A California teacher was arrested Wednesday after a video posted to Reddit shows her cutting students' hair while singing the "Star-Spangled Banner."Margaret Gieszinger, 52, was arrested and changed with abandonment and neglect of children.According to NBC News, Gieszinger is a teacher at University Preparatory High School in Visalia, California. The video shows Gieszinger in a classroom, cutting chunks of hair from a male students' head and throwing it behind her as she sings the national anthem.After cutting the boys' hair, she threatens to cut other students' hair.The College of the Sequoias Chief of Police confirmed to NBC News that the video was the reason for the arrest.Gieszinger is currently being held in the Bob Wiley Detention Center in Tulare County, California on 0,000 bond. A group of California lawmakers is raising new questions about what the state is getting in return for the billions of dollars it has spent combating its homeless crisis.The seven lawmakers, all Republicans, are calling for an audit that will need bipartisan support to get going. In the last two years, California has invested .7 billion on homelessness, and Gov. Gavin Newsom is budgeting an additional .4 billion in next year's budget. Meanwhile, the Federal Department of Housing and Urban Development says California's homeless population increased by 16 percent last year, or 21,306 people. "I don't know where that money is going, and it's being approved by the legislature," said State Sen. Brian Jones, Republican of San Diego County's 38th district, who is calling for the audit. "So if I don't know where it's going, how can the taxpayers know where it's going?"Newsom's office did not immediately respond to a request for comment. Last week, Newsom unveiled a proposal for .4 billion to overhaul medi-cal and create a new fund that would serve in part to help people on the brink of homelessness make rent. San Diego homeless advocate Michael McConnell, who is not a member of a political party, said he has been asking many of the questions those seeking the audit are raising. "We know the big buckets that the money just kind of disappears into, but what we don't do is we don't follow it all the way through to see how many folks were actually getting out of homelessness," he said. A Macomb Dakota (Mich.) High School Spanish teacher has been charged for allegedly stealing from the school's homecoming dance and using that money at the casino.According to Macomb County Prosecutor Eric Smith, Lydia Johnson, 29, is charged with one count of embezzlement from a non-profit organization which could get her 10 years in prison.Johnson was Dakota's student activity coordinator from July 1, 2016 until her recent removal and was responsible for all funds. 483

A dire warning from the National Weather Service has forced an evacuation around the College Lake Dam in Lynchburg, Virginia.A flash flood warning issued Thursday night by the NWS reports "if a complete failure of the dam occurs, the water depth at Lynchburg could exceed 17 feet in 7 minutes." The area impacted would be the city of Lynchburg, which is one mile downstream from the dam.An updated report issued just after midnight by the NWS said the dam has not failed, and is being closely monitored by emergency personnel for any signs of structural failure."Lynchburg Water Resources Department reported that 4 to 6 inches of heavy rain earlier in the evening caused College Lake to fill beyond its capacity.Piper Van dePerre, with the Lynchburg Department of Emergency Services, told CNN affiliate WDBJ that crews are working with a list of 124 residences that need to be evacuated because of the imminent threat of a dam break. A Department of Education team that had looked into fraud and abuse by for-profit colleges has been dismantled to the point that it has "effectively killed investigations" into institutions where top hires of Education Secretary Betsy DeVos once worked, The New York Times reported Sunday, citing current and former employees.The team has gone from about a dozen lawyers and investigators looking into advertising, recruitment, and graduate employment claims of several institutions at the end of the Obama administration to just three team members today, the Times reported.
