SAN DIEGO (KGTV) - When it comes to wrong-way crashes in San Diego County, 2018 is off to an unfortunate start.There have been numerous wrong-way vehicle crashes around the county nearly eight weeks into the new year, and authorities have not been able to pinpoint what exactly is causing an uptick in these types of crashes.According to Caltrans data, from 1995-2012, an average of 23 people died each year in wrong-way crashes on California roadways.San Diego had 13 wrong-way fatalities recorded in 2015 -- the last year Caltrans data was compiled for wrong-way crashes.In 2017, Caltrans launched a two-year pilot program in San Diego and Sacramento that focuses on ways to not only prevent wrong-way crashes but to also alert authorities in the event a vehicle is traveling in the wrong direction.As part of the test program, Caltrans has deployed reflective pavement markings on off-ramps and signs with flashing lights that turn on if a wrong-way vehicle is detected.Caltrans has not yet provided data collected from the program to determine the protective measures' effectiveness.Here's a look at wrong-way crashes on San Diego County roadways in the past 12 months.Feb. 20, 2018: Driver arrested on suspicion of DUI after wrong-way crash-- A driver was hospitalized -- and also arrested -- after police said he was driving in the wrong direction on Fairmount Ave. when he hit another vehicle. SAN DIEGO (KGTV) — While San Diego's Big Bay Boom and other popular fireworks shows are canceled this year, there are a handful of drive-in style events happening this weekend.In Vista, Poway, El Cajon, and Santee, fireworks displays are being hosted with social distancing in mind. Some of the shows require a ticket purchase to get prime viewing in a physical distancing atmosphere, or viewers can find street parking where allowed.Those who live nearby only need to look out their window!Fireworks displays have been canceled throughout much of California to limit gatherings and curb the spread of COVID-19. At any shows still being held, officials urge viewers to wear facial coverings and social distance around non-household members. SAN DIEGO (KGTV) – With just hours until Election Day, several local law enforcement agencies are already on high-alert in the event that large demonstrations arise."We are comfortable with the staffing level we have for [Tuesday] and into the weekend,” SDPD Lieutenant Shawn Takeuchi told ABC10 News on Monday and added, “We're monitoring social media and any information available to the public about any groups that are planning to protest or celebrate.” He said San Diego Police Department is well prepared for any potential unrest although officers have no credible knowledge of plans for it. On Tuesday, SDPD will open its Department Operations Center (DOC) which is only activated during major events as a hub to filter and disseminate intelligence. “We are not fully staffing the DOC. We are putting it on a monitoring status [and] we feel that's prudent given the climate that we're in,” he added.“I think anxieties are very high all over the country,” San Diego County Sheriff Bill Gore told ABC10 News on Monday. He said that his Department will be adequately staffed. “We fully respect everyone's right to peacefully demonstrate [and] to express their first amendment rights. However, when those peaceful demonstrations cross that line into criminal activity, deputy sheriffs and local law enforcement will be ready to act to keep everybody in the crowd safe so that they can express their legitimate first amendment rights,” he added.On Monday, California Highway Patrol told ABC10 News that its officers are being moved to 12 hour shifts. A statement reads, “The protection of state of California properties, including state buildings and state highways, is the primary responsibility and jurisdiction of the CHP. As for the days leading up to election day, if a community member receives threats or intimidation intended to affect their vote, they are encouraged to give us a call. Threats of this nature will be investigated and be shared with the FBI who has been working on such issues nationwide.”The La Mesa Police Department states, “The La Mesa Police Department would like to assure the public that we are committed to the goal of facilitating a safe, peaceful and legal Election Day tomorrow. Our officers have been trained on the various laws pertaining to voting and polling places, and additional resources have been designated to respond to and handle any issues that may arise.”The El Cajon Police Department writes, “In response to your question, we would prefer not to release any particular plans or tactics related to the election. I can say that we are leveraging our resources and staffing to be prepared to respond to any activity that jeopardizes the safety of our community, as well as provide safety for the peaceful demonstrations that may or may not result from the elections.”The Coronado Police Department reports, “We have increased staffing and we are in communication with our law enforcement partners across the region.”Over the phone, Chula Vista Police said they’re monitoring intelligence and communicating with local partners. SAN DIEGO (KGTV) — Each year thousands of people in San Diego County face eviction from the place they call home. With rising rents and mortgage rates increasing, experts say that trend is about to get worse.“On November 5 my family and I are going to be homeless because it’s very hard to find places,” said Margot Velez.Velez is being evicted from her apartment, the complex she’s called home for nearly a decade. There’s a dispute about whether or not she’s paid the rent.RELATED: San Diego rents will continue to rise, according to USC rental forecastVelez said she’s up-to-date. Those are eviction lawsuits.A report by the group Tenants Together, a statewide organization for tenants’ rights, stated landlords file an average of 166,337 eviction lawsuits annually in California, with a total of 499,010 households facing eviction in the three-year period. An estimated 1.5 million Californians faced court evictions over the last three years.RELATED:?Developer plans 300 new apartments in Otay Ranch"Evictions are on the [rise] in San Diego, and it's largely because there's just a depletion of rental stock,” said attorney Christian Curry with the Tenants Legal Center, a San Diego Law Firm. “Really, what it is is they get behind on their rent, and by the time they come to us usually they have the money to pay, but the landlord just won’t take it anymore."Curry said rents are going up and many people can't keep up, but in San Diego County, there are laws to help protect renters.The Tenants’ Right to Know regulations has a section that outlines termination of tenancy guidelines.RELATED: Housing swaps offer vacation savingsAccording to the regulations, a residential tenancy of more than two years duration shall not be terminated, nor shall its renewal be refused unless for things such as nonpayment of rent, the landlord intends to withdraw all rental units in all buildings or structures on a parcel of land from the rental market or the owner of blood relative plans to occupy the rental unit as their principal residence.If you’ve broken the rules and you haven’t been in your home for more than two years and you're facing eviction, there is a process for removal. According to Curry’s website, “After receiving an UNLAWFUL DETAINER [sic], the tenant/occupant must respond timely or lose the case. If you are personally served, you have only five calendar days to respond. If someone is served for you, you may have an additional 10 days. Weekends are counted but the last day to respond cannot land on a weekend (or holiday). If it does, the 'last day' carries over to the next business day. There are many defenses which can be raised.”Curry said tenants should know their rights and try to talk with the landlord ahead of time.
