SHIJIAZHUANG, Sept. 20 (Xinhua) -- Chinese Vice Premier Li Keqiang had a full schedule on Saturday afternoon as he spent time in north Hebei Province visiting infant patients stricken by tainted milk powder, talking to doctors, dairy farmers and salesman in a local supermarket.     In Dingxing County Hospital of Hebei Province, he went to the infants ward where he talked to parents and inquired about the symptoms and progress of the patients' illness. Chinese Vice Premier Li Keqiang (C), also member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, visits an infant patient at Dingxing County Hospital of north China's Hebei Province, Sept. 20, 2008. Li visited infant patients sickened by the tainted milk powder, doctors, dairy farmers and salesman in local supermarket in the province on Saturday. In the hospital ultrasonic room, he asked if it had enough facilities to guarantee all babies were getting treatment.     Local governments and hospitals should give support if necessary equipment was needed for providing treatment for the babies, he stressed.     Hearing most doctors were working overtime as more parents were sending their babies for examination, he expressed his heartfelt thanks to the medics and urged them to keep up their efforts and make sure all babies were getting prompt care. Chinese Vice Premier Li Keqiang (R), also member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, watches as an infant patient is checked at Dingxing County Hospital of north China's Hebei Province, Sept. 20, 2008The treatment should not be delayed or interrupted on the grounds of lacking in medical expenses, he said, adding hospitals should send doctors to villages and remote areas to collect babies who had developed kidney stones after taking the milk powder tainted by melamine.     Li also visited Cui Zhiqiang, a villager in Housuoying Village of Dingxing County, whose one-year-old daughter had recovered.     All diary products manufacturers should recall suspect products and consumers should be refunded if they returned those products. Li made the remarks while talking to a salesman in Womei Supermarket in the county seat of Dingxing.     He then went to Shiqiao Village of Dingxing Township where he asked about the milk supply.     He asked local officials to take measures to ensure the farmers' interests would not be hurt by the scandal.     More than 6,200 infants developed kidney stones after drinking a baby formula tainted with melamine. The chemical, which was added illegally, makes the protein content of milk appear higher than it actually is. The formula has so far killed four infants.     Dairy giant Sanlu based in the Hebei provincial capital of Shijiazhuang was the first company exposed in the scandal.

LANZHOU, Sept. 14 (Xinhua) -- Inspectors had found poisonous chemical in the Sanlu infant formula produced by one of its partner producers in northwest China's Gansu Province, an official said on Sunday.     Two out of the 12 samples randomly selected from the Sanlu milk powder produced by the Haoniu Dairy Co., Ltd. in Jiuquan City had tested positive for melamine, said Xian Hui, vice-governor of Gansu.     "The products of Haoniu have been sealed up," he said.     The test was conducted after the Sanlu Group, a leading Chinese dairy producer based in northern Hebei Province, admitted that it had found some of its baby milk powder products were contaminated with melamine, a chemical raw material strictly forbidden by the country to be used in food processing.     As of Saturday, a total of 432 babies throughout the nation have been sickened with kidney stones after drinking the contaminated milk powder.     Haoniu was founded in 2002 with the registered capital of 51 million yuan (7.45 million U.S. dollars). Its production was in line with the Sanlu standard and its products use the Sanlu trademark.     As of Saturday night, Gansu has reported 102 cases of infant kidney stone caused by the Sanlu milk powder. Two babies have died, Xian said.     The province has so far seized altogether 164,000 packs of Sanlu milk powder.

BEIJING, May 11 -- China's monetary authorities are struggling to address conflicting policy goals, but inflation will remain the top policy concern, the country's central bank governor said on Saturday.     While the United States and other countries are more focused on fending off a recession, China's monetary policy must target inflation over growth and employment, Zhou Xiaochuan, the People's Bank of China governor, told a forum in Lujiazui, Shanghai's financial center.     "There is no cure-all medicine, and we have to make the final decisions -- everyone hopes there would be a cure-all solution, but there is not," said Zhou.     China's consumer price inflation would likely to rise to 8.5 percent in April from 8.3 percent in March, two sources familiar with the data said late on Thursday. The data, which is subject to last-minute revisions, will be officially released on Monday. Zhou Xiaochuan, governor of the People's Bank of China, addresses the Lujiazui Forum 2008 in Shanghai, east China, May 10, 2008. Heads of the People's Bank of China, the country's central bank, the Securities Regulatory Commission, the Banking Regulatory Commission and the Insurance Regulatory Commission all attended the two-day financial forum, opened on May 9. Lujiazui is the name of Shanghai's financial district.    Meanwhile, the government said on Friday that China's producer price index, or factory-gate inflation, hit a three-year high of 8.1 percent in April, showing a sustained build-up in pressures on consumer price inflation.     Zhou listed development of financial institutions and the imbalance in global money transfers as other issues that China's monetary policy may have to target.     He said China needs to reduce the savings ratio as the fundamental way to address its over-reliance on trade, which now accounts for more than 60 percent of its annual GDP, but he did not elaborate on possible specific measures.     On other issues, Zhou said Beijing has yet to reach a consensus over how to develop a properly functioning domestic bond market.     Disputes remain about market infrastructure, the regulatory framework as well as laws and regulations, Zhou said.

