But at the same time, we must see that various conflicts have been emerging, especially as many incidents happened recently that harmed the country's stability and induced tremendous negative effects," Zhou said.He noted that such cases exposed the weaknesses in social construction and social management."Party and government departments should focus their work on ensuring and improving people's livelihoods, and making greater efforts in solving prominent issues in education, employment, medical treatment and social insurance in order to let both urban and rural people share the fruits of the country's development," he said.Zhou also urged social security officials to strengthen social construction and management with more effective measures and greater resolution.During the meeting, representatives from various regions reviewed their working experiences in managing social security.

BEIJING, July 13 (Xinhua) - The Chinese education ministry Tuesday ordered education authorities and schools in flood-hit regions to ensure the safety of students against floods and flood triggered disasters.The ministry ordered all necessary measures be taken to guarantee the safety of students, including suspending classes, rescheduling exams, relocating classrooms to safer areas, and other actions.Also, according to the ministry, school buildings in flood-hit regions could only be put back into use after examination and approval by authorities, so that no student is endangered by the possible collapse of flood-soaked school buildings.Rainstorms and the floods that followed left 107 people dead and 59 missing in ten provinces and municipalities -- mostly along the Yangtze River, as of Tuesday afternoon.The education ministry also cautioned against accidents involving students during their summer vacations, such as drowning while swimming and contracting food poisoning.

BEIJING, June 10 (Xinhua) -- The world's most populous country is expanding its social security net as China's major social insurance program reached a new high for the number of people covered, official figures show.The Ministry of Human Resources and Social Security said on Thursday that the nation's urban pension insurance covered 235.5 million people by the end of 2009, an increase of 16.6 million over the beginning of that same year.In addition, 26.47 million migrant workers were also included, which was 2.31 million more migrants than at the start of 2009.Officials note that pension fund revenues topped 1.15 trillion yuan by the end of last year, up 18 percent year on year. This followed the government raising the monthly pension income for business retirees for the fifth time between 2005 and 2009 to 1,225 yuan (180 U.S. dollars) a person.Also, the country's basic urban medical insurance covered 401 million people in 2009, of which 219 million were urban dwellers and 43.35 million were rural migrant workers.Additional figures showed that unemployment insurance covered 127 million people while those carrying work injury insurance reached 149 million.
