White House adviser Stephen Miller is pushing to expedite a policy that could penalize legal immigrants whose families receive public benefits and make it more difficult to get citizenship, three sources familiar with the matter tell CNN.The White House has been reviewing the proposal since March at the Office of Management and Budget, which is the last stop for regulations before they are final. But concerns over potential lawsuits have delayed the final rule, and the draft has undergone numerous revisions, multiple sources say.The crux of the proposal would penalize legal immigrants if they or their family members have used government benefits -- defined widely in previous drafts of the policy.The law has long allowed authorities to reject immigrants if they are likely to become a "public charge" -- or dependent on government. But the draft rule in its recent forms would include programs as expansive as health care subsidies under the Affordable Care Act, as well as some forms of Medicaid, the Children's Health Insurance Program, food stamps and the Earned Income Tax Credit.The rule would not explicitly prohibit immigrants or their families from accepting benefits. Rather, it authorizes the officers who evaluate their applications for things like green cards and residency visas to count the use of these programs against applicants and gives them authority to deny visas on these grounds -- even if the program was used by a family member.Two non-administration sources close to US Citizenship and Immigration Services, which would publish and enforce the proposal, say that Miller has been unhappy by the delay and has pushed the agency to finish it quickly. The sources say Miller even instructed the agency to prioritize finalizing the rule over other efforts a few weeks ago.Miller is an immigration hardliner within the administration, a veteran of Attorney General Jeff Sessions' Senate office who has been at President Donald Trump's side since the early stages of his presidential campaign.But two other administration sources downplayed the idea of any instructions to defer other policies until it's done, though they acknowledged Miller is keenly interested in the rule.The White House and Department of Homeland Security did not respond to a request for comment.Earlier this year, DHS spokesman Tyler Houlton said the administration is concerned about taxpayer dollars."The administration is committed to enforcing existing immigration law, which is clearly intended to protect the American taxpayer," Houlton said. While giving a daily briefing at a hospital near Miami, Florida Gov. But for now, travel from the U.S. to the country still isn't allowed.So, are these so-called immunity passports a good idea?Dr. Ania Wajnberg at Mount Sinai has been studying COVID-19 antibodies since March. Her team has tested more than 80,000 people in the New York area, and they’ve found the majority of people who had COVID-19 form moderate or high levels of antibodies.“Since March and April, almost everybody has maintained their level of antibodies. We do see a slight decrease, but overall, they've maintained their antibody levels,” said Wajnberg.But it's not entirely clear how long immunity does last and how good the protection against COVID-19 is.Wajnberg says we also don't have a lot of data on whether people who have antibodies could still possibly carry enough of the virus that they could spread it.The World Health Organization has advised against immunity passports. While we're all focused on COVID-19 as we head back to school this fall, Patti Wukovits is focusing on Meningitis B.“She loved to entertain and make people laugh. She enjoyed life. When I think of Kim the one word that comes to mind is joy,” said Wukovits. It's still painful for Wukovits to talk about her only daughter. Kimberly Coffey was a high school senior who was in her last two weeks of school. She'd been accepted to nursing school and was ready to launch her career. She wanted to follow in her mom's footsteps and be a nurse. One day she came home from school with a fever.“By the next morning she wasn’t fine at all. She said 'mommy everything hurts from my eyelashes to my toes.' This is really, really bad. She couldn’t pull her head off the pillow and was completely lethargic,” Wukovits recounted. Kimberly told her mom that it felt like her ankles were bleeding. Patti saw purple dots and rushed her daughter to the emergency room. “One of the doctors pulled me aside and said 'we believe your daughter had bacterial meningitis.' I said 'That’s not possible. I made sure Kim was vaccinated with the meningitis vaccine.'”She learned that Kim wasn't fully protected. "At the time, in 2012, when she got sick we didn’t have a Meningitis B vaccine in the United States so I couldn’t protect her with that. Wukovits says, "her organs were failing and she was in septic shock and she went into cardiac arrest this is a child who was just in her classroom the day before talking with her friends about prom and how her beautiful dress was on her closet door and excited about graduation and starting nursing school.”Out of Kimberly's tragedy - came the Kimberly Coffey Foundation and the Meningitis B Action Project. “I am promoting awareness of her story so that this does not happen to anyone else. It does not have to happen any longer, we have a vaccine and it should not be happening. We shouldn’t lose one more child. But again, if parents don’t know about it we might not know to ask about it,” Wukovits said.Even in the COVID-19 era, Wukovits is doing webinars, educating everyone about the two separate vaccines, and empowering parents and families to have the conversation before they head back to school this fall. “I know we’re making a difference I know that. Kimberly’s dream was to be a pediatric nurse and save children’s lives and this is not how she or I planned she would save children’s lives but she still is and through me.
