San Diego is weighing major new rules that would ban people from living in their cars near schools and homes.The proposal would block anyone from living in their cars within 500 feet of a school or residence, and also prohibit them from living in their cars on most other city streets between 6 p.m. and 6 a.m.San Diegans living in their cars have had free reign since a judge ruled in August that its current laws were too vague. That's led to concerns from some residents in beach areas, who say they have seen people drinking in cars, as well as urinating and defecating on neighborhood streets. "I used to feel very safe walking around throughout La Jolla, Pacific Beach and everything, and there's a lot of times I don't feel as safe as I used to," said Sarah Bonesteel, a Crown Point resident. The issue of in-car living has grown along with San Diego's high housing costs. The car is one of the last pieces of shelter a homeless person may possess, Mayor Kevin Faulconer noted Tuesday. At a news conference, the mayor announced that the city would open an additional parking lot for people to legally sleep in their cars. It will be in the overflow lot across from SDCCU Stadium, providing access to housing and other services."The goal for every person or family staying here will be to access resources to get back into long-term housing," Faulconer said. Meanwhile, the city's Public Safety and Livable Neighborhoods Committee will consider the citywide restrictions Wednesday. Ann Menasche, a senior attorney with Disability Rights California, called the proposed rules draconian and said the fault is with the city. "They created the crisis by the policies of the city, and now they want to blame the victims of the crisis for the crisis itself," she said. "This is going nowhere."The new parking lot for sleeping overnight should open in about 45 days. 1874

She opened the now-thriving shop four years ago."If you're really motivated, if you really enjoy something, wanna do something, you only live once," said Olivera of the gamble that paid off.While she always had a passion for cooking, it wasn't always how she made a living. Olivera was once a paralegal. She thought was a good job for a single mother of three, but it wasn't a job she loved. So, she decided to change that.  She went to the San Diego Workforce Partnership location in Chula Vista, where she found a program that would give her money to retrain for a new career. In her case, it was culinary school. "For me, they offered me a ,000 grant, the program was ,000. That's a third of the cost of the school," said Olivera.The partnership provides a long list of resources for job seekers depending on their needs. The service is free. It's a valuable tool Olivera says more people should utilize.Other resources available include career counseling, job searches, typing certificates and Microsoft Word classes. SAN DIEGO( KGTV) - A Navy veteran has earned a spot with Federal Fire San Diego, getting hired the day she graduated from the fire academy.More competitive, Federal Fire is the civilian department which oversees San Diego naval bases.After serving her country, rookie Caitlyn Argeris says she wanted to serve her community.“She was hungry for it, we saw the fire get lit, and we wanted to nurture that," said Chief Mary Anderson.While still on active duty, the young mother took EMT classes at night“I wasn’t sure if I’d be strong enough, fast enough, have the mental aptitude or physical capabilities," said Argeris. "But you push through it and keep going."Chief Anderson says Argeris is the second Navy veteran they've hired on the spot after graduation.Anderson is on a mission to recruit more women into her department. They're at 2 percent, compared to the national average of about 5 percent.“Women bring something unique to the fire service: compassion," said Chief Anderson. "Once they realize they can do it, they catch that bug as well.”Argeris hopes her story will inspire other women to consider joining the fire service. 1142

  

San Diego (KGTV)- Tenants in Oak Park say they soon won't be able to pay their rent if it continues to go up. Some have seen two increases this year, and they're already living on a fixed income. Tenants held a rally Thursday morning and are pushing for a rent control bill to be signed into law. Assembly bill 1482 would put a cap on rent for tenants in apartments and single-family homes. "My sense of security is pretty much gone," says Sara McTimmonds. "We don't know if we're going to be in or out." McTimmonds has been living at the Olive Wood Gardens Apartment complex for 12 years. It's a low-income housing complex for seniors and those who are disabled. McTimmonds says she's already had her rent increased twice. "In February, and then in July my rent was going to go up from 550 to 900."Renters are hoping for rent protection. Assembly Bill 1482 would do just that. The bill would make it illegal for property owners to raise rents more than 7 percent in one year. Not everyone is in favor of the bill. The California Apartment Association and the California Association of Realtors say they state underbuilt housing for so many years, and that's why rent is so high. "The five percent, plus the CPI may be enough if you don't have significant operational costs if you don't need a new roof, but that's not a certainty," says Molly Kirkland with the Southern California Rental Housing Association. The Senate Appropriations Committee will hear Assembly Bill 1482 Friday and decide whether or not to move it out of suspense file status for the rest of 2019. They could kill the bill if they think it will cost the state too much. 1653

  

SAN DIEGO, Calif. -- Virtual interviews and job fairs are among some of the biggest changes when searching for a new job during the COVID-19 era. And the millions of newly unemployed Americans are vying for fewer jobs.Christy Schmidt, a 34-year-old who lives in Bend, Oregon, has been scouring job boards ever since she was let go by her employer. "The amount of jobs up there or jobs that are very close to a fit for me are just non-existent, and I have come to realize that there are tons of other wonderful qualified people applying for the exact same jobs I am," said Schmidt.She was working as an executive assistant for three vice presidents at Navis, a company that specializes in technology for the hospitality industry. Some of their biggest clients include hotels and resorts."It was literally my dream job. It was the best company culture I had ever been a part of, just some of the most brilliant people that were just so down to earth. I loved going to work every single day," said Schmidt. Schmidt thought working from home would be temporary, just during COVID-19, until the day managers called an all-team meeting."And it was very tough for them to tell us we no longer had jobs, that they were doing everything they could to make the company survive," said Schmidt.After months of searching, she finally found an opportunity that made her hopeful, only to learn it was a scam. When it came time for the virtual interview, the scammer instead wanted to have a text conversation over Google Hangouts. "All they want is personal information; they did not want to know anything about my experience or background," said Schmidt. The FBI says hiring scams have spiked during the pandemic.Now, Schmidt is considering moving out of the small town of Bend to go back home to California, where there are more jobs available. "Maybe I need to relocate myself just to be able to survive right now," said Schmidt. Tim Best, CEO of Bradley-Morris RecruitMilitary, says Schmidt is far from alone. "This isn't going away, so it's not even about, well this is what I need to do now. No, this is a competency we all need to develop because this is here to stay at some level," said Best. The Army veteran has spent the last two decades helping military veterans and their spouses find careers through massive job fairs at venues like Yankee Stadium.Now, they're going virtual."Really, no one understands what a virtual career fair is until they experience it," said Best. Employers market their brand in virtual chat rooms, which can lead to a video interview on the spot.While some sectors, like hospitality and tourism, will likely be slow to come back, essential jobs like delivery drivers are in demand. As well as IT, tech, customer service, online teaching, and construction jobs."I've seen this before in previous recessions, where people do rethink their career paths," said Best. The San Diego Workforce Partnership is offering on-demand training videos online. They're also connecting job seekers with affordable certificate programs to help people learn new skills. Workforce development partners in other cities are offering similar resources. Schmidt is broadening her search, considering jobs she might have overlooked before the pandemic."Knock on every single door because I know eventually one is going to open, and it's going to be the right fit for you," said Schmidt. "And I'm confident that is out there for me as well." 3448