GUANGZHOU, July 20 (Xinhua) -- Chinese Premier Wen Jiabao has said unswerving confidence and arduous work are needed to achieve the goals of a steady and relatively fast economic development and control of soaring consumer prices in the country.     Wen visited Guangdong Province - the country's reform and opening-up forerunner, on Saturday and Sunday, for research on current domestic economic situation. Chinese Premier Wen Jiabao (2nd L) looks at a specimen of a shoe during his visit in a company in Dongguan, south China’s Guangdong Province, July 19, 2008. Wen Jiabao paid an inspection tour to Guangdong on Saturday to investigate and research the province's economic situation. The premier visited steel, shoes, digital machinery and high-tech enterprises in Guangzhou, Dongguan and Shenzhen to know their production, sales and products development.     More efforts should be made in the research and development and improvement of technological levels to create home-made brands and increase competitiveness, he said.     Just as with the whole nation, Guangdong has a good social and economic situation, but also faces many new difficulties and problems, Wen said. Some exports-oriented small and medium-sized enterprises in the Pearl River Delta area have felt the increasing impact of the world's economic growth slowdown and shrinking foreign demands, he noted.     The fundamental way to deal with the challenges is to deepen reform and opening up and promote development in a scientific way, said the premier.     During the visit, Wen talked with staff and managers of enterprises and urged them to attach importance to innovation.     The key to the development of a country, a nationality and an enterprise is innovation, Wen said. Only continuous innovations can enable the Chinese nation stand up in the world and enterprises become leaders of their industries, he said.     Guangdong has made great achievements in economic and social development in the past 30 years, realized a historic jump and contributed a lot to the country's reform and opening up and modernization construction, Wen said. The province should continue to take the lead in the country's reform and opening up, he added.

ZHANJIANG, Guangdong, June 28 (Xinhua) -- After a five-day visit to China, Japan's Maritime Self-Defense Force destroyer "Sazanami" left the southern Guangdong Province port city of Zhanjiang on Saturday morning.     Sazanami, with its 240-member crew, is the first Japanese warship to visit China since World War II.     A farewell ceremony was held at the port before its departure.     "Please send the love and friendship of the Chinese navy and people back to Japan," Lt. Gen. Su Shiliang, commander of the South Sea Fleet, said to Major-Gen. Shinichi Tokumaru of the Japanese Maritime Self-Defense Force. General Su Shiliang (R, front), commander of China's South Sea Fleet, sees off Major-Gen. Shinichi Tokumaru (L, front) of the Japanese Maritime Self-Defense Force at the port of Zhanjiang, South China's Guangdong Province, June, 28, 2008Su added the reciprocal visits symbolized an important step in the communication between the China and Japan defense forces.     Before heading back to Japan, the destroyer will have a drill with the Chinese navy in the sea area near Zhanjiang. It will focus on communication and formation.     During its five days in port, the Japanese crew visited the Chinese missile destroyer "Shenzhen" and toured Zhanjiang's urban area. They also played basketball, football and tug-of-war with the Chinese crew in the rain that has blasted southern China of late.     In addition, officers from both sides held seminars to exchange experiences in disaster relief and other activities.     About 1,000 locals visited the Sazanami with smiles and excitement since it was opened to the public on Friday. Chinese and Japanese military bands also gave live performances for visitors with the Chinese Peking Opera and the theme of evergreen Japanese cartoon "Doraemon" on the playlist.     The destroyer with a 4,650 standard tonnage, set off from Hiroshima for the reciprocal visit. The Shenzhen destroyer docked in Japan late last year.     The Japanese warship arrived here on Tuesday. Mariners of the Japanese Maritime Self-Defense Force destroyer Sazanami unload relief supplies for the quake-hit China's Sichuan Province at the port of Zhanjiang, south China's Guangdong Province, June 25, 2008. On Wednesday morning, its crew unloaded disaster-relief goods including food, blankets, hygiene masks, disinfectant and other items it had brought for the quake-hit areas in southwest China.     China and Japan, neighboring countries separated by water, havebeen friends and rivals for thousands of years.     The sea has been a major channel in their history of exchange. Xu Fu, a Chinese religious figure, led a team to Japan and mixed with the natives on the islands 2,000 years ago. About 1,000 yearsago, Jianzhen, a Chinese monk, was invited by the Japanese to spread the splendid Chinese culture in the territory.     But as Japan rapidly became a major power in the region during the 19th century, a battle broke out between the two countries on the sea in 1894, with the failure of the Chinese fleet. An unequal treaty was signed between China and Japan as consequence.     During 1931 and 1945, Japanese troops invaded China and the war lasted until the end of the World War II.     Resentment still remains between the two nations as there are disputes on history, sovereignty and the exploration of resources under the sea.     The military exchange came after another breakthrough in Sino-Japanese relations as a result of Chinese President Hu's landmark visit to Japan earlier this year. The two countries announced last week they had reached a principled consensus on the East China Sea issue and Japanese companies were allowed in the development of the Chunxiao oil and gas field.
