Washington, D.C. (KGTV) - A bombshell surprise in the form of a mystery allegation led to the postponement for Darrell Issa's confirmation to serve in the Trump administration. The unusual machinations at Thursday's hearing in the Senate could derail the nomination and push Issa to run for Congress, instead. The scheduled hearing came one year to the day after President Donald Trump nominated Issa, a former nine-term congressman serving parts of San Diego and Orange County, to run the U.S. Trade and Development Agency. But as the hearing began, ranking Democrat Robert Menendez (D-New Jersey) moved that the hearing be held in private. "There's information in his FBI background investigation that concerns me greatly, and that I believe members may find problematic, and potentially disqualifying for Senate confirmation," Menendez said. "I firmly believe that every member of this committee should have the opportunity to review that information." He went on to suggest that holding the hearing in public could bring embarrassment or harm to Issa.Chairman James Risch (R-Idaho) initially suggested continuing in public, but then left the room for a brief conference with Menendez and Issa. When the senators returned, Issa was not with them. Risch revealed his decision to postpone the confirmation hearing indefinitely. Risch later told reporters he had seen nothing in Issa's FBI file that he found disqualifying.Afterward, in an interview with CNN, Issa suggested that Menendez was simply trying to defeat his nomination out of politics and that there is nothing in the background check that hasn't been previously reported in the media. "Senator Menendez has only brought up — and perhaps it's anecdotal but it's what he chose to bring up — my being disciplined for false ID when I was 17," Issa said."I was a Boy Scout, but I wasn't the perfect Boy Scout, so to speak, as a young man," Issa added. "I've dealt with that for 20 years in public life."Previously reported brushes with trouble when Issa was young include a guilty plea to carrying a concealed weapon, an arrest for car theft (the charge was later dropped) and a poor record for his service in the Army.Issa has reportedly said that if he is not confirmed soon, he will run for a return to Congress, challenging fellow Republican in the 50th District. While Issa has launched an exploratory committee, he told the Los Angeles Times Thursday he needs more time before making an official decision. 2477

WASHINGTON (AP) — The number of U.S. active-duty troops deployed to the U.S.-Mexico border has "pretty much peaked" at the current total of 5,800, the Pentagon's No. 2 official said Thursday. That is far below the 10,000 to 15,000 that President Donald Trump initially said would be needed to secure the border against what he called an "invasion" of migrants.Deputy Defense Secretary Patrick Shanahan was asked about the military mission one day after his boss, Defense Secretary Jim Mattis, visited troops near McAllen, Texas, and defended the use of the military for border security.Mattis said that within a week to 10 days, the troops currently deployed along the border in Texas, Arizona and California will have accomplished all the tasks initially requested by Customs and Border Protection, although he said additional requests were expected.Shanahan did not go into detail beyond saying substantial additional troops do not appear to be required."We've pretty much peaked in terms of the number of people that are down there," he told reporters at the Pentagon. He noted that the current mission is scheduled to end Dec. 15, adding, "That could always be amended."Mattis, while on his way to visit troops along the border in south Texas on Wednesday, declined to provide an estimate of how much the mission will cost.In his most extensive remarks about the hastily arranged mission, Mattis argued that it fits an historical pattern dating to early in the 20th century. He noted that President Woodrow Wilson deployed tens of thousands of National Guard and active duty troops to the border in 1916 in response to a Mexican military raid into the U.S. led by Gen. Francisco "Pancho" Villa. He noted that more recently, National Guard troops were used in border missions ordered by President George W. Bush and President Barack Obama, although not on the cusp of a midterm election.Mattis did not say how soon the mission might end.In addition to the 5,800 active duty troops in the border area, about 2,100 National Guard troops have been providing border support since April.Critics have questioned the wisdom of using the military on the border where there is no discernible security threat. Since the Nov. 6 election, Trump has said little about the matter, and no border threat has yet materialized.Asked whether he believes there is a security threat at the border that justifies the use of the active duty military, Mattis said he defers to the judgment of Homeland Security Secretary Kirstjen Nielsen, who joined him at the border Wednesday.Mattis said the short-term objective is to get sufficient numbers of wire and other barriers in place along the border as requested by Customs and Border Protection. The longer-term objective, he said, is "somewhat to be determined."Mattis said the mission, which does not include performing law enforcement tasks, was reviewed by Department of Justice lawyers and deemed a legal undertaking. "It's obviously a moral and ethical mission to support our border patrolmen," he said.___AP Radio correspondent Sagar Meghani contributed to this report. 3109

