(KGTV) - The nationwide group behind Women's March is organizing a national school walkout following Florida's high school shooting.The group is calling for students, teachers, and parents to take part in walking out of school for 17 minutes - a nod to the 17 lives lost in the Feb. 14 shooting - to "protest Congress' inaction to do more than tweet thoughts and prayers in response to gun violence.""Enough: National School Walkout" is being scheduled for 10 a.m. local time across the U.S. on March 14. After wastewater from a dorm came back positive, school officials tested the students living there and identified two asymptomatic students.“The trick is by identifying the asymptomatic cases early, we are, if not eliminating, we are reducing exponential spread of the virus,” said Pepper.Wastewater testing is gaining some steam in the scientific community outside of Arizona.“We as individuals, humans, shed these virus in fecal material,” said Kellog Schwab, the director of the Water Institute at Johns Hopkins University.He has been studying wastewater virology for 30 years. He says what they’re doing in Arizona is complicated.“It is not straight forward. There are a lot of interfering substances as you can imagine in a waste stream that you have to then purify the virus from. It’s not just you grab a sample from a particular part of the environment and then instantly be able to detect the virus. You need to process that sample, you need to maintain the integrity of your target of interest, and then you have to have the appropriate detection,” said Schwab.But he and Dr. Pepper agree that this type of testing could be scaled up and implemented at universities and other populated facilities where COVID-19 could potentially spread.“Wastewater epidemiology has the potential to be scalable,” said Schwab.“Perhaps targeting high-risk areas like nursing homes. We’re helping people in Yuma, Arizona, testing our farm workers when they come here in the fall, so there’s a great deal of potential,” said Pepper.“Many research laboratories have the capacity to do this,” said Schwab.That potential to expand this type of testing, and keep people safe, keeps Pepper going.“We are keeping the university open, which is really important. (KGTV) - The state Supreme Court started hearing oral arguments Tuesday in San Francisco over San Diego’s pension changes that were approved by voters six years ago.More than 65 percent of San Diegans voted for Proposition B, the "Citizens Pension Reform Initiative" which switched most new city workers to a 401(k) plan instead of a guaranteed pension.Ever since then the measure has been challenged by labor unions. The Public Employment Relations Board (PERB) has been trying to overturn the pension cutbacks in court and now it’s in front of the state Supreme Court.The court will review the Fourth District Court of Appeal’s 2017 ruling on the issue.The focus then was on whether former San Diego city leaders illegally put Prop B on the ballot because they did not meet and confer with the labor union first. The appellate court ruled in favor of the city then.Now, political analyst John Dadian says if the Supreme Court rules in favor of the labor union, the city could be upside-down millions of dollars, directly impacting taxpayers.“Taxpayers should be very scared,” said Dadian.  “They could have to go back and retroactively give the original pension benefits to the new 3,000 employees and that would be horrendous.”Dadian says there is still hope for the city if the court rules in favor of the union.“If it rules against the city they have several options, they could craft a new one (prop) to go back on the ballot and it could possibly go to federal court,” said Dadian.After Tuesday’s hearing, the court has 90 days to make a ruling. 1575

A 13-year-old middle school student from Elkhorn, Nebraska was arrested on Thursday on suspicion of terroristic threats. According to a release, the student made non-specific threats on a national social media gaming website on Wednesday. After he was questioned Wednesday, he made similar non-specific threats again on Thursday on a different social media platform. The student was booked in the Douglas County Youth Center. Because of his age, his name was not released. Elkhorn Public Schools released a statement: "On Wednesday, law enforcement investigated an Elkhorn Valley View Middle School student regarding a nonspecific threat made on a national social media gaming website. Elkhorn Public Schools administration cooperated fully with local law enforcement throughout the investigation.  Elkhorn Public Schools takes all threats seriously, and in this situation, at no time did we feel students were in immediate danger. Parents of the student affected received an email on Wednesday afternoon, informing them of the situation." Captain Wayne Hudson with the Douglas County Sheriff's Office said deputies will be patrolling schools more closely in upcoming days given the alleged threats. Hudson says law enforcement agencies across the nation are not taking any potential copycat shooting threats lightly and encourage people to report any suspicious activity. "The whole thing of, if you hear something, say something — we need that information. As we saw in Florida, it seems several kids had information," Hudson said. "They knew this individual had made certain comments and certain threats — especially kids. A 26-year-old tattoo artist was arrested on sexual abuse and assault charges after an incident involving an intoxicated teen last month.According to police documents, a 19-year-girl was offered a free thigh tattoo at the Dark Side Tattoo shop in Phoenix. Arturo Emmanuel Palafox and the victim were reportedly alone in the shop when he was giving the teen her tattoo on March 16, 2018. The pair reportedly left to get a bottle of Crown Royal and were both drinking during the incident. Police paperwork says Palafox engaged in unwanted sexual contact and intercourse with the intoxicated victim several times, photographed her and was seen on surveillance video stirring her drink when she left the room. The victim reportedly noticed a green powdery substance in her cup when she returned from a trip to the bathroom. A family member of the victim contacted ABC15 and said the victim could not remember portions of the incident, matching similar reports from police paperwork. Police say the victim contacted her sister during the incident and said she had been raped. Her sister showed up at the tattoo shop and was eventually able to take her from the scene. She alerted police that Palafox was leaving the shop and police were able to detain him during a traffic stop. Evidence collected included a small bag of green powder, a bottle of alcohol, unopened condoms and surveillance footage from the tattoo shop.Palafox was booked into jail on 15 counts of felony sex assault, six counts of felony sex abuse, one count of aggravated assault, two counts of unlawful recording and one count of kidnapping.  1669
