SAN DIEGO (CNS) - The San Diego Airport Authority announced Monday that the Pacific Highway Economy parking lot will permanently close to the public the day after Christmas.The lot will be converted into employee parking, according to airport officials. The need for a new employee lot was brought on by construction of a new stormwater infiltration system at the south side of the runway, where employees currently park. The new system is part of the airport's Stormwater Management Plan to control and reduce pollution caused by the airport's day-to-day operations.Airport travelers will still be able to use the parking lots at both terminals, the Terminal 2 parking plaza and the airport's long-term parking lot. SAN DIEGO (CNS) - Starting today, the Port of San Diego is conducting an over-water lighting field test as part of the San Diego-Coronado Bay Bridge Lighting Project -- the next step in a process to artistically illuminate a portion of the 2.1-mile bridge span from the Coronado shoreline to Harbor Drive in San Diego.The testing is scheduled to occur between 6:15 p.m. and midnight from Sunday to Saturday, Nov. 14. To allow the testing, 170 computer-programmable color LED luminaires and controllers are being temporarily installed on three of the tallest columns near the center of the bridge span.Each night during the live technical testing, lighting in different colors, combinations, sequencing and arrangements will be intermittently visible on the three columns. Occasional periods of darkness will occur as other aspects of the installation are tested.``This bridge lighting test provides San Diego a unique opportunity to see what's possible and how the infusion of technology and art can make people feel connected to, and inspired by, our beautiful waterfront,'' said Marshall Merrifield, port commissioner. ``Our goal is to ignite the imaginations of every person in the San Diego region, and after years of dedicated time to the project, bring forward a viable, beautiful addition to the nighttime skyline.''The week of technical testing is intended to evaluate the lighting design that has been developed to date, its technical functionality and its ability to effectively display the range of artistic color lighting as originally envisioned.During the testing, the project team and design consultants will take measurements, collect data, and identify adjustments that may be necessary as the project's design development continues. The testing will also help in better understanding the project's feasibility and capabilities, answer questions related to engineering, design, sustainability, and be used to create an adequate project description for environmental review.This is the second test of the project. The first took place in April 2019 and tested lighting on two columns over land on the San Diego side of the bridge. After the first test was complete, the Port received a Coastal Development Permit in October 2019 for the overwater testing allowing the Port to move forward with this upcoming test.Following a worldwide competition, an international design team consisting of lead artist Peter Fink of Studio Fink LTD, architectural lighting specialists Speirs+Major Associates and Buro Happold Consulting Engineers, was selected to design the artistic lighting concept for the project.As a follow-up to the lighting tests, the Port plans to invite community members to share their input and have conversations with the design group to ensure communication and collaboration and to further develop a signature, bay-spanning illuminated artwork for the region.In addition to public input, and once the upcoming lighting test is complete, the Port will initiate plans to proceed with environmental review as the next step of the project. 3074

SAN DIEGO (CNS) - Police arrested two people and seized various merchandise from an illegal marijuana dispensary, an officer said today.Narcotics investigators served a search warrant at the dispensary, called Miramar Private Club, around 10 a.m. Thursday, San Diego Police Lt. Matt Novak said in a statement. The dispensary was operating in a building near the intersection of Spectrum Lane and Camino Santa Fe.Police arrested and issued citations to two employees for possession of marijuana for sale and operating a business without a permit.Officers seized six pounds of "high-grade" marijuana, more than 800 pounds of marijuana concentrates and edibles and ,300 in cash, Novak said.They also found information that led to the search of an apartment in Mission Valley, off Reflection Drive north of Friars Road, believed to be associated with the dispensary.There, officers seized an additional three pounds of marijuana, more concentrates and edibles and ,500 in cash.Narcotics detectives will continue to investigate illegally operating dispensaries in San Diego, Novak said."All owners and employees found operating these illegal businesses will be arrested and prosecuted," Novak said in the statement. 1222

SAN DIEGO (CNS) - San Diego County has seen a nearly 5% increase in its response to the 2020 Census above the 2010 response rate, according to state census data.Data collected through Tuesday indicates 72.9% of county households have responded this year, as opposed to 68% in 2010, mirroring an increased response rate statewide.Census officials say that California's 2020 self-response rates surpassed the 2010 rate on Wednesday, with 68.4% of California households responding either online, by phone or mail. The 2010 rate was 68.2%.State census officials touted the success of their outreach campaign, particularly given California is considered one of the ``hardest-to-count'' states in the country due its size and a high number of people who are difficult to contact for census purposes, such as recent immigrants, people who lack high-speed internet access or people with limited English proficiency.Campaign efforts will continue until the Sept. 30 deadline.``It is through the collective efforts of millions of Californians that we have surpassed our 2010 self-response rate. But make no mistake -- we are not done yet. We know the hardest-to-count Californians still may be missed or undercounted given the shortened deadline, so it's essential these households complete the form now,'' said Ditas Katague, director of the California Complete Count -- Census 2020.``With two weeks left, our message is loud and clear: Californians need to act and fill out their Census forms,'' Katague added. ``We have just days to secure funding and representation in our state for the next decade.