WASHINGTON (AP) — The Supreme Court has refused to take up an appeal from South Dakota's only death row inmate, who was sentenced to death after he pleaded guilty to taking part in a torture killing 20 years ago. The court did not comment Monday in leaving in place the death sentence for Briley Piper, an Alaska man who was one of three people convicted in the killing of Chester Allen Poage of Spearfish, South Dakota. One has been executed and the other is serving a life sentence in prison. Prosecutors said the three men were high on methamphetamine and LSD when they decided to burglarize Poage's home. The episode ended with the men stoning Poage to death. 671

WASHINGTON (KGTV and AP) — Washington Democrats turned down a deal Monday that would have provided protections for Dreamer immigrants in return for billion in funding for President Trump's border wall.Lawmakers have yet to agree on a .3 trillion catchall spending bill, as well as a major rail project. The bill contains victories for both parties including a Pentagon budget increase requested by Republicans, and the domestic program, infrastructure and opiod crisis funding that Democrats want.Efforts to use the measure as a vehicle to extend protections for young immigrants under the Deferred Action for Childhood Arrival, or DACA, program appeared likely to fail, aides said. Trump killed the Obama-era program in September, but a court decision has essentially left it in place, for now. The White House had revived the idea in recent days — offering on Sunday a 30-month extension of DACA protections in exchange for billion for Trump's border wall — but Democrats demanded protections for a broader pool of immigrants than had signed up for DACA, a request denied by GOP negotiators. There's also a continuing battle over Trump's long-promised U.S.-Mexico border wall. While Trump traveled to Otay Mesa last week to inspect prototypes for the wall, what's pending now is .6 billion for earlier designs involving sections in Texas that double as levees and 14 miles (23 kilometers) of replacement fencing in San Diego. It appears Democrats may be willing to accept wall funding, but they are battling hard against Trump's demands for big increases for immigration agents and detention beds they fear would enable wide-scale roundups of immigrants illegally living in the U.S.Aides believe any measure would be unveiled Tuesday for a House vote Thursday. House and Senate action is needed by midnight Friday to prevent another government shutdown. 1897

WASHINGTON (AP) — The House Thursday passed a 7 billion defense policy bill that would give the military a 2.6 percent pay hike, the largest in nine years. The bipartisan 351-66 vote sends the measure to the Senate, where a key panel completed a companion measure in a closed-door session on Wednesday. The annual measure sets policies and a budget outline for the Pentagon that are funded by a subsequent appropriations bill that typically follows its parameters fairly closely. The military got a major budget increase under the terms of a bipartisan pact passed earlier this year that the Pentagon's many allies in Washington promise will address shortfalls in military readiness such as pilot training, maintenance of equipment, and procurement of new weapons systems.Readiness issues contributed to a situation in which almost four times as many military service members died in training accidents as opposed to combat. Just this spring, aviation accidents have claimed 25 lives.House Armed Services Committee Chairman Mac Thornberry, R-Texas, said that the measure puts a particular focus on pilot training and retention."The key focus of this bill is restoring readiness to ensure that when our men and women in uniform go out on mission, they have the best equipment, the best training and the best support our nation can provide," Thornberry said. The measure would block the use of operational military units or military equipment if President Donald Trump carries out plans for a massive military parade in Washington, D.C., if it would hamper military readiness. 1581
