BEIJING, May 23 (Xinhua) -- China is strongly committed to a world without nuclear weapons, Gareth Evans, co-chair of the International Commission on Nuclear Non-proliferation and Disarmament (ICNND), told a press conference on the sidelines of the North-east Asia Regional Meeting of the ICNND here Saturday.     The regional meeting, which was held Friday and Saturday, allowed the ICNND to engage in intensive action with key nuclear experts providing insights on global and regional nuclear issues and challenges, including proliferation threats and the safe and secure management of the peaceful uses of nuclear energy.     Evans said, "There is a need to energize a very high-level global political debate on what remains very important risks and threats for the future of this world."     According to Evans, threats come from the existing nuclear weapons, new countries acquiring such weapons in the future, nuclear weapons and material falling into the hands of terrorists and non-state actors who have the intention and capability of causing catastrophic damage. Moreover, the multiplication of new power plants around could also create problems.     Evans said, besides some large countries, there has to be very strong engagement by all the other significant players and countries in the international community.     In terms of the non-proliferation of nuclear weapons, the issue involving the Democratic People's Republic of Korea (DPRK) occupied a lot of time in the discussions.     This is a very important regional security issue relating to disarmament and non-proliferation, said Yoriko Kawaguchi, the other co-chair of the ICNND, adding that China has played an important role as an intermediator.     "The DPRK should abide by the United Nations' resolutions," she said.     Evans said that it is essential to keep the door open for dialogue and continue to explore the probability for resolving this thing peacefully.     Yoriko Kawaguchi echoed Evans by saying that there was a consensus on the importance of the object of the six-party talks on the denuclearization of the Korean Peninsular.     Evans stressed that it is important for all nuclear weapon states under the Treaty on the Non-proliferation of Nuclear Weapons (NPT) to agree on a strong statement going into the NPT review conference about their commitment to a nuclear weapon-free world and the determination to take serious steps toward that goal.     A review conference has been held every five years since the 1968 NPT came into force in 1970. It has been ratified by nearly all the members of the United Nations. The exceptions are India, Israel, and Pakistan which neither signed nor ratified the accord and have developed nuclear weapons. The DPRK ratified it but withdrew in 2003.     The ICNND is an independent global initiative established in 2008, supported by the governments of Australia and Japan. It is designed to re-energize the debate about the need for a nuclear weapons-free world and all the interrelated issues of nuclear disarmament, non-proliferation and the future of civil nuclear energy in the run up to the 2010 NPT Review Conference.

GUANGZHOU, May 24 (Xinhua) -- Heavy rains continued to hit south China's Guangdong Province on Sunday, triggering flood alert as rivers were swelling.     The downpours continued to sweep the Pearl River Delta area from 8 a.m. to 2 p.m. Sunday. Sixteen observation sites reported precipitation of more than 100 millimeters, the Guangdong Provincial Hydrological Bureau said.     Two people were killed in a rain-triggered landslide Friday midnight, in Xingning city in Guangdong's northeast.     The Changsha hydrological station in the lower reaches of the Tanjiang River saw a 2.5-meter-high water level at 11:35 a.m. Sunday, 40 centimeters higher than the warning level.     Another one, the Moyang river in western Guangdong is also swelling and expected to have a 5.8-meter flood peak at midday Monday.     From 8 a.m. Friday to 8 a.m. Sunday, the whole province had an average rainfall of 58 mm, with 170 mm in the Pearl River Delta area.     The provincial flood control and drought relief authorities have ordered local governments to closely monitor weather changes and brace for possible flooding.

