Chris Collins submitted his resignation Monday ahead of his expected guilty plea Tuesday to federal charges in an insider trading case, according to the House Speaker's office, court documents and a person familiar with the matter.Collins sent a letter of resignation Monday to the office of House Speaker Nancy Pelosi, according to her spokesman, who said Collins's resignation will be effective Tuesday.The first sitting congressman to back President Donald Trump's bid for the White House, Collins was reelected to office several months after he was originally indicted in the insider trading case.He faced reelection in 2020, and a guilty plea wouldn't necessarily have caused him to immediately lose his congressional seat unless he resigned or if the House of Representatives were to expel him, which would require a full vote of the House.It's not clear if Collins, who was charged by the Manhattan US Attorney's office, is set to plead guilty to precisely the same set of charges contained in the indictment against him, which was originally filed in August 2018 and was revised the following August.Collins' attorneys, Jonathan New and Jonathan Barr, didn't immediately respond to a request for comment.Collins' co-defendants -- his son and another man -- are also set to change their pleas on Thursday, according to court filings.Collins and his co-defendants had pleaded not guilty twice in the case, once after the original set of charges in August 2018 and a second time -- to the revised charges contained in what's known as a superseding indictment -- earlier this month.Federal prosecutors in the Manhattan US Attorney's office allege that the defendants acted on non-public information about the results of a drug trial, which was then used to trade on the stock of the pharmaceutical company, Innate Immunotherapeutics Limited, of which Collins was a board member.The indictment didn't allege that Collins himself traded on information about the failed results of a drug trial, but that he passed the information to his son so that his son could execute trades. The superseding indictment narrowed the charges against Collins, dropping some, but not all, of the securities fraud counts.Speaking outside the courthouse after his second not guilty plea, Collins said he hadn't decided whether to run for reelection in 2020, adding that he would decide by the end of this year. WALTON, Ky. — Shortly after Our Lady of the Sacred Heart and Assumption Academy in Walton, Kentucky, reported 32 cases of chickenpox at the elementary school, a high school student filed a lawsuit against the Northern Kentucky Health Department, claiming it had directed Assumption Academy to bar him from participating in extracurricular activities because he had not received a vaccine. School and health officials have been working to contain the outbreak since February, said Dr. Lynne Saddler, the district director of health for the Northern Kentucky Health Department. According to the suit, which was filed in Boone County Circuit Court, 18-year-old Jerome Kunkel's battle with the health department started then. He and his parents had always declined the vaccine because of his conservative Catholic faith. Although the modern chickenpox vaccine does not contain any fetal tissue, it and several others were developed in the 1960s using cell lines derived from a pair of aborted fetuses. “Among other fundamental and deeply held religious beliefs of Mr. Kunkel, and the beliefs of his family, is that the use of any vaccine that is derived from aborted fetal cells is immoral, illegal and sinful,” the suit reads.The first case of chickenpox at Our Lady of the Sacred Heart Elementary School, which was detected in mid-February, spurred the Northern Kentucky Health Department to inform the parish that its students could not participate in or attend extracurricular activities unless they were found to be immune from the virus, according to the suit.Students subsequently not found to be immune, including Kunkel, were then barred from extracurriculars. The lawsuit alleges the health department’s epidemiology manager made derisive comments about Kunkel's faith and enacted the ban due to a specific religious animus. Later, when additional cases of chickenpox were discovered, additional bans were enacted. In an email cited in the suit, the epidemiology manager describes them as being for the protection of the public.By Friday, the health department had announced that all Sacred Heart and Assumption students without proof of vaccination or proof of immunity will not be allowed to go to school until 21 days after the onset of rash for the last person to have chickenpox. All games, events and activities are also canceled until 21 days after the last person is infected. Kunkel's lawsuit alleges these actions are infringements on his right to freedom of religion and expression. It seeks to end the bans and recoup legal costs.Instances of people 2616

  

WASHINGTON (AP) — The Trump administration says it will block Chinese airlines from flying to the U.S. later this month. The Transportation Department says it will suspend passenger flights by four Chinese airlines to and from the U.S. beginning June 16 — sooner if President Donald Trump decides to do so. It's the latest escalation of trade and travel tensions between the two countries. China so far hasn't allowed U.S. airlines United and Delta to resume flights to China, which they wanted to restart this week. Those flights were suspended earlier this year because of the coronavirus outbreak that started in China.
