SAN DIEGO (KGTV) -- Allegations of battery made against a California Assembly candidate have proven to be false, according to the San Diego County Sheriff’s Department.Detectives say after interviewing several witnesses and reviewing surveillance video, allegations against Phil Graham have proven to be unfounded and the case is being closed.RELATED: State assemblyman candidate accused of batteryNiki Burgan filed the report on Sunday, May 20. Burgan alleged that the incident happened on May 14 at the First Street Bar in Encinitas. Burgan said she met Graham and that they engaged in conversation.Burgan alleged that Graham kissed her against her will and followed her outside before attempting to have her touch him in a sexual manner against her wishes.The department says it conducted a thorough investigation and disproved the allegations after being assigned to the case on May 21.10News reached out the Phil Graham and received the following statement:  1006

SAN DIEGO (KGTV) - An elderly woman died while she was with her family waiting to cross the border into San Diego Sunday afternoon, according to our reporting partner Televisa.Televisa reported it is unknown why the woman, who was in her late 80s, passed away.This comes as people on both sides of the border expressed frustration at incredibly long wait times."It's unfortunate because I think the policies that CBP puts in place, protocols, punish border crossers," Pedro Rios said. He said it took four hours to cross in Otay Mesa on Saturday.New protocols went into effect on Friday due to the pandemic. Customs and Border Protection planned on slowing down traffic, closing lanes and adding secondary inspections, aimed at delaying those traveling for non-essential reasons.In addition to San Diego, Tucson, Arizona, El Paso, and Laredo Texas have similar protocols in place.One woman waiting to cross into San Ysidro told Televisa, "Yes it is difficult, but no one wants to be here in Tijuana."Another woman said they were heading to the U.S. to visit friends and go to the beach. When Televisa asked if they thought that was essential travel, they replied in Spanish, "Yes, because we're tired and angry. If you're following the regulations, staying away from people, have your mask and disinfectant ... if you're following the protocol, you can."The restrictions on non-essential travel do not apply to anyone crossing the border for work, school, or medical treatment.The restrictions are set to continue through September 21.ABC 10News reached out to CBP for comment and will update this story when they respond. 1630

SAN DIEGO (KGTV) - A San Diego program has received a state grant to train law enforcement officers across California.The program, Game Changer, was founded in 2016 by Sean Sheppard after he saw large protests break out across the country against police brutality.His idea was simple. He would bring members of the public together with law enforcement officers over a sports game."To get some human bonding time," explains Sheppard. "Because that rarely takes place between law enforcement and the general public."Before, they would talk for a few hours about what issues they saw between police and the communities they serve. After, they would get to socialize at the game.Since 2016, Game Changer has hosted 60 events and continues to grow.The Game Changer model was just awarded a 2-year, 0,000 grant from the California Commission on Peace Officer Standards and Training.Once the program is accredited, law enforcement personnel who complete a Game Changer event can put it toward their required training credit hours.Members of the public are needed too. SAN DIEGO (KGTV) -- An engineers union in April filed a grievance alleging that Caltrans isn’t providing the right protective equipment or training for workers cleaning up homeless encampments.In a letter, the International Union of Operating Engineers says Caltrans is not providing the appropriate personal protective equipment, necessary training, necessary vaccinations and compensation for dangerous hazmat duties.The grievance goes on to state several solutions to the reported problems:RELATED: City Heights residents plea for help to clean homeless encampments in canyons   594
