CHULA VISTA (KGTV)-- It was back to school--virtually--for the Sweetwater Union High School District. They are the first school district in the county to start the year.Some parents said the one issue they ran into was technical problems. Gina Chavez, a mother of three and an elementary school teacher, said two of her three kids dealt with issues getting started. She said day one was "crazy."“My daughter started the day without an advisory class and no code for her science class,” Chavez said.Her other daughter couldn’t log onto her iPad, issued by the school district. “We had to scramble. I got my work computer, was able to log her on that way. [I] had to do a trouble ticket.”Two of her children have special needs and are on IEPs, individualized education programs. There still some question about how that will be handled in a remote environment.“I still haven’t heard anything as far as how they are going to specifically address his goals. I’m still waiting and if I don’t hear by the end of the week, I will be reaching out to figure that out,” Chavez said.A district spokesperson said roughly 9,400 devices were distributed last week. The majority of students were able to hold on to their devices from last year.Regarding technical problems, spokesperson Manny Rubio acknowledged the issues, but said the “issues are being resolve fairly quickly.”“It seems as though the great majority of students were logged in and had access to their classes,” Rubio wrote in an email to ABC 10News. “We do have our IT staff as well as school site staff available to answer questions and resolve issues.”Under the distance learning model, students are block schedules with three classes per day. There will be 30 to 45 minutes of virtual face time with the student’s teacher. The remaining time will be independent study, according to the plan released by the district.“I feel like I was torn in three different directions this morning trying to help every child get where they needed to be,” Chavez said. “If I had work today… I think I would have been in tears.”Chavez said she hopes the glitches get resolved by the end of the week.The Sweetwater Union High School District is facing many challenges, including a roughly million budget shortfall.An audit of the district conducted by the independent state agency Fiscal Crisis Management Assistance Team (FCMAT) showed there was enough evidence that fraud or misappropriation of funds may have occurred within the district. 2491

CHULA VISTA, Calif. (KGTV) — The Sweetwater Union High School District will allow almost 300 employees to retire early, to balance a budget tens of millions of dollars in the red. "It was in our best interest to work with the district,” President Gene Chavira of the Sweetwater Education Association said. The teachers’ union president said this is part of the district’s "Budget Solutions Plan." They first added two furlough days to all staff this school year. In November, the Board of Trustees also agreed to offer employees who are 50 years or older and have worked for the district for at least 10 years, the option to resign then retire from the district. Eligible staff members were given two options for bonuses: Leave at the end of the year (December 2018) to receive 85 percent of their annual salary, spread over a given number of years; or leave at the end of the school year (June 2019) to receive 60 percent of their annual salary, spread over a given number of years. At the last union election, Chavira said 87 percent of the union members voted for the district’s plan.By Wednesday’s deadline, nearly 300 employees signed up for the early retirement package. One hundred forty-four are teachers, and the rest are either school staff or management. Of the 144 teachers, 94 of them have chosen to leave in December 2018. While some voiced the concern of teachers leaving in the middle of the school year, Chavira said the district employs many capable teachers who are qualified.“If one your teachers was the teacher that left, then someone else is going to take it. And in most cases, it's someone that's already there, who will assume those classes,” Chavira said. While the hope is the change from a seasoned to a potentially less-experienced teacher in the middle of the school year will not affect student success, the district said the finances made sense. According to the current salary schedule, veteran teachers get paid as much as 8,000 a year, compared to new hires at ,000. "In the long run, it's a savings,” Chavira said. Sweetwater Union High School District spokesman Manny Rubio said with this early retirement plan in place, the district will see significant cost-savings. CHULA VISTA, Calif. (KGTV) - After hours of listening to public comment, the Chula Vista Planning Commission decided to table and continue an item that would bring a new recreational storage facility to the city's Eastlake area. The proposed facility would store 80 to 100 vehicles, like boats or RVs, on land between Eastlake High School and Antigua, a gated town-home community.Homeowners begged the planning commission to not accept the plans for the facility saying it would be an eyesore for their properties and lower their property values. The property manager of Titan Storage also made his case before the commissioners, citing the need for the facility in a part of town that is growing quickly. RV owners asked the commission to consider accepting the plan because they say surrounding RV lots are full, forcing them to store their vehicles across town. Ultimately, three commissioners said they could not support the plan as presented and voted instead to continue the item to a future date, giving the storage company time to present a revised plan. So far, no date is scheduled for the next public hearing on this issue. 1143

CINCINNATI – Charles Adams went on a rampage before he died in police custody Wednesday, acting wildly and damaging residents’ property at a Westwood apartment complex, according to a resident and 911 callers."It was bizarre, so bizarre," India Lavender told Scripps station WCPO in Cincinnati.Lavender said the 36-year-old Adams jumped on her car and then jumped into her neighbor’s window."(Somebody) came and knocked on my door and told me there was a man standing on top of my car," Lavender said.  “I came out. He yelled at me and told me to call the police, somebody was chasing him,  and he literally jumped off my car into my neighbor's window."Adams damaged at least five others cars while calling out for help as he went along, residents said.“It definitely seemed as if he was hallucinating,” Lavender said. “In his mind, someone really was chasing him, 'cause he was trying to get everyone else in the building to see the other people that weren’t there."Body camera video of Adams' arrest shows him becoming increasingly lethargic and unresponsive after officers put him in handcuffs. At one point, while standing, he slumps forward until he is nearly bent double.When officers escort him outside and allow him to sit down against a railing, he begins to drool and twitch before losing consciousness. "Jeez," one officer says in the recording. "He's foaming at the mouth."His breathing stopped shortly after his eyes closed.The fire department gave Adams first aid, including CPR, but he died on the scene.It’s unclear what brought Adams to the apartment complex. Neighbors said they had never seen him."Officers did not use any type of force to subdue Mr. Adams during the arrest activity," Lt. Stephen Saunders, Cincinnati police public information officer, said in the statement. (KGTV) — New businesses are set to call the Otay Ranch Town Center home in the coming months. Just a few months ago, the mall had more than a dozen empty storefronts and employees at the mall called it a ghost town. The new businesses moving in include Novo Brazil Brewing, Planet Fitness, and Barons Market.LONGFORM: Vacant storefronts reflect mall struggles at Otay Ranch Town CenterBrookfield Property Partners took over full ownership of the mall six weeks ago. It was a part of a larger merger across the country. The mall's general manager, Steven Sayers, sat down with 10News."Nothing was going wrong with the property at all. It was just, some of it was just timing with expiring leases and unfortunately, some tenants just left," says Sayers.Sayers says these new businesses were already in the works before the merger.