BEIJING, April 30 (Xinhua) -- Chinese President Hu Jintao met Japanese Prime Minister Taro Aso here on Thursday, calling on the two sides to cherish achievements made in bilateral ties.     "Since my visit to Japan in May last year, related parties on the two sides have made every effort to implement the consensus and decisions agreed upon during the visit, and had attained important progress in promoting the strategic and mutually-beneficial relations between China and Japan," Hu told Aso at the Great Hall of the People.     "These achievements have not come easy and should be cherished by us," said Hu.     Hu noted that as the global financial crisis spreads, trade between China and Japan had declined obviously. He urged the two sides to take effective measures to put bilateral trade and investment back on the track of stable growth as soon as possible. CHENGDU, Sichuan, May 11 (Xinhua) -- Chinese President Hu Jintao on Monday expressed his appreciation of the world community for their strong support and valuable aid on the wake of last year's devastating earthquake in southwest China and called for further international cooperation in tackling major natural disasters.     "In face of grave natural disasters, the international community could support each other, enhance cooperation, join hands and jointly tackle the difficulties," Hu told some senior foreign diplomats who were invited to the capital of Sichuan Province on the anniversary of the quake. The magnitude-8.0 quake that hit southwest China, including many parts of Sichuan, on May 12, killed more than 69,000 people, left nearly 18,000 missing, more than 374,000 injured and millions homeless.     Facing the grave disaster, Chinese armed forces and Chinese people worked as one and struggled in unity in rescue work and disaster relief, Hu told those diplomats during the half-hour meeting.     The international community extended their helping hands as governments, groups and individuals from more than 160 countries and some international organizations offered a large number of fund and material assistance via different channels.     Some countries, such as Russia and Japan, sent rescue teams and doctors to help the Chinese people in the quake-hit areas.     Foreign rescuers, in total, offered medical care to more than 10, 000 injured people, found 52 bodies of the victims and took out one survivor from the debris, Chinese official statistics show.     "The assistance from the international community strongly supported China's disaster relief and reconstruction efforts, showcased grand humanitarianism and sincere friendship with the Chinese people," Hu said.     Hu briefed China's reconstruction work to the diplomats, saying it has been carried out in a strong, orderly and effective manner and recorded staged success.     "After one year of hard working, the quake-hit areas witnessed the resumption of and development in their social and economic construction," Hu noted.     The production and living conditions in those areas were improving and the people were working hard to build better lives and new homes, said the head of state.     Hu thanked the international community for their support and aid, saying the money and materials have been used in various fields such as rebuilding of homes, roads, schools, hospitals and other important infrastructure.     China has carried out "vigorous overseeing" and "effectively used" the donation from the international community, Hu told the 30 diplomats, including those from the United States, Russia, Japan, Pakistan and representatives from the UN International Children 's Emergency Fund and the International Federation of Red Cross and Red Crescent Societies.     "We will strive to use the international donation in the places most in need," he said, labeling the cooperation between China and the world as "a good example of international cooperation in disaster relief."     "Chinese government and people will step up exchange and cooperation with the world community, jointly tackle various global challenges and push for a harmonious world featuring long-lasting peace and common prosperity," Hu said.     "We came here to show respect to the patriotism and wisdom of the Chinese people," said Nolana Ta Ama, ambassador of the Republic of Togo and dean of the diplomatic corp to China.     The diplomats were also here to show respect to the mechanism Chinese government established in tackling the quake, he said. "China's efforts and success in fighting against the quake and disaster relief were a contribution to the world."     Ama spoke highly of China's "enormous efforts in saving lives and helping the survivors to resume their lives," pledging that the world community will continue support and help the affected regions.     The diplomats will visit some quake-hit spots near Chengdu on Tuesday.

VENICE, May 25 (Xinhua) -- China's top lawmaker Wu Bangguo left here for home on Sunday afternoon after concluding his three-nation Europe tour, which helped push his country's relations and cooperation with Europe.     Wu is the first chairman of the Standing Committee of the National People's Congress (NPC), top legislature of China, who has paid an official goodwill visit to Austria in 15 years and to Italy in 12 years. The Europe tour also took Wu to Russia. During the 11-day trip, Wu met with the heads of state and governments of the three European nations and held talks with their parliament leaders. The wind tunnel has undertaken tests and data gathering for locomotives used in city subway system in Shanghai.     Wu also visited in Rome a research and development center under the Italian National Agency for New Technology, Energy and the Environment (ENEA) He inspected the high-temperature sole heat system for generating electricity at the R&D center.     Wu said it is a global trend in the energy sector to develop new energy and renewable energy in a broad prospect of growth. He said the Chinese government places great importance on and actively promotes development and application of all kinds of renewable energy, including solar energy. He expressed the wish that research institutes and companies of the two countries should increase cooperation and investment in this respect so as to jointly exploit the renewable energy market.     During the visit, both Wu and leaders of the three nations agreed that under the circumstances of international financial crisis, strengthening practical cooperation will not only help the countries to overcome current difficulties, but also help promote the recovery of world economy.
