SAN DIEGO (KGTV) -- Armed private security guards - and others with nonlethal ways to defend themselves - could soon patrol iconic San Diego locations like Balboa Park and the downtown Central Library.The city of San Diego is officially seeking proposals from security firms that would authorize armed or enhanced safety personnel outside more than 50 places, including community parks, skate parks, and library branches. The guards could either carry guns or non-lethal weapons, such as mace or hand restraints, depending on the arrangement. The city currently has very few armed guards - mostly stationed around public bathrooms downtown. RELATED: City may seek armed guards at Central Library, other parksA firm called Able Patrol and Guard patrols city parks and libraries, However, those guards are unarmed and essentially observe and report. The change comes after guards reported being threatened, spit on, and harassed, namely by a growing homeless population outside the Central Library. The city is now aiming to increase their ability to defend themselves. The details emerged under a new city request for proposals obtained by 10News. The document says guards are still required to defer to police unless the situation calls for self-defense.“Reasonable force is to be used only if Guards are physically threatened or if they feel another person’s safety is in jeopardy,” the document says. “If necessary, Guards are to call the San Diego Police for assistance.”RELATED: City of San Diego adds more armed guards to patrol downtown public restroomsThe document says guards who carry guns must have permanent licenses from the state of California and five years experience in the sector. They can also qualify with substitutes such as two years of military experience or two years as a police officer. "The City is releasing a comprehensive RFP that allows the City to potentially utilize a variety of security services should the need arise," city spokesman Tim Graham said in a statement. "The goal of the RFP is to provide the proper level of security for City facilities as determined by City departments."Graham said a San Diego Police expert reviewed the document for technical soundness. He said the police chief would always be notified in the event of armed security dispatched. The city is seeking responses by Sept. 7. Mayor Kevin Faulconer was not available for an interview. SAN DIEGO (KGTV) - Being shot to death by a cop. The fear is real for many families who have to call 911 on their mentally ill loved ones. As part of the Team 10 Transparency Project, 10News rode along with San Diego police to understand how officers respond to mental health emergencies. 10News is examining what police say they’re doing right to de-escalate potentially deadly encounters.This October, SDPD released officer-worn camera footage that showed the moments before officers shot and killed an El Cerrito man this summer who had charged them with a shovel. His family says he was mentally ill. The family called police when he started throwing bricks at his aunt.Police say an officer deployed a Taser but it didn't have any effect on Dennis Carolino, who began to advance. The San Diego County District Attorney’s Office is still reviewing the case, but it's stories like Carolino’s that alarm local mother Cheryl Canson. One of her adult sons has Bipolar Disorder. The other son has Schizophrenia. She says both of them experience episodes of psychosis. “They're unable to identify or distinguish whether the voice is outside [their heads] or it's their own voice or a separate voice inside,” she explains.Both of Canson’s sons are now incarcerated, but she says she always worried about their interactions with police. “I don't really look at law enforcement in a bad way but they need to be trained in dealing with mentally ill people,” she adds.RELATED: Mental health program for first responders gets OK from San Diego County supervisors“I'm very proud of the training that we receive,” says SDPD Lt. Carmelin Rivera. Lt. Rivera drove 10News around Balboa Park where he says his officers meet people from all walks of life. “It's also a place [where] oftentimes we encounter individuals that have mental illness,” he adds.San Diego County PERT (Psychiatric Emergency Response Team) Director Dr. Mark Marvin rode around with 10News, too. “We are basically providing the bulk of mental health training to law enforcement in San Diego County,” he tells 10News. The region’s eleven law enforcement agencies include San Diego Police Department, Carlsbad Police Department, Chula Vista Police Department, Coronado Police Department, El Cajon Police Department, Escondido Police Department, Harbor Police Department, La Mesa Police Department, National City Police Department, Oceanside Police Department and the San Diego County Sheriff's Department.PERT teams are made up of unarmed licensed mental health clinicians and trained sworn peace officers. Together, officers and clinicians respond to 911 calls for mental health related situations. A law enforcement officer first assesses the scene for safety, followed by a clinician, who provides specialized care.