SAN DIEGO (KGTV) - Lifeguards removed a body found floating in the ocean off Sunset Cliffs Friday morning, according to San Diego Fire-Rescue.First responders were notified about 9:30 a.m. about the remains near Point Loma Ave. Lifeguards removed the body and transported it to their headquarters, officials said.The person had been in the water “a while”, according to San Diego Police.Officers told 10News they would be handling the discovery as a death report and not sending a homicide team to investigate.The person's identity and cause of death were not immediately available. 590

SAN DIEGO (KGTV) -- Leonardo Hurtado Ibarra is being remembered as a family man with a complex and troubled life.“He’d always keep a smile on his face regardless of whatever he was going through," Abril Huerta told ABC 10News.Ibarra, 25, was shot and killed after allegedly pointing a revolver at a San Diego Police Department officer in Downtown San Diego on Saturday night.According to police, officers recognized Ibarra from a wanted poster in connection with a robbery that happened last week. Police said officers tried to talk with Ibarra but he walked away.Ibarra then dropped some items from his arms and "reached into his waistband," according to police. She said Ibarra "wasn’t a saint" and that he had a "complicated background."Ibarra was sentenced to three years in prison stemming from a domestic abuse case in 2013, according to court records obtained by ABC 10News.Huerta, who said she was the love of Ibarra’s life, told ABC 10News that he leaves behind three children.“He loved his family," Huerta told 10News in a statement. "He was the most loyal individual you could ever meet and he’d give you the shirt off his back if you were in need."“He only wanted to defend himself from any harm that were to come his way,” she said. The police department has not released the names of the officers involved in the shooting. SAN DIEGO (KGTV) — Local leaders say it's going to cost millions of dollars to prevent toxic waste from flowing into the Tijuana River Valley, but it's a bill they are willing to pay. Dozens of local leaders and federal agencies came together this morning with a common goal, to prevent the massive amounts of sewage from flowing into our San Diego County beaches. "427 million gallons of sewage has hit our water and our beaches just this year alone," says Port of San Diego Commissioner, Dan Malcolm. During today's meeting, leaders were given possible solutions on how to tackle the problem. "To divert sewage and wastewater flow away from the Tijuana River Valleys, so that it can either be treated or diverted to outflow pumps, that would pump the water far out in the Pacific Ocean," says Mayor of Coronado Richard Bailey.The costs are estimated up to 0 million. Local leaders say sewage isn't the only contaminate in the water. A chemical test was done that showed things like herbicides, arsenic, and lead are also flowing into the sea. "The time of talk is over," says Serge Dedina, Mayor of Imperial Beach. "The time of actually doing things and preventing sewage and toxic waste from reaching our beach is now."Local leaders say the next plan of action is to ask Congress for help with funding. SAN DIEGO (KGTV) - Locals gathered in Mission Bay Saturday to protest a hotel's expansion plans which they say will complicate public parking and access.The Bahia Resort Hotel has planned a number of changes to the area surrounding the hotel, aimed at adding lawn and picnic areas. The plans for the expansion were approved by the City Council in 1994. Hotel owner Bill Evans said there have been more than 110 meetings on the subject.Hundreds of protestors paddled out Saturday with signs calling to "save Bahia Point," in opposition to the plans, which will remove a strip of public parking from the nearby beach — used by many to paddleboard or kayak in the bay.RELATED:  732

SAN DIEGO (KGTV) — Just days after San Diego County ordered a shutdown of indoor dining and San Diego Mayor Kevin Faulconer signed an executive order that makes it easier for restaurants to move seating outdoors, many restaurants are already opening up business outside.Johan Engman is the owner of Rise and Shine Hospitality, which has 18 restaurant locations under the umbrella. Ten of those are Breakfast Republic. He said about half of the 18 locations have expanded to include either sidewalk, parking lot, or shared courtyard space for tables.“Let’s not waste our time complaining or feeling sorry for ourselves. Let’s figure out what do we need to do to give us the best odds to survive this and let’s just do it,” said Engman.For the Pacific Beach Breakfast Republic location, he said there were about 170 seats prior to coronavirus. Once there were social distancing limits, he could seat about 80. With the new ban on indoor seating, that left only about 30 seats on his patio, so the addition of parking lot space will bump seating back up to about 80 people. He said financially, they’re taking a hit, but he made the decision to stay open to help his employees.“Not only seeing how financially detrimental that is, but the morale. So you lay off all your managers then you hire them back. Imagine them literally a couple weeks later you send that message again,” he said.Similarly, La Puerta is seeing the roller coaster of numbers. Owner Merritte Powell said the Gaslamp restaurant is also expanding onto the sidewalk. He said customers will notice a difference, but hopes something is better than nothing.“You’re sitting next to a building, next to a doorway, you’re also going to be a couple feet from a parked car,” he said, referring to the new setup.He said he’s hoping to add plants and lights eventually to make it more aesthetically pleasing and could see a permanent future for sidewalk dining like this if it is successful. He said this could be beneficial in areas like the Gaslamp that lack a lively presence that the outdoor dining will likely bring.Both business owners said the Department of Alcohol Beverage Control has been working quickly and efficiently to help get them the liquor permits they need for the parking lot.
