The problem I brought up at the seminar last year has been solved in Beijing," wrote 34-year-old, wheelchair-bound Li Nan to Chinese Premier Wen Jiabao on Jan. 20 this year.The problem Li referred to was the high prices of one-off hygiene products that had plagued people with work-related spinal cord injuries for a long time.On Jan. 31, 2010, Wen talked with a group of ordinary people in Chaoyang District in Beijing to get their opinions on the draft of a government work report that will be submitted to the national legislature in March.Wen asked Li to be the first to voice her views at the seminar. Li said that patients with spinal cord injuries had to spend about 2,000 yuan (303 U.S. dollars) a month on one-off hygiene products because of their incontinence."My injury allowance is roughly 2,000 yuan a month. I have to live on my parents' pension," she said.She suggested giving more attention to the employment and mental health of the disabled, and also for some revisions on the catalogue of drug and auxiliary devices for those disabled by work-related injuries. She also proposed more subsidies for these people.Responding to the suggestions, Wen said, "Li Nan's case is far from an individual one. The disabled are a very large group of people in China who need more attention... We need to study, revise and renew the government regulations on work-related injury insurance."Wen also encouraged Li to be optimistic in face of ordeals.Li, who graduated from Beijing Youth Politics College in 1997, was once a prize-winning amateur dancer. However, she became confined to a wheelchair after a traffic accident in 2003.On March 5 last year, Li beamed with pride as she watched TV. Premier Wen was delivering the government work report at the annual session of the national legislature.Wen pledged to "work harder to build the social security and social services system for people with disabilities." The premier also promised that "Workers' compensation will be extended to all of the 1.3 million workers injured in previous jobs who are not receiving benefits.""I am thrilled to see that my advice on improving social security for the disabled was included in the government work report," Li said in her letter, which summarized the changes she experienced in the past year because of the improved social security system.The Beijing Municipal Human Resources and Social Security Bureau announced last year that people would be reimbursed for one-off diapers and urine bags under the municipal work-related injury insurance program beginning June 2010."The Beijing policy has relieved our heavy economic burdens and ensured the quality of our life," Li wrote.Li, however, said that though some places has begun to give living and nursing subsidies for the disabled, the policy needs to be extended to other parts of the country.After reading the letter on Jan. 31, Wen Jiabao instructed relevant organs in the State Council, or Cabinet, and the Beijing municipal government "to conduct research and set down policies to better protect and aid people with serious disabilities, and to help them solve their difficulties and improve their quality of life."

BEIJING, May 4 (Xinhuanet) -- Children with autism have slightly bigger brains than children without the condition, a study suggests.The research published in the May issue of Archives of General Psychiatry noted the difference in the brain size appears related to increased rates of brain growth before age 2.The researchers from the University of North Carolina also pointed out that though the enlargement continues, the increased growth does not.In 2005, the researchers studied a group of 2-year-old children, and found out the ones with autism had brains that were 5% to 10% larger than children without it.Now the researchers assessed the same group of children at age 5, the psychiatrists re-scanned the brains of 38 children with autism and 21 without the condition. The autistic children still had slightly larger brains, but they had grown at the same rate as the comparison group.This finding could lead to a better understanding of the genes that drive autism, which, in turn, could lead to earlier identification and treatment of the disorder, said study researcher Joseph Piven, MD, according to media report.

BEIJING, Feb. 12 (Xinhua) -- China's recent revocation of a national scientific award due to academic fraud has been welcomed by the public, but experts warn the country still has a long way to go to bring an end to such dubious academic practices.On Feb. 1, China's Ministry of Science and Technology, revoked the State Scientific and Technological Progress Award (SSTPA) given to Li Liansheng, former professor of Xi'an Jiaotong University in 2005.An investigation found Li had plagiarized others' works and fabricated data in his winning project, a research on key technologies for designing and manufacturing scroll compressors. Li was investigated after the science ministry received tip-offs from six professors (including four retired) in his university.The ministry subsequently canceled his prize and retrieved the money awarded.Zhao Baojing, a senior official with the National Office for S&T Award, told Xinhua it was the first time China had withdrawn a national scientific honor.The revocation soon sparked pubic discussion over academic integrity. Tan Gang, a citizen in Shenzhen, wrote on his microblog, "Though the revocation came a bit late, it is progress. It's a warning against academic misconduct."Shi Ying, vice director of Shanxi Academy of Social Sciences, said, the move demonstrated China's "zero-tolerance" for academic fraud, and would help clean up the academic field."However, academic fraud is still rampant, which not only damages academic integrity, but also harms the innovative capacity of China in a broader sense," said Shi.Anti-fraud activist Fang Zhouzi, who runs a website on anti-academic fraud from his Beijing home, said "This is by far the harshest stance China has ever taken against academic fraud, which should be viewed as progress." He so noted China still has a long way to go in the fight against academic fraud.Fang said, the science ministry's move does not mean China is really cracking down on academic fraud. The plagiarist might have not been found out if it were not for years of unyielding efforts made by the six professors.The scandal again highlights that academic fraud is alive and well in China. A survey conducted among 30,078 respondents in 2009 by the China Association for Science and Technology (CAST) showed that nearly half of the science-related workers in China's research institutes, universities, medical institutes and hospitals think academic cheating is "common."Fang attributed the prevalence of academic fraud in China to lax punishments and loopholes in the academic evaluation system.Zero tolerance of academic fraudChina's science minister, Wan Gang, said on several occasions "We hold zero tolerance for academic fraud."However, Fang said "zero tolerance" was a slogan rather than the actual case. HARARE, Feb. 11 (Xinhua) -- Chinese Foreign Minister Yang Jiechi on Friday called on the West to lift sanctions they imposed on Zimbabwe while Zimbabwean President Robert Mugabe applauded the Asian giant for its continued political and economic support.Addressing journalists soon after meeting Zimbabwe President Mugabe, Yang, who is on a two-day visit, said Zimbabweans and other African people have a right to choose their own development path."We believe there should be the lifting of sanctions by certain countries. We think that is the voice of the Zimbabwean people and that is also the view of all the parties concerned here in Zimbabwe," Yang said, adding that no country has a right to dictate to another."We believe all nations should respect each others sovereignty and territorial integrity," he said."China believes that Africans have the right to choose their own way of development as they are the masters of the African continent. All others are just guests," he said.Yang said that China appreciates assistance from Africa and would also continue to reciprocate the support.Addressing the Chinese delegation earlier, Zimbabwean President Mugabe said the West continues to persecute Zimbabwe through sanctions for the decision the county took to empower its people through land.He said the imposition of sanctions was despite the fact that Zimbabwe and Britain had agreed that the former would redistribute the land while the latter would compensate affected farmers."The Western countries have imposed sanctions on us for taking our land although we had discussed this in 1979. That is what started the problem," Mugabe said.Mugabe said Britain had since turned to political reasons such as human rights, democracy and rule of law to justify continued sanctions imposed on Zimbabwe.He applauded continued cooperation between China and Zimbabwe which dates back to the struggle for independence.Meanwhile, China extended a 50 million yuan (7.5 million U.S. dollars) grant to Zimbabwe.Yang and his Zimbabwean counterpart Simbarashe Mumbengegwi signed the agreement on behalf of their countries.In his meeting with Mumbengegwi, Yang who described Zimbabwe as a "brother" said the two countries had identified areas for further cooperation such as infrastructure, agriculture, water conversation and personnel training.