“The goal is always de-escalation,” Dr. Marvin tells 10News.This year, the San Diego County District Attorney’s Office announced an initiative to fund de-escalation training for police officers. A 25-year study from the DA’s found that 79% of officer-involved shootings had some evidence of drug use or mental health concerns.RELATED: What to do in a mental health crisis“Our training philosophy is when officers or PERT clinicians are encountering people in crisis, they're not just a collection of symptoms. They're people. They have tough stories to tell and we want to know what their stories are,” adds Dr. Marvin.Lt. Rivera tells 10News, “Really, it's about coming in with the appropriate level and tone, just like anything else.”Officers are taught how to communicate and look for cues before turning to any force. Lt. Rivera adds, “It depends on a lot of factors. Are people clenching their hands? Are they not responding to basic commands? Do they have any weapons in their hands? Have threats been made?California law mandates that officers get mental health training. SAN DIEGO (KGTV) -- Chief Edward Gallagher has retired weeks after it was determined his rank would remain intact, an attorney confirmed. In late November, Gallagher and three other SEALs were notified that a board of peers would determine whether or not they should remain SEALs, the Associated Press reported. President Donald Trump then ordered the Navy to allow Gallagher to retire as a SEAL with his rank intact. SAN DIEGO (KGTV) - As the government shutdown approaches its third week, San Diego’s food stamp recipients are preparing for possible changes to their benefits. The Supplemental Nutrition Assistance Program, or food stamps, helps feed roughly 40 million Americans. According to the USDA, eligible recipients are guaranteed benefits through January. The U.S. Department of Agriculture is expected to make a statement this week on SNAP funding into February, according to San Diego Hunger Coalition spokesman Joseph Shumate, citing the Center on Budget and Policy Priorities (CBPP).Any SNAP adjustments could also increase the burden on San Diego charities. Many Feeding San Diego beneficiaries also rely on SNAP to help their families, the organization said."For every one meal we do, the SNAP program does 12 meals," said Feeding San Diego CEO, Vince Hall. "That is a 12 to 1 ratio, so any cut to SNAP is going to have dramatic effects on charities already struggling to keep up with the demand, the unmet need for food across our communities."Hall says they are preparing for worst-case scenarios, like the shutdown continuing for weeks or months. According to CBPP, the USDA may rule that the only appropriation available for SNAP after January is the program’s billion “contingency reserve,” which was made available through the fiscal year 2018 appropriations act. But SNAP benefits currently amount to about .8 billion a month, so the billion reserve cannot fully fund February benefits.Other feeding programs, including WIC, which provides food aid and nutrition counseling for pregnant women, new mothers and children, and food distribution programs on Indian reservations, will continue on a local level, but additional federal funding won't be provided. School lunch programs will continue through February. The shutdown started Dec. 21. About 420,000 federal employees are working without pay, while 380,000 are being forced to stay home. SAN DIEGO (KGTV) — Border officials say they seized more than .1 million in narcotics in two days at ports of entry in San Diego and Imperial Valley counties.Monday, a 45-year-old Mexican citizen driving a commercial bus was stopped at the San Ysidro port of entry and underwent a secondary screening. A K9 officer detected narcotics in the vehicle's gas tank.Officers found 229 pounds of cocaine, 23 pounds of fentanyl, and more than six pounds of heroin in the gas tank. In a second incident, on Tuesday, agents stopped a 23-year-old U.S. citizen at the Calexico East port of entry and referred them to a secondary screening. The port's imaging system screened the vehicle and noticed an anomoly in the back seat. A K9 officer also made a positive detection.Officers discovered 73 wrapped packages of methamphetamine hidden in the back seat, firewall, glove box, and inside vehicle panels.Later that same day, at the Calexico West port of entry, a 35-year-old Mexican citizen was found to be smuggling narcotics in the same manner.Imaging and a K9 officer detected narcotics, leading officers to find 50 wrapped packaged of methamphetamine inside vehicle panels.CBP officials seized all of the narcotics, valued together at more than .1 million.“Seizing these 400 plus pounds of narcotics is not only about keeping drugs out of our communities,” said Pete Flores, Director of Field Operations for CBP in San Diego. “It’s also about keeping millions of dollars in profits away from transnational criminal organizations, and preventing the ensuing crime and chaos they cause on both sides of the border." 1617
