Her 7-year-old daughter, Sophie, suffers from Cerebral Palsy, Epilepsy, and a rare chromosomal disorder called Pallister-Killian Mosaic Syndrome. In early November, her husband Juan was shot in Tijuana while waiting at a taco stand. "Armed carjacking ended where he was. He ran, but many people got shot," said Lara.Juan survived gunshots in his hand and stomach. He is no longer able to work as a tow truck driver, which will squeeze the family's finances."I'm still standing strong. I'm a strong momma, but this special needs family has gone through a lot, and this just added to my grief and anxiety ... (KGTV) -- Two people have been arrested after a teenager was stabbed to death in Oceanside earlier in October.Police say Cesar Robles, 21 and Coryell Taylor, 37, were taken into custody and booked for homicide in the stabbing death of 17-year-old Alan Sandoval.Oceanside Police say Sandoval was with two friends when they were approached by Taylor and Robles. The two suspects then stabbed the victims multiple times, according to police.The two other victims suffered non-life threatening injuries. OCEANSIDE, Calif. (KGTV) - A 16-year-old girl told Oceanside Police a man, possibly homeless, tried to kidnap her Thursday morning as she walked to El Camino High School. The girl was walking east on Mesa Drive near Vanilla Way at 7:20 a.m. and passed the man heading the opposite direction. After she walked by, the man turned and grabbed her in a bear hug, police said. The man struggled with the girl, who was able to break free when he fell to the ground, according to investigators. The girl arrived at school and notified security about the incident. Oceanside Police units and a drone were deployed to find the man but were not successful. The girl described the man as dirty or "possibly homeless" according to police, white, in his 50s, 5’9 inches tall, and very thin. He was wearing a tan pullover sweatshirt with a zipper and baggy black jeans. Police said the man may be bald on top of his head with short light brown hair on the sides. OCEANSIDE, Calif., (KGTV) -- Oceanside City Council decided Wednesday night to postpone a vote regarding a controversial development plan in East Oceanside. The developer hoped to postpone the vote in order to make adjustments to the plan. Residents opposed to the plan hoped Council members cast a 'no' vote to put an end to the plan.The North River Farms Development sits on 177 acres in an area Southwest of Bonsall, known as South Morro Hills. "We're really excited to bring an 'Agrihood' to the City of Oceanside," Ninia Hammond, Project Manager of Integral Communities, said. Her company began crafting this plan five years ago. Their goal is to create a place that will feature a trifecta of community, housing, and farming on traditionally agricultural land.The Oceanside Chamber of Commerce expressed their support of the project in February. They argued that it would bring in millions of dollars, and help the city meets its 2021 Regional Housing Needs Assessment goal.10News met with Jane Marshall, a resident vehemently opposed to the plan."We would rather have a better quality of life, where a developer is willing to work with us in all our infill projects," Marshall said. "We have plenty of room to build instead of taking prime farmland from Oceanside."But the developer said this is the only location for a plan of this kind. "The maker spaces, the creative hub, the exposure to the view of the river," Hammond said. "All of that makes the nature of it, really specific to the location."Marshall disagreed. She said the development would decimate small farms, increase traffic and pollution, and create flooding and fire issues. She said the plan does not include a clear emergency evacuation plan, putting residents at risk. Because of these very issues, Oceanside's Planning Commission turned down the plan for the second time two weeks ago. But Hammond said they are optimistic the city council will postpone the vote and reconsider the issue another time, after they make revisions. "Our goal is to make this the safest and best-planned community we possibly can. Through enhancement like offers, irrigation, setbacks, high fuel mod zones," Hammond said. 2187

(AP) — A judge on Thursday disqualified the St. Louis prosecutor from the case involving Mark McCloskey, who along with his wife pointed guns at racial injustice protesters marching on the private street near their home in June. Circuit Judge Thomas Clark II dismissed Circuit Attorney Kim Gardner, citing two campaign fundraising emails around the time she filed felony gun charges against the couple in July. Clark said the emails created the appearance of a political motive for the prosecution. The decision means a special prosecutor will be appointed to take over the case. 601
