SAN DIEGO (KGTV) - San Diego Police Homicide investigators and Crime Stoppers asked for the public’s help Thursday to solve the mystery of an unidentified boy whose skeletal remains were found on a Rancho Bernardo hiking trail in 2004.Two hikers found the 2 to 4-year-old boy, called “Baby Doe” by police.  Forensic testing showed the boy was born between 1999 and 2001, and had features “consistent with being mostly Caucasian”, according to investigators. The boy also had light to medium brown hair.Police said isotopic testing indicates the boy was born on the mainland United States. His mother likely lived in the southeastern part of the country for part of her pregnancy and the first year of the boy’s life before they moved west, investigators said.Anyone with information is asked to call Lt. SAN DIEGO (KGTV) -- San Diego County announced Monday that some businesses must cease indoor operations as coronavirus cases continue to spike across the county.Officials said that bars, restaurants, wineries, movie theaters, zoos, museums, and cardrooms will need to shutter indoor operations.The changes go into effect at midnight. SAN DIEGO (KGTV) -- San Diego is bringing back its Portable Pool program to help teach children water safety skills. The program will officially open at City Heights Recreation Center starting June 17. While pools are installed, the city will provide free, week-long water safety skills classed for children ages 3 through 15. According to the city, the classes can accommodate as many as 100 children per week with six to 10 children in each class. “Drowning is one of the leading causes of death in children ages one to 14 and is the leading cause of accidental injury death for children ages one to four years old,” said Nicole McNeil, Supervising Recreation Specialist for the City’s Aquatics Program. “The City is offering these important free classes to help young children learn basic swimming skills to keep them safe around pools and prevent unnecessary drowning tragedies.”An additional portable pool will be installed at the Robert Egger Sr./South Bay Recreation Center starting July 1. The portable pools will be in place for three weeks before being moved to facilities in Paradise Hills, Linda Vista and Ocean Beach recreational centers. Registration for Portable Pools is on a first-come, first-served basis. To enroll, parents must fill out an ActiveNet form and return it to the recreation center where the portable pool is located. The program was created in 1968 and provides water safety training to children who don’t live near the city’s 13 municipal pools. SAN DIEGO (KGTV) — San Diego County will plan their own guidance around trick-or-treating and celebrating Halloween next month while staying safe during the pandemic.County Public Health Officer Dr. Wilma Wooten said the county will develop guidance surrounding how to safely celebrate the holiday while adhering to public health orders. Wooten added that they will also take cues from the Centers for Disease Control and Prevention and the agency's guidance as well.Wooten said the county plans to have those recommendations by the end of the month."During the cloud of the pandemic, we have to get joy where we can. So we will be awaiting CDC guidelines but we'll be coming up with a process, a protocol," said Wooten. "For example, a drive-thru Halloween event to allow children to don their Halloween costumes and we plan to probably have that codified by the end of this month.RELATED: Los Angeles County backs off trick-or-treating ban, but advises strongly against it"But right now, there is no discrete plan."Tuesday, Los Angeles County issued guidelines that banned trick-or-treating and trunk-or-treat, in which children take candy from parked cars, under the county health order. The county also has 22 community outbreaks in the last seven days.What's unclear is how California's new color-coded tier system to affect how any holiday guidance is established. Last month, the state issued a new tier system that divided counties into four tiers. San Diego is currently in the second tier, red or "substantial," reserved for counties with four to seven cases per 100,000 and 5% to 8% testing positivity. Wednesday, the county reported that one of those metrics, case rate, neared 7 cases while positivity sat at 4.2%. SAN DIEGO (KGTV) - Ricardo Silva, a Chula Vista native, has it in his blood to both serve his country and join the medical field.He had multiple family members join the military and as a San Diego local, he grew up around the Navy, so he became a sailor about ten years ago. Growing up with a mother who was a nurse, it makes sense that he and his sister followed her lead. His sister now works for the Public Health Department and he’s working at Naval Hospital Bremerton in Washington with the preventative medicine team as a contact tracer for COVID-19 patients.He and his team have worked days as long as 18 hours since the start of the pandemic, figuring out where patients contracted the virus.“It’s very very detailed, trying to figure out where they got it and how to try to prevent that from happening for the next person,” he said.Naval Hospital Bremerton has screened more than 35,000 patients as of July 30.“As I do this work, as tough as it is, when this is all over I just want to be able to say I did my part to help get through this,” he said. 1067
