SAN DIEGO (CNS) - An ex-con accused of sexually assaulting a 24-year-old woman in broad daylight on a Mission Beach street pleaded not guilty Thursday to a charge of assault with intent to commit a sex crime. Philemon Shark, 40, who has two prior convictions from Washington state for residential burglary from 2014 and 2015, faces life in prison if convicted, said San Diego County Deputy District Attorney Trisha Amador. Judge Joseph Brannigan set Shark's bail at million and ordered the defendant to have no contact with the alleged victim. Amador said all sexual assaults -- no matter what level -- are ``serious'' and taken ``exceptionally serious'' by the District Attorney's Office. ``I think part of the concern is that when an individual is attacked in broad daylight in an area where they felt safe or did not feel a threat, of course that's added concern, but our office takes all sexual assaults equally as serious,'' the prosecutor said outside court. The attack happened about 8:40 a.m. last Sunday on Bayside Lane near San Jose Lane, just off Mission Boulevard, according to San Diego Police Lt. Jason Weeden. Weeden said the victim was walking south when Shark allegedly approached her from behind, threw her to the ground and held her down while he assaulted her. SAN DIEGO (CNS) - Eight people were selected to serve on the county's Independent Redistricting Commission, in a random drawing during today's San Diego County Board of Supervisors meeting.Commissioners will redraw boundaries for the county's five supervisorial districts by December 2021, based on new federal census numbers.Those chosen to serve are David Bame, Colleen Brown, Amy Caterina, Chris Chen, Sonia Diaz, Barbara Hansen, Arvid Larson and John Russ.Bame lives in District 1; Russ lives in District 2; Caterina is in District 3; Diaz, Hansen and Larson live in District 4; and Brown and Chen live in District 5.The redistricting process happens every 10 years. Andrew Potter, clerk of the Board of Supervisors, said the commission will have 14 members with the appropriate skills, and also reflect the county's political diversity.Using a raffle roll cage, Potter and two colleagues drew names from a pool of 59 qualified applicants. Nearly 300 people applied to serve on the volunteer commission.The commission will meet later this month, and choose six more members out of 51 qualified applicants. There must be a full commission seated by Dec. 31, according the county.The commission must hold at least seven public hearings, and at least one must take place in each supervisorial district. SAN DIEGO (CNS) - Authorities asked the public Tuesday for help in identifying a man who fondled a woman and exposed himself to her last month at a Lemon Grove discount store.The victim was shopping at Dollar Tree in the 7100 block of Broadway when a stranger in a yellow T-shirt inappropriately touched her and flashed her shortly before 4:30 p.m. on April 8, according to the San Diego County Sheriff's Department.When the woman confronted the perpetrator, he left the store.
