NORTH READING, Mass. – An off-duty police officer in Massachusetts is being credited with saving three people from an early morning house fire on Tuesday.The North Reading Police Department says Sgt. Thomas Encarnacao had just finished his shift and was on his way home when he noticed flames emerging from inside the home.After alerting dispatch of the fire, Encarnacao entered the home to alert the residents. He was able to locate a man sleeping on a coach at the front of the house and helped him outside to safety, according to police.The man told Encarnacao and other officers who had arrived to help that there were two more residents in the home, a 13-year-old boy sleeping in a back bedroom and a man in the basement of the home.The man in the basement was able to get out on his own after officers alerted him, but police say first responders had to pull the boy out through a window of a smoke-filled room.All three residents were evaluated by EMS at the scene and didn’t go to the hospital. No firefighters were injured. One officer suffered a cut to his hand while attempting to breach a basement window.Firefighters were able to put the blaze out, but the house ended up sustaining smoke, fire and water damage. Police say the residents were displaced and are being assisted by family members.The origin and cause of the fire is under investigation.“The work of the three officers this morning was truly courageous, and I am incredibly proud of them,” said Police Chief Michael Murphy. “Sgt. Encarnacao took decisive and immediate action, which very likely saved the lives of the residents inside the house. Once he got the first resident out, all three officers went back into the house, without protective gear, to look for additional residents. Their actions to get all of the residents out safely was truly heroic.” 1841
New results on a possible COVID-19 vaccine from Oxford University and drugmaker AstraZeneca suggest it is safe and about 70% effective.Some experts say that shows it is likely to win approval, but questions remain about how well it may help protect those over 55. That's a key concern for a vaccine that health officials hope to rely on around the world because of its low cost, availability and ease of use.Partial results from tests of the vaccine in the United Kingdom, Brazil and South Africa were published Tuesday by the medical journal Lancet.“Today, we have published the interim analysis of the Phase III trial and show that this new vaccine has a good safety record and efficacy against the coronavirus,” said Professor Andrew Pollard, Director of the Oxford Vaccine Group and Chief Investigator of the Oxford Vaccine Trial. “We are hugely grateful to our trial volunteers for working with us over the past eight months to bring us to this milestone.”Researchers claim the vaccine protected against disease in 62% of those given two full doses and in 90% of those initially given the half dose. However, independent experts have said the second group was too small — 2,741 people — to judge the possible value of that approach and more testing is needed.The interim analysis for efficacy was based on 11,636 participants accruing 131 symptomatic infections from the Phase III trials.In addition to the Oxford led program, AstraZeneca is conducting a large study in the US and globally. In total, Oxford University and AstraZeneca expect to enroll more than 60,000 participants globally.The company says it’s also making progress in manufacturing with a capacity of up to 3 billion doses of the vaccine in 2021 on a rolling basis, pending regulatory approval. The move propels Amazon into a new business and could shake up the pharmacy industry. The move puts the online retail giant in direct competition with big chains like CVS and Walgreens, who rely on their pharmacies to bring them a steady flow of shoppers who stop by frequently to pick up their medications. Amazon said it will offer commonly prescribed medications starting, including creams, pills and medications that need to stay cold, like insulin. NEW YORK — Free parking, free gym memberships, even free rent for three months — Manhattan rents have hit their lowest levels in nearly a decade.Nicole Beauchamp, a real estate agent with Engel & Volkers, said the current housing market in New York City is unprecedented."I have never seen this amount of landlord concessions, and they have actually increased from the summer," she said. "There is a great amount of opportunity right now to snag a good deal on an apartment in Manhattan."The latest report from realtor Douglass Elliman found that the median price of a Manhattan apartment last month was ,100, down from ,500 last October.The savings are even steeper for smaller apartments."We've seen a 19% decrease in the prices of studios," Beauchamp said.Landlords are hoping to lure renters back to Manhattan after thousands moved out during the peak of the pandemic."The vacancy rate, last month I think was just under 6% and this month, we're over 6%," Beauchamp said.That adds up to 16,000 empty apartments in Manhattan, and the greatest share of those vacant apartments are downtown."I saw some incredible deals down in Tribeca over the summer that are still persisting right now," Beauchamp said.More than 5,000 new leases were signed in Manhattan last month, up 12% after a September slump.Many renters are finding more room across the East River."I think there is stronger demand in Brooklyn than the rest of the city," real estate agent Akil Rossi said.The Elliman report found Brooklyn leases surged in October to the second-highest October total in 12 years.
