BEIJING, Dec. 26 (Xinhua) -- China has launched a one-year inter-agency national campaign aiming to return most street children home, the Ministry of Civil Affairs (MCA) said Monday.The MCA will lead the campaign, which is joined by the ministries of education, public security, financial, health, human resources and social security, and housing and urban-rural development, an MCA statement said."We will try our best to identify most street children in cities and send them home by the end of 2012," the statement said.Minister Li Liguo of Civil Affairs said, ministries concerned should strengthen communication and coordination, and speed up the revision of regulations on the relief of city beggars and vagrants.The MCA also urged provincial governments to set up special offices coordinating the campaign. Several provinces, such as Hebei and Yunnan, have been working on this, the statement said.Police will step up their efforts to identify and rescue street children who wander near railway stations, major tourist sites, business areas and subway stops, while civil affairs departments will assist investigation and provide shelter for homeless children, the statement said.Urban communities and neighborhoods are asked by the ministry to report homeless children to local police. Police and civil affairs departments will cooperate to ascertain the whereabouts of their parents or guardians.In home places of street children, education departments are urged to send them to schools or vocational schools, and those from needy families will have their tuition reduced or waived.Health departments are required to offer street children easy access to medical facilities in emergency cases. Hospitals listed in the campaign will treat sick street children free of charge.

China is deeply concerned over the development," Li said."We always maintain that the parties concerned should resolve their disputes through political negotiations under the relevant UN resolutions, the principle of 'land for peace,' the Arab Peace Initiative and the Middle East Roadmap for Peace with the goal of ultimately establishing an independent Palestinian state and two states,Palestine and Israel, living side by side in peace," he said. China appreciates the efforts made recently by Jordan and Quartet of Middle East to facilitate the two parties to have direct contact, said Li, adding "We hope the relevant peace promotion efforts will help resume the Palestinian-Israeli peace negotiation sooner and achieve substantive result. China supports a greater role of the UN in resolving the Middle East issue."Calling the Israeli settlement "a major obstacle" for the resumption of Palestinian-Israel peace negotiation, Li said China is seriously concerned about the recent approval by the Israeli government of plans for expansion of new settlements."China is always against Israeli establishment of Jewish settlements in the occupied Palestinian territory including East Jerusalem. HANOI, Oct. 7 (Xinhua) -- Vietnam in cooperation with the United Nations Development Program (UNDP) and the Food and Agriculture Organization (FAO) organized a workshop here on Friday to finalize implementations in Phase 2 of the UN-Vietnam Joint Program to fight against Highly Pathogenic Avian Influenza (HPAI) during 2007-2011.The workshop is not only to review the achievements but also from that, Vietnam hopes to receive more supports from the UN agencies, said Bui Ba Bong, Vietnamese vice minister of Agriculture and Rural Development.According to the report, so far, Vietnam's project on prevention of HPAI has basically achieved the targets in terms of making plans, policies and strategies for the veterinary sector, assessing the impacts of destruction of poultry to the environment, controlling pandemic, and supporting vaccine inoculation, quarantine and control of the infected animals, said Bong.Vietnam showed great efforts in responding and preventing H5N1 pandemic during its occurrence in 2005-2006, evaluated UN agencies.In Phase 2, Vietnam achieved positive results in controlling and reducing the impacts of the pandemic, and promoting bio- security in livestock breeding. Therefore, UN pledged to continue assisting Vietnam in the future.The UN-Vietnam joint program to fight HPAI was designed to meet the needs of emergency assistance to control the avian and human influenza.Total fund of the program is 25 million U.S. dollars, of which over 18 million U.S. dollars was approved for Phase 2.

COPENHAGEN, Oct. 1 (Xinhua) -- Denmark implemented a tax on foods high in saturated fat from Saturday, the first of its kind in the world, which will affect products containing more than 2.3 percent saturated fat.Butter, cream, cheese, meat, cooking oil and processed foods like pizza and dark chocolate are among thousands of products affected. The so-called fat tax is pegged at 16 Danish kroner (2.87 U.S. dollars) per kilo of saturated fat.Thus, a 250-gram packet of butter, which previously cost 15.5 Danish kroner (2.78 dollars), will now cost 18.10 Danish kroner (3.25 dollars). And the cost of a liter of olive oil has risen from 38.95 Danish kroner (7 dollars) to 41.60 Danish kroner (7.48 dollars), for example.Some Danes began hoarding the affected products ahead of Saturday's deadline, while stores across Denmark rushed to mark-up prices of these goods.Although the new tax will mean higher costs for consumers and many food product manufacturers, the Danish government believes the tax is a good way of reducing Danes'consumption of fatty foods.Local producers are worried the tax will give an unfair advantage to manufacturers from neighboring countries who, they say, can now sell their products more cheaply in the Danish market.However, tax authorities here said imported food products will also be subject to the tax.
