Department of Education Secretary Betsy DeVos is rolling back another Obama-era regulation that was meant to protect students from abusive practices by for-profit schools and colleges.On Friday, DeVos said she plans to fully repeal a rule that targeted schools that failed to prepare students for "gainful employment."The regulation required for-profit colleges and certificate programs at non-profit colleges to publish information on how much student debt graduates took on and how much they were earning after leaving school. DALLAS (AP) — Ten states have brought a lawsuit against Google, accusing the search giant of “anti-competitive conduct” in the online advertising industry including a deal to manipulate sales with rival Facebook. Texas Attorney General Ken Paxton says Google is using its “monopolistic power” to control the pricing on online advertisements, fixing the market in its favor and eliminating its competition. Google is calling the suit “meritless” and says the price of online advertising has fallen over the last decade. DEL MAR, Calif. (KGTV) - On the 80th Anniversary of Del Mar horse racing the industry is facing extra scrutiny over protecting the animals. This comes after 30 horses died at the Santa Anita Racetrack this past year.One of the newest safety protocols is bringing on two monitoring veterinarians who are stationed at elevated observation points to oversee morning workouts. If the veterinarian is concerned about a horse, they can radio outriders policing the track to remove horses and have them undergo a follow-up examination for soundness. "There's been a lot of concern over racehorse welfare and safety the past few months, it's something that Del Mar Thoroughbred Club has always been concerned about," said Dr. Alina Vale, one of the monitoring veterinarians.But Vale says they're now even more cautious and vigilant, working to rebuild the California racehorse community."The more subtle signs that I'm looking for are horses that might have mild injuries that haven't been detected before, so we're trying to catch those mild injuries before they become major injuries," said Dr. Vale. The Del Mar Thoroughbred Club also adopted new medication standards and can randomly select any horse for drug testing at any time. Workout activity will also be monitored closely. The number of horse deaths has dropped in recent years at Del Mar, with four in all of 2018.Dr. Vale encourages people to come to the track during morning training to see the care that goes into horses outside of racing. 1507

(KGTV) - Holiday travelers hit a snag getting home from San Diego when all trains from Downtown to Oceanside were canceled Saturday while crews worked to reinforce a Del Mar cliff-side after it collapsed Friday.Sky10 flew over the affected area Friday, capturing a portion of cliff-side hollowed out feet away from train tracks near 13th Street.Amtrak posted a bus bridge was used from 6 a.m. Saturday to 4 a.m. Sunday due to "unscheduled track work."This left travelers stressed out and frustrated. 10News saw one woman crying in the Santa Fe Depot, concerned about getting home. Two men were so desperate Saturday afternoon they ordered a Lyft to get to Los Angeles.Crews put in metal plates and back-filled with a concrete slurry, reinforcing the cliff and tracks on top. They were confident it would be a long-time fix."It doesn’t seem like a safe thing, it seems like it should be moved, someone said you can’t stop Mother Nature," passenger Justice Drake said. He was in town from Oceanside, visiting his mother in El Cajon for Thanksgiving."People are frustrated, but I feel like don’t get frustrated with the people at the desk because it’s not their fault," passenger Lauren Cono said at the depot. (KGTV) -- A plan meant to increase safety along Del Mar's famous coastal bluffs is being met with deep resistance by residents, surfers and walkers.North County Transit District says it has obtained grants to fund building a fence to protect the train tracks on the bluffs. It would aim to end 100 years of people illegally crossing the tracks to get down to the beach or take in the views.The district says it would help prevent erosion and increase safety - six people have been hit by trains in Del Mar in the last two years. "They put a fence up there it's not going to stop me," said Chris Gable, a longtime Del Mar surfer. "I understand it's a safety hazard since they're upping the frequency of the trains, but I don't think it's going to go over well."Del Mar Mayor Dwight Worden said the fencing is an overreaction. He said a better plan is to increase education, signage, citizen enforcement, and to build protected legal crossings. Residents and surfers say people would cut through or climb the fence, and that could trap them if a train comes - and that the fence could cut off an escape route in the event of a wildfire.
