JERUSALEM, Oct. 13 (Xinhua) -- Visiting Chinese Middle East envoy Wu Sike on Wednesday met with Israeli Deputy Prime Minister Dan Meridor in Jerusalem. They discussed Sino-Israeli relations and the current status of the Middle East peace process.China has consistently advocated that all concerned parties settle their differences through negotiations, and achieve comprehensive peace in this region, said Wu. Israel is now working to achieve the two-state solution, he said, adding that his government is willing to coordinate with other parties and find a solution to break the deadlock in direct talks.Israel is the second leg of Wu's Middle East tour, which will take him also to Palestinian territories, Egypt and Turkey.Israel and the Palestinians resumed direct negotiations on September 2 in the United States. BEIJING, Nov. 4 (Xinhua) -- A senior official with the China Chamber of International Commerce (CCIC) said Wednesday the United States has launched the wrong probe at the wrong time into the policies and practices by China in its green technology sector, as now is the "best time" for bilateral cooperation in the sector.The denunciation of the 301 probe by Lin Shunjie, CCIC deputy secretary general, came after the U.S. government decided to initiate an investigation on Oct. 15 into China's policies and practices in the clean energy industry, acting upon a petition filed in September by the United Steelworkers union.The union claimed the massive subsidies and discriminatory policies by China were shutting U.S. businesses out of China's renewable energy market and causing job losses in the United States. These charges come amidst worries that U.S. protectionist measures against its trade partners might be on the rise due to its sluggish economic recovery.However, Lin Shunjie said government subsidies in the United States to protect its clean energy industry were more extensive than those in China, adding the United States should reevaluate its subsidy policies and to especially benefit small and medium-sized companies.Further, Lin suggested the U.S. government increase the channels of financing for these small-scale companies in order to improve their competence in trade, rather than accuse other countries."The competence of small and medium-sized renewable energy companies in the United States is far behind those in Europe, Japan, and even Australia," said Lin, "while the Chinese market is open and is willing to import more products from overseas."Lin added that China had a trade platform for imported goods exhibitions in Shanghai, but so far very few U.S. companies have reached deals. BEIJING, Oct. 23 (Xinhua) -- One of China's top banking regulators has called upon the nation's commercial lenders to improve their balance sheets and reduce excessive reliance on lending for profits.Wang Zhaoxing, deputy chairman of the China Banking Regulatory Commission(CBRC), said banks should not seek excessive profits from a rapid increase in loans and a widening gap between lending and deposit rates, which is unsustainable.Chinese banks went on a lending spree in 2009 in response to the urging of the government as part of the 4-trillion-yuan (601 billion U.S. dollars) stimulus package to ward off the effects of the global financial crisis.Also, nearly 9.6 trillion yuan in new loans last year fuelled fears of banks distributing bad loans.Many banks continue to depend upon issuing credit to government-backed projects to secure profits, Wang said at an industry meeting Thursday. However, those projects often lack adequate risk management.Further, Wang urged lenders to improve balance sheets and the quality of assets, as well as the ability to manage risk aversion.Chinese banking and financial institutions reported net profits of 668.4 billion yuan last year, of which a lion's share came from the gap between deposit and lending rates, investment proceeds and fees, according to the report on China's banking industry issued by the CBRC in July.The report noted that the average capital adequacy ratio stood at 11.4 percent at the end of last year, above the international safety line, while the non-performing loan (NPL) ratio fell to 1.58 percent, down 0.84 percentage points from the level at the beginning of 2009.Despite the improved data, CBRC chairman Liu Mingkang has repeated warnings that an NPL rebound could bring with it risks from lending to local government financing platforms and the property sector which has accumulated asset bubbles.At the meeting, Wang said the CBRC would enhance oversight to assure unscrupulous and unhealthy financial institutions are phased out of the market.Also, China will gradually move towards a market-driven interest rate mechanism, which would ultimately squeeze bank profits.

