But talk of banning the devices nationwide appears to have stalled.Beginning in 2018, penalties for the possession or use of a bump stock or trigger crank in Massachusetts will range from probation to life in prison, Representative David Linsky, a Democrat who proposed the amendment, told CNN.The new law defines a bump stock as "any device for a weapon that increases the rate of fire achievable with such weapon by using energy from the recoil of the weapon to generate a reciprocating action that facilitates repeated activation of the trigger."In other words, the devices allow semi-automatic rifles to fire more rapidly, similar to automatic weapons. Millions of homeowners and renters have been struggling to make housing payments since March.“The latest census pulse survey shows about a third of renters have little to no confidence that they will be able to make rent,” said Alieza Durana with Princeton University’s Eviction Lab.It’s been tracking the affordable housing crisis in America, but particularly how that has manifested during this pandemic.“We have counted over 39,000 evictions between March and August,” said Durana.Those evictions took place because the CARES Act’s federal moratorium on eviction only covered tenants in properties with federally backed mortgages, which is estimated to be about a third of all renters.However, more than a month ago, even that partial protection expired, and millions of Americans have been lingering with concern over whether they can keep a roof over their heads.“In the absence of government intervention, it doesn’t look good,” said Durana.Late Tuesday afternoon, the Centers for Disease Control and Prevention (CDC) issued a 37-page order that will ban evictions in order to reduce the spread of coronavirus. The order applies to owners and tenants of “any” residential property.However, there are a few important caveats.First, in order to be protected from eviction, you are required to provide your landlord with a signed copy of the declaration form that is located at the end of the CDC’s order.Secondly, on the form, you have to swear that your income is below the CDC’s outlined threshold and that you are unable to make full rent payment because of a substantial loss of household income. The CDC’s income threshold is ,000 for single filers and 8,000 for joint filers.Lastly, renters have to certify on the form that they will continue to pay whatever portion of their rent that is manageable and that they are aware whatever rent was not paid will still be owed in addition to late fees.The CDC’s order protects renters until the end of 2020, but it does not protect homeowners against foreclosures. In it, she said her daughter died because the system failed her.“Cameron alone didn’t fail her, but it ended with a lack of investigation failing her,” said Palmer. “The officer who told a lie to obtain a search warrant failed her. The judge who signed the search warrant failed her. The terrorist who broke down her door failed her. The system as a whole has failed her.”Palmer also said she never had faith in Cameron to begin with.“I knew he was too inexperienced to deal with a job of this caliber,” said Palmer. “I knew he had already chosen to be on the wrong side of the law. MARTIN COUNTY, Florida — As early as next week, you could start to see an improvement in the water quality in Martin County.Officials plan to start cleaning up some of the areas most impacted by algae. They hope to give residents some relief from the sight and smell of the algae and help the estuary recover from its damaging effects.Martin County Ecosystem Division Manager John Maehl said because the county declared a local state of emergency earlier this week, it can more quickly obtain grant funds from the Department of Environmental Protection to pay for and expedite clean up efforts.The plan is to get contracted clean up crews on the water early next week, possibly by Tuesday. Even before declaring the state of emergency, county officials had been interviewing and researching companies with technology they say can clean up the algae, without creating more harm to the environment.By next week, Maehl said at least a couple are prepared to get to work.In at least one case, they would be vacuuming the algae from the water.Exactly where the clean up will happen is unclear, but Maehl said the county has been surveying the area, looking to create a priority list of the places they will send crews to first.That could be areas such as Central Marine, typically hit hard by the thickest of the algae.“The really nasty stuff, try to get that out and take away the most noxious component of this and then let the estuary do its thing. The estuary is remarkably resilient,” Maehl said.This is the first year the county has taken on algae clean up effort, so it is a learning experience.“It’s a really complicated issue with a lot of different solutions and really the approach we’re taking is we’re throwing a lot of stuff against the wall and see what sticks,” Maehl said.Stuart resident Teresa Cooper is among those glad to see action being taken.She lives right along the water and can smell the stench of the algae while walking her dog.“I don’t walk him over there, so I just kind of keep him on the side, because it’s bothering me, I’m sure it’s bothering him,” Cooper said. “It hurts your throat and just smells very bad."Maehl said the county also hopes, by next week, to place booms in strategic areas to hold and collect algae.
