SAN DIEGO (KGTV) - The city of San Diego is one step closer to creating a regional energy company that would serve as an alternative to San Diego Gas and Electric.The city's Environment Committee voted 3-1 Thursday to advance the framework for the energy company to the full City Council, which it will consider Tuesday, The proposal, called Community Choice Aggregation, would include the city of San Diego and other entities such as Chula Vista, Encinitas, Imperial Beach and La Mesa. It would be managed under what is called a Joint Powers Authority. San Diego Gas and Electric would still deliver the energy, but the JPA would decide where it comes from. The city has previously estimated that it could save customers 5 percent under their SDG&E bills. Customers would be automatically enrolled, and would pay SDG&E exit fees (they can opt out of enrollment). The entity could help the city reach its climate goal of 100 percent renewable energy by 2035. Investigators and U.S. Marshals tracked down Albert Lee Blake in Memphis last week.Blake was wanted for the murder of Maribel Ibanez and shooting of two other employees at the South San Diego County restaurant earlier this month.According to the Shelby County District Attorney’s office, Blake’s fugitive from justice without a warrant case was dismissed by the judge, which means San Diego authorities will head to Tennessee and pick him up and bring him back to answer to charges in San Diego.RELATED: Suspect in Church's Chicken shooting arrested in MemphisIn addition the murder charge, Blake is also facing two counts of attempted murder, accused of willfully and deliberately shooting Mario Rojas and Humberto Gerardo Cota.According to court documents, Blake has a lengthy criminal history dating back to the 1990s.In 2016, he was charged with counts of manufacturing a controlled substance, possession of marijuana for sale, possession of firearm by a felon and more. That's because the extra 0 in weekly unemployment payments from the Federal Government are expiring this month. The loss will reduce the maximum weekly unemployment paymeny to the 0 that comes from the state. City Heights resident Abby Heilbron is about to see her weekly checks go from ,050 to 0. Heilbron, whose husband is still working full time, said a dozen of her friends moved out of San Diego during the pandemic, unable to afford the region's high cost of living."And it is going to be a really scary time for a lot of people here, very quickly," Heilbron said. The extra 0 was part of the Federal stimulus package passed by Congress and the president in late March. The state Employment Development Department says the payments will end July 25. Whether to extend the benefits is now a political issue on Capitol Hill. The loss of the income comes when San Diego County restaurants are not allowed to serve indoors, meaning one of the area's biggest sectors is not hiring. "I've heard the argument that this gives people the incentive not to work, but the problem is that there are fewer alternatives for those people to go work at," said Alan Gin, an economist at the University of San Diego. Come January 30, the mall will roll out its 'secured parking plan' aimed at keeping non-shoppers from parking on the property.Customers can park free for the first two hours and then pay per additional hour, with a daily maximum of . While the parking stations have been in place for months, some mall employees say they were blindsided to learn they too might have to pay for parking. Mall officials say employers have the option of purchasing parking passes for employees. If not purchased by the employer, individual employees may purchase the passes themselves.“It’s another bill to put on top of the rest," said one employee, who asked to remain anonymous for fear of being fired. His employer will not be purchasing parking passes for employees. The anonymous employee says they were told daily passes will cost and monthly passes will cost .“Personally it’s 0 out of my budget each year to go to work, and that’s on top of car payment and insurance," said the employee.He's concerned for mall employees who only make minimum wage and cannot afford the extra cost.
