OCEANSIDE, Calif. (KGTV) - An Oceanside man says he and his puppy were mauled by an unleashed dog while out for an evening walk. On Monday around 11 p.m. near Albertsons on Mission Avenue, Kevin Humphrey was taking his 7-month-old terrier mix Stitch out for his final walk when he saw a homeless man and his brown-and-white pit bull, loose. Humphrey says the owner managed to catch up to the dog and leash him.Humphrey went on with his walk along the back side of the shopping center, when he says he saw the dog, unleashed again. Humphrey picked his dog up and started running, but didn't get far."It just starts biting at me and biting at me. He tries to bite my dog's throat out," said Humphrey.Humphrey says the dog bit him in the back and arm before latching onto his puppy's throat. His puppy's life on the line, Humphrey jammed his hand into pit bull's jaws."I put my hand in the dog's mouth so he wouldn't bite. I'm crying, 'Don't kill my dog! Don't kill my dog!" said Humphrey.After a tortuous 20 minutes, the dog finally let go. Humphrey raced to get help for his dog and then himself. Stitch suffered more than a dozen bites. For Humphrey, torn tendons and bone fragments in his hand led to two surgeries.The San Diego Humane Society says the homeless man contends Humphrey went into his tent and provoked his 4-year-old dog, which Humphrey denies. The pit bull is under a 10-day quarantine. If he's reclaimed, he'll have to wear a muzzle. 1458

(KGTV) — A piece of cinema history located in North San Diego County will soon have a new home.The historic Graves House featured in the 1986 action flick "Top Gun" is being relocated and restored to make room for the Oceanside Beach Resort coming to the property.It's the first time the popular beach cottage rental, which was built about 137 years ago, will be moved.RELATED: Oceanside beach resort closer to construction after decade of delaysNot only is the home significant because it served as "Charlie's" home in the film, but it's a rare folk Victorian home, featuring architecture rarely seen nowadays.The home isn't moving far. It's already been relocated one block away for structural restoration. Afterward, it will be moved to the north side of the property on Pacific Street. Not since 2005 has the Atlantic basin seen so many storms in a hurricane season. The year 2020 now eclipses the old record, with at least 12 of those storms making landfall this year in the U.S. alone.“Those two years are quite similar. They are anomalies,” said Lewis Link, a professor at the University of Maryland who studies hurricanes.An increasing number of hurricanes are becoming major ones, which means their wind speed falls into a Category 3 hurricane or higher.“Partially, it could be attributed to warming, higher sea surface temperatures, which are the fuel for generating hurricanes,” Link said.It’s not just coastal areas that bear the brunt of concern during hurricanes. More and more often, the effects from these storms may hit the coast first, but they are being felt far more inland and in many more states than ever before.A recent map put together by the National Hurricane Center showed all the counties impacted by hurricanes and tropical storm winds this year. The effects of those storms reached inland states like Arkansas, Tennessee, West Virginia and Vermont.Yet, the effects from these storms go beyond just high winds.“The biggest problem we have is with flooding, is inland flooding,” Link explained. "And some of that is attributed to tropical systems that continue to dump a lot of rain, long after they cross the shoreline.”That’s an issue, he said, because many areas don’t have the infrastructure in place to deal with the heavy, quick downpours that are associated with tropical systems.“Not only are they old, but they’re just not up to the task. That’s a serious problem. How do you change that?” Link said. “We’re not set up well to change our infrastructure based on changing conditions.”It is a change that may have some communities rethinking exactly what it means to be in a hurricane zone.While the official hurricane season runs from June 1 through November 30, occasionally some tropical storms do develop outside those dates, including some that formed this year in May.
