SAN DIEGO (KGTV) — County health officials say with the summer months well underway, they've seen an uptick in the number of children that have needed to be rescued from private pools after nearly drowning.Officials say there have been 49 rescues in private pools, beaches, and bays from March through July, compared to 37 in the same period in 2019 and 33 in 2018. Nearly all of those rescued this year have needed to be taken to the hospital for treatment.Of those 49 that occurred this year, 28 were in pools and 14 were in the ocean, lakes, or bays. The rest did not report a specific body of water. Many public pools have been closed since March due to the pandemic."Parents and guardians must take the necessary precautions to keep these incidents from happening," said Wilma Wooten, county public health officer, said. "Children who swim in pools at home are at higher risk of drowning, especially as parents struggle to supervise their children while continuing to work at home through the summer months because of the novel coronavirus."The county says it's important to teach children to swim, never leave a child unsupervised in or near water, avoid alcohol if you're swimming, and learn CPR.At home, the county recommends installing a fence around the pool and hot tub, installing pool alarms, and keeping an eye on drains and pool toys that could be a tripping hazard. 1389

SAN DIEGO (KGTV) — As temperatures hit highs across the county's eastern portion, officials are taking annual precautions to close several popular hiking areas.Six county parks will be closed throughout August, including El Capitan Preserve near Lakeside, Hellhole Canyon Preserve in Valley Center, Mt. Gower Preserve near Ramona, Wilderness Gardens in Pala, Agua Caliente Regional Park in Anza Borrego, and Vallecito County Park near Julian.Agua Caliente Regional Park and Vallecito County Park are closed all summer until Labor Day weekend.The closure also gives park staff the chance to perform maintenance and other upgrades and restoration projects.For hiking and park areas that remain open all summer, county Parks and Recreation officials encourage visitors to always hike with others, leave pets at home on difficult hikes, take plenty of water and food, and dress appropriately for the activity. 913

Although he could cast a ballot without issue here in California, African Americans in southern states faced plenty of challenges."There were so many Jim Crow laws to keep blacks from voting in the south, all the civil rights in the south were really diminished," said Johnson.He describes the years leading up to the passage of the Voting Rights Act of 1965, which bans racial discrimination in voting, as a time filled with protest and frustration around the country."It was a chaotic time, it was a time of great distress," he said.For the longtime San Diego pastor, the right to vote isn't something he's ever taken for granted. He says since being able to cast a ballot for himself, he's voted in every single election he could."I think that's where the power is. Voting is a real privilege, in my mind, it's an obligation if you want change," Johnson said. 1018

SAN DIEGO (KGTV) -- Authorities are resuming their search Thursday morning for actress Naya Rivera who disappeared while boating on Lake Piru with her young son.The Ventura County Sheriff's Department tweeted that Rivera may have drowned. Later Thursday, authorities began a recovery effort, saying they believed Rivera had drowned.The 33-year-old actress rented a boat at the lake with her 4-year-old son Wednesday afternoon, authorities told media. Staff at the lake found the overdue rental with her child on board but could not find Rivera.Ventura County Sheriff’s Department Cpt. Eric Buschow told the Los Angeles Times that the boy and Rivera got out of the boat for a swim but she did not follow him back onto the boat. The boy was found sleeping on the boat alone by other boaters in the lake, Buschow said.Buschow said Rivera's son is safe with family members.Rivera, from Santa Clarita, earned stardom after her breakthrough role as cheerleader Santana Lopez on the television musical "Glee." According to her biography, Rivera appeared in commercials for retailer Kmart as a baby then broke into acting at the age of four when she starred as Hillary Winston in the television sitcom "The Royal Family."Rivera recently appeared on YouTube Premium’s “Step Up” series.Tragedy struck the former cast of the hit television show twice over the last decade. Gavin Newsom is facing a possible recall election as the nation's most populous state struggles to emerge from the coronavirus crisis.Organizers for "Recall Gavin 2020" say they have collected around 800,000 signatures so far. That's more than half of the nearly 1.5 million petition signatures needed to place the recall on the ballot.But state records show just under 500,000 have been turned in so far; of those, 46,756 are from San Diego County.Recall adviser Randy Economy says interest is higher since it was revealed Newsom dined with friends at an opulent restaurant while telling state residents to stay home and not socialize."He's done this to himself," Economy says, pointing out that many business owners are upset at how Newsom has handled the coronavirus pandemic and ensuing shutdowns."More people have suffered who are the heart and soul of California and the backbone of our economy, and we basically have had it."Economy says his group does not plan to hire professional signature gatherers. Instead, they're relying on a network of 30,000 volunteers across the state. They plan to use social media and their website to gain momentum."People have paying attention," he says, "They're at home, they don't have much to do, they're always on social media..."You can download the petition. You can sign it in your home. You can have your family member sign it. You can have your neighbor sign it. It's just just real simple."But a grassroots movement may not be enough. Newsom still has high approval ratings, and won his recent election by the largest margin in California history.UC San Diego Political Science Department Chair Thad Kousser says the 2003 recall of Gov. Gray Davis provides a good comparison.In that recall, the only successful recall of a governor in California history, supports got a huge financial boost from Darrell Issa and also had a big-name challenger in Republican Arnold Schwarzenegger.Kousser says this recall effort has neither."Without the money that it takes to set in place the machinery of direct democracy in California, we're not going to see a recall come to fruition," he says.Newsom hasn't spoken publicly about the recall, but his office released a statement in June. It was identical to a statement he released in 2019 when facing a different recall election.In it, Newsom says the people behind the recall want to "bring Washington's broken government to California.""The last thing California needs is another wasteful special election, supported by those who demonize California's people and attack California's values," it says.When 10News presented that statement to Economy, he scoffed, adding "This man has the audacity to be able to lecture us on on politics and, and how he has been able to conduct himself behind closed doors.
