, text, email and chat.We are aware of San Diego's interest in utilizing a contact tracing application. We continue to focus on standing up the manual contact tracing process (via phone, text, email and chat) and the data management tool that assists our contact tracing workforce." 3226

SAN DIEGO (KGTV) — San Diego County public health officials said Friday that the region is dangerously close to being placed in the state's most restrictive reopening tier.The county's coronavirus case rate over the last 48 hours was alarming, according to Supervisor Nathan Fletcher."We've been living for most of the last month on the precipice of tiers," Fletcher said. "We now are concerned about the trends and we're concerned about the likelihood that we can tip back into purple."Fletcher says over the last six days, San Diego County's daily unadjusted case rates continue to increase.County Public Health Officer Dr. Wilma Wooten said since the start of this week, the county has seen its unadjusted case rate increase from 7.2 cases per 100,000 residents (7-day daily average from the previous week) on Sunday to 7.8 on Friday. The county's adjusted case rate has increased from 6.8 to 7.0 during the same time span.The last week reported for the county, San Diego reported an unadjusted case rate of 7.2 and an adjusted case rate of 6.8.Fletcher says the unadjusted case rate more closely represents the actual public spread of the coronavirus."The overwhelming majority of San Diegans are doing everything right. But we just have to go that extra mile in order to protect our status in our tier," Fletcher said.According to the state's reopening tier system, counties with a case rate of more than 7.0 and/or testing positivity percentage of 8% or greater for two consecutive weeks are placed in the purple tier, the state's most restrictive.Next Tuesday, Oct. 20, the state will report metrics for Oct. 4-10. Then on Oct. 27, the state will report results from Oct. 11-17.Officials say that's why they're sounding the alarm now, to encourage residents to double down on efforts around slowing the spread. Officials pointed to being more vigilant in facial coverings, avoiding indoor gatherings, and employers allowing more employees to telework.If San Diego County is pushed into the state's purple tier, several business sectors would need to conduct operations outdoors or adjust indoor capacity:Retail stores will have to lower to 25% capacity indoors,Restaurants must move to outdoor dining only,Shopping centers will move to 25% capacity with closed common areas and a closed food court,Personal care businesses must move to outdoor operations,Museums, zoos and aquariums will go to outdoors only,Places of worship and movie theaters will be held outdoors only,Gyms and fitness centers will also have to go outdoors only,"We're here to sound the alarm," said County Public Health Officer Dr. Wilma Wooten. SAN DIEGO (KGTV) — San Diego Police have arrested a 26-year-old in connection with a Logan Heights house fire that killed three of his family members last weekend.Police say Wilber Romero was arrested Friday for homicide and arson in connection with the deaths of his parents 44-year-old Jose Romero and 46-year-old Nicolasa Maya-Romero, and his sister 21-year-old Iris Romero in a house fire on Sunday. Romero's mother and sister died at the hospital in the days following the blaze while his father died in the fire. The family’s 23-year-old daughter and 16-year-old son remain in the hospital. He has been booked into county jail and is set to arraigned on Oct. 22.On Oct. 13, the fire broke out around 4:30 a.m. Sunday in the 3100 block of Clay Ave. Firefighters had to go inside and pull the victims out.Romero, who identified himself to 10News that morning as the family's oldest son, said he awoke to find his bed on fire and tried to yell for his family to get out of the home."My dogs were jumping on me, trying to wake me up. I woke up. When I woke up, my bed was on fire. I jumped out of bed and started screaming the house is on fire," Romero said after the blaze.One witness told 10News he could see one of the victims reaching through the bars in the windows, unable to escape the fire."The minute I stepped out of my restroom, my house on the inside felt warm, like really warm. SAN DIEGO (KGTV) – San Diego City Councilmember Jennifer Campbell on Tuesday is expected to formally announce enforcement plans to help with concerns over crowd control in Ocean Beach.Campbell, who represents District 2, said in a news release, “Our office continues to field calls regarding increased crowds gathering at Veteran’s Plaza in Ocean Beach on Wednesday evenings. While I appreciate the San Diego Police Department’s increased presence last week, it’s clear more comprehensive action needs to be taken to keep San Diegans safe.”Residents in the area say large gatherings have been consistently happening despite San Diego County public health orders restricting mass gatherings.According to OB residents, big crowds assemble Wednesday nights at Veteran’s Plaza, and many attendees are seen not wearing masks or practicing social distancing.Ocean Beach Town Council President Mark Winkie told ABC 10News in a previous interview that residents “want people to understand this is our community. You’re welcome to be here, but you need to adhere to social distancing rules and respect our community.”Winkie has met with City of San Diego officials about the gatherings in OB. He said the city was looking to shut down Veteran’s Plaza to help with enforcement.On Tuesday morning, ABC 10News spotted city crews placing plastic netting at the park.While he said the town council is not happy the park is closing, Winkie said a closure would allow needed renovations at the park to be done.The OB Town Council has also been pushing for more education to remind people about following the rules.Winkie said he’s been told health officials will be at Veterans Plaza on Wednesday nights to spread the word about county health guidelines. 1746
