WINTER HAVEN, Fla. — Florida Gov. Ron DeSantis unveiled a bill Monday aimed at shutting down protests on roadways and increasing penalties for those that threaten the safety of law enforcement officers.Speaking at the Polk County Sheriff's Office on Monday, DeSantis unveiled the Combating Violence, Disorder, and Looting and Law Enforcement Protection Act, which needs to be voted on by the state Legislature."Recently in our country we have seen attacks on law enforcement," DeSantis said. "We've seen disorder and tumult in many cities across the country."Calling it the "boldest and most comprehensive piece of legislation" of its kind in the country, DeSantis said, if approved, the bill would make it a third-degree felony for those that take part in a violent or disorderly assembly.In addition, protesters could be charged with a felony if they "incapacitate" roadways. The bill would also says that drivers are not liable "for injury or death caused if fleeing for safety from a mob.""We've seen people take over interstates. While the national debate continues on whether school teachers should be allowed to posses firearms in classrooms, one Pennsylvania school district is moving forward with arming its teachers... with baseball bats. The Millcreek School District, which is located near Erie, announced it is arming up to 500 teachers with baseball bats in case of an active shooter, WICU-TV reported. The district said it spent ,800 on the 16-inch wooden bats. The bats are not quite the same size used in baseball games. Typical baseball bats are at least 30 inches long. The bats will be locked up, and out of the reach of students. WICU reported that the bats were handed to teachers after a day of training, which included lessons on what to do during an active shooting. "We passed them out, with the goal being we wanted every room to have one of these,” Millcreek School District Superintendent William Hall told WICU. “Unfortunately, we're in a day and age where one might need to use them to protect ourselves and our kids."Hall conceded that the bats are largely symbolic, but it gives teachers an option to fight back with. Millcreek Education Association president Jon Cacchione told WICU that he supports teachers having access to bats. "This is a tool to have in the event we have nothing else,” Cacchione told WICU. "Part of the formula now, is to fight back, and so I think the bats that were provided for the staff were symbolic of that.”Hall said that the district is considering other safety improvements to schools, including arming teachers with firearms. Letters like “W” or “L” mean a much slower and painful path forward.A resurgence of more COVID-19 cases is shifting the likely shape of our economic recovery, and having economists evaluate the likelihood of a recovery in the shape of the more dreaded letters.“The fact that the virus has increased in a number of states shows that it is still very much a threat not only to one’s health but the economy,” said Michelle Meyer, who heads U.S. Economics at Bank of America. “The initial stage of the recovery was quite robust. It felt quite ‘V’ like, the economy was digging its way out of what was a very deep hole.”According to Bank of America, about a third of the jobs lost during the pandemic have been recovered. However, the recovery has slowed down into more of a “U” shape, and now data is showing a stall with concern of a higher chance of a “W” or “L” shape recovery.“The ‘W’ trajectory would be the worst-case scenario. That would show real fragility on the economy if we dipped back into a recession,” added Meyer.Experts say it would lead even higher unemployment, and more permanent job loss and business closures. In addition, to come out of a “W” or “L” shape recovery, we would need even more stimulus money from the federal government, which may not even improve the economic downturn as much as it did the first time.“Stimulus in Washington provides a really nice band-aid and I think it helped tremendously in the first stage of this recovery but at the end of the day, we need the economy to fundamentally improve,” said Meyer.The good news is unless there is a significant or full shutdown again, a “W” shape recovery is still less likely to occur than a “U” shape.“Our analysis projects that a 'U' shape recovery with rather steep losses and growth this year and rather flat next year and then recovering subsequently is the most likely outcome,” said David Turkington, the Senior Vice President at State Street Associates.A recent State Street study based on 100 years of historical data shows that the U.S. still has 30.1% chance of a “U” recovery, and a combined 24.4% chance of a “W” or “L” shape recovery which include stagflation and depression outcomes.“The real economy I think is what determines the recovery and how that plays forward,” said Turkington.The real economy is jobs, businesses and consumer spending. Many low-income families didn’t receive that money, called Economic Impact Payments, because the stimulus checks were based on tax returns.Now, the IRS is trying to fix that, and is asking parents who did not file a 2018 or 2019 tax return to still go to their website and claim a dependent by September 30. The IRS has set up a non-filers tool to help.The non-filers site is designed for those with incomes below about ,400 for couples and ,200 for individuals, and others who are otherwise not required to file a tax return.
