Americans will soon have one more alternative to Obamacare, thanks to the Trump administration.Officials Tuesday proposed regulations that will make it easier to obtain coverage through short-term health insurance plans by allowing insurers to sell policies that last just under a year. The new rules stem from an executive order President Donald Trump signed in October aimed at boosting competition, giving consumers more choices and lowering premiums."Americans need more choices in health insurance so they can find coverage that meets their needs," said Health and Human Services Secretary Alex Azar. "The status quo is failing too many Americans who face skyrocketing costs and fewer and fewer choices. The Trump Administration is taking action so individuals and families have access to quality, affordable healthcare that works for them."The proposal would reverse an Obama administration decision to limit the duration of short-term health plans to no more than 90 days in order to make them less attractive.Such plans could roil the Obamacare market, drawing healthier consumers away from the exchanges and pushing up the premiums for those who remain.Short-term health plans, which have been available for years and were originally designed to fill a temporary gap in coverage, are likely to be cheaper than Obamacare policies. But that's because they don't have to adhere to Obamacare's consumer protections, allowing them to do such things as exclude those with pre-existing conditions and base rates on applicants' medical history.Also, they don't have to offer comprehensive coverage. Typically, short-term policies don't provide free preventative care or maternity, prescription drugs and mental health benefits. They can also impose annual or lifetime limits, meaning they may only pay out a set amount -- often million or less -- leaving the policyholder on the hook for the rest. And, unlike Obamacare policies, they don't have to cap consumers' cost-sharing burden at ,350 for 2018.Young and healthy folks may like these plans because they come with lower monthly premiums. But those who actually need care could find themselves having to pay more out of pocket for treatment and medications. In fact, some consumers with these plans have complained that they've been hit with unexpected expenses.Also, insurers aren't required to renew the policies so those who become sick could find themselves unable to sign up again for the same plan."People who buy short-term policies today in order to reduce their monthly premiums take a risk that, if they do need medical care, they could be left with uncovered bills and/or find themselves uninsurable under such plans in the future," wrote Karen Pollitz, senior fellow at the Kaiser Family Foundation, in a recent policy brief.Have you ever had a short-term insurance policy? Tell us about it here.Consumers today can find short-term plans that cost as little as 20% of the least expensive Obamacare plan, according to Pollitz.In its announcement about the proposed rules, the Trump administration said short-term policies are designed to fill a temporary gap in coverage. It will require insurers to notify consumers that the plans are not required to comply with all of Obamacare's mandates.The administration will accept comments on the proposed rule for the next 60 days.Those with short-term policies are not considered insured under the Affordable Care Act and are subject to the penalty for not having coverage. But this will not be an issue after this year since Congress effectively eliminated the individual mandate -- which requires nearly all Americans to be insured or pay a penalty -- starting in 2019 as part of its tax overhaul bill.The proposed regulations are the latest step in the Trump administration's quest to weaken Obamacare. Last month, officials unveiled a proposed rule that would make it easier for small businesses -- and some self-employed folks -- to band together and buy health insurance. An Arizona man was awarded a 5,000 verdict after a jury decided a dentist at a popular dental chain wrongly pulled all his teeth without consent.DeWayne Smith won his case against Western Dental Services and Dr. Steven Nguyen in January, ending a three-year legal battle.“They treated him like garbage,” said Craigg Voigtmann, one of Smith’s attorneys. “They took out all of his teeth and then abandoned him.”Western Dental disputes the allegations. In a statement, the California-based chain called the jury’s decision surprising and disappointing.On a Saturday in January 2015, Smith scheduled an emergency visit at the Western Dental. He was having severe tooth pain in his right upper wisdom tooth. It was his first visit ever at the dental office.“I really don’t like going to dentists but I was in pain,” Smith said.At the appointment, Western employees and Nguyen told him Smith had serious dental issues and that he would eventually need to replace all his teeth with implants or dentures.Smith understood, and under pressure from Western Dental sales staff agreed to a long-term treatment plan. However, Smith said he “made it very clear” that he only wanted to have one tooth pulled that day to relieve the pain.During the procedure, Western Dental staff numbed the area, sedated Smith with nitrous oxide, and then packed his mouth full of gauze, according to court testimony.Smith left not knowing they had extracted all his teeth.“I go to pulling this gauze out and then I realize there’s nothing there on the bottom, and there’s nothing there on the top,” he said. “I just fell to the floor. I didn’t believe what I was seeing.”Employees testified that Nguyen left immediately after the procedure and that no one appeared to tell Smith what they did.After the procedure, Western Dental also sent Smith a ,000 bill, he said.“(It’s) like running over a dog in the middle of the road and driving off,” said Smith’s fiancé, Sharon.Nguyen testified that he had a direct conversation with Smith, who told him he wanted to have all of his teeth extracted that day. Western Dental also produced consent forms with Smith’s signature.But Smith’s attorneys claimed those forms were manufactured after the procedure. And one Western employee testified against the company in hours of damning testimony.Bianca Esquer was a patient care coordinator at Western Dental from 2013 to 2015. She worked directly with Smith during his appointment.In a deposition and at trial, Esquer said that Smith made it clear he did not want a full extraction that day. She also discussed how employees and dentists are paid bonuses and commissions based on how much treatment patients get.Esquer also testified it’s hard to believe anyone would agree to have all their teeth pulled on their first visit and without detailed planning.“You don’t send someone home with a full extraction without teeth,” she said.Smith was not provided dentures from Western Dental until months after his procedure, he said.Scripps station KNXV in Phoenix reached out to Nguyen for comment through his attorney, Jeff Tonner. Andy Parker, whose daughter Alison was killed on live television during a news report two years ago, said Thursday he was considering running for the seat of retiring Virginia Rep. Bob Goodlatte.Parker has been an outspoken critic of Goodlatte, the powerful chairman of the House judiciary committee, for his longstanding ties with the National Rifle Association. Parker's daughter lived in Goodlatte's district, and the father has pushed for gun control ever since she was killed.Parker said he's been talking with his family about the possibility of running for the seat as a Democrat. Hurst on Tuesday won a seat in the Virginia statehouse."I feel like the dog chasing the car and finally caught it," Parker said of Goodlatte not seeking re-election. "I'm just glad to see the guy is finally going to get out of office."Parker said he joked with his wife, Barbara, that she should run, but she immediately ruled out that possibility.The father has been an outspoken advocate for his daughter, who was shot to death during a live broadcast in August 2015. The man who killed Alison had a turbulent work history that wasn't known to staff at her Roanoke, Virginia, TV station when he was first hired there.Goodlatte has been in office since 1993, winning by huge margins throughout his career. He holds an "A" grade from the NRA for his longstanding support of gun rights.Parker had pressed Goodlatte to hold a hearing on legislation to reduce gun violence in the months after Alison was killed.