YUSHU, Qinghai, Sept. 22 (Xinhua) -- It has been six years since Zhaduo was moved away from his home on the ecologically vulnerable grassland on the Qinghai-Tibetan Plateau, but the 33-year-old said he still misses his yaks and the life of a herdsman."The money for selling 40 yaks and 25 sheep has been used," Zhaduo said. "It is so expensive to now live near the town center. Everything costs big money."Zhaduo is one of the emigrants from Rima village in Yushu County of northwest China’s Qinghai Province, near the source of China' s three major rivers - the Yangtze, the Yellow River, and the Lancang River - which form the world' s highest plateau wetland, known as Asia' s water tower.China started moving people out of the 150,000-sq-kilometer Sanjiangyuan region more than five years ago in a bid to repair the ecological system damaged by excessive herding and to transform the area into an unpopulated nature reserve.So far, some 50,000 herdsmen, mostly Tibetans, have bid farewell to the nomadic life and were moved closer to the town centers near their old homes, where they have better access to health and educational resources.Zhaduo now lives in Jiajiniang village, twelve minutes' drive from Gyegu township of Yushu. The family is surviving by picking mountain-grown caterpillar fungus.Zhaduo basically has no jobs in the months other than the harvest season from May to June, and he has no sense of security since he is relying on a business which can be bankrupt by inadequate rainfalls or abnormal climate changes."There is no way to return - the grassland is sealed off by the government and, anyway, I don' t have money to buy yaks and sheep," Zhaduo said.China' s policy makers have been urged to double their efforts to help the Sanjiangyuan emigrants adapt to the new life so the herdsmen who have no job skills do not have to be sacrificed by the massive ecological repair project.The government has earmarked 7.5 billion yuan (900 million US dollars) for the project.Li Xiaonan, deputy director of the Sanjiangyuan Ecological Preservation and Construction Office, said since efforts began to repair the wetland, it is now able to hold more water and the quality of the water has improved.The rising population, as well as overgrazing, have been blamed for the deteriorating ecosystem.Official statistics show that only 130,000 people lived in the prefectures of Guoluo and Yushu of the Sanjiangyuan region in 1949. However, the population grew five times over the past six decades.Li said the resettlement of 50,000 herdsmen is the key to improving the ecosystem, but the government will now have to find ways to provide more forms of aid, other than handing out quotas of free grain and cash subsidies to the resettled herdsmen.Additionally, the provincial government offers vocational training and has set aside funds to encourage small private businesses.Gongsangranjia is one of a few beneficiaries. He runs a Tibetan drug store near the town in the heart of Nangqian County, Yushu prefecture. Gongsangranjia and his family of ten moved out of the grassland 110 kilometers away from town some seven years ago.Since then, he sold two hundred yaks and sheep to build a spacious house and set up a drug store."The store income averages 300 to 400 yuan a day. The business is not bad," said Caiding, Gongsangranjia' s wife.Wang Hengsheng, a researcher with the Qinghai Academy of Social Sciences, said the resettlement program is not just "moving people out" but also helping them live a better life in a different environment."If they can not survive by themselves in the new environment, the Sanjiangyuan region won’t be able to achieve a long-term coordinated development of the ecosystem and the economy," Wang said.Ping Zhiqiang, an official with the provincial Development and Reform Commission of Qinghai, said the government should help resettled herdsman master a marketable trade and assist the region in developing a profitable sector. BEIJING, Nov. 3 (Xinhua) -- China has revised a regulation to protect patients suffering from work-related diseases by requiring employers to submit information needed for diagnosing workers.The Legislative Affairs Office of the State Council published the draft regulation on Wednesday concerning work-related disease patient diagnosis, which is a revised version of the current one, inviting public submission.According to a statement issued along with the regulation, in determining whether a patient suffers from a work-related disease, information about work-place hazards is needed. The revision has been made to ensure a diagnosis can be performed, even if employers do not provide information or provide falsified information.According to the draft, if employers do not provide information, or patients question the authenticity of such information, patients could apply for arbitration of labor disputes and arbitration authorities should handle the case within 30 days.Further, employers will be held liable if they fail to provide relevant information within the time period designated by the arbitration authority.Public submissions will be accepted until Nov. 19 on the website, www.chinalaw.gov.cn.
