(KGTV) -- Dozens of migrants seeking asylum in the United States are being processed Tuesday afternoon, according to an attorney.Eight migrants were allowed in for processing Monday night followed by dozens more Tuesday afternoon and evening. The rest of the migrant caravan is waiting in Tijuana to be allowed in and processed. The attorney, who is working with the group of migrants, said members of the caravan were asked to choose among themselves who would be processed.MAP: Where is the migrant caravan from?Women and children were reportedly in the first groups of migrants selected Monday and Tuesday. An official with U.S. Customs and Border Protection said that, although this group of migrants has been gaining national attention, the process the group is going through is standard.As far as the process the migrants are going through, CBP said that individuals who don’t have proper travel documents and try to enter into the U.S. may be subject to expedited removal.PHOTOS: Migrant caravan makes way to U.S-Mexico borderThose in expedited removal who express fear of return are then referred to United States Citizenship and Immigration Services.Migrants then go through a “fear interview” to determine whether or not they have a credible fear of persecution or torture.The San Ysidro border inspection facility can hold 300 people. At times, this has required us to limit the number of people we can bring in the port facility for processing at a given time, including in 2016 when an influx of Haitians arrived at the California border, and as recently as within the past six months. In recent days, San Ysidro has exceeded port capacity due to an increase in arrivals of undocumented persons making asylum claims or presenting complex cases. Accordingly, CBP has had to limit the number of new arrivals for processing. CBP will continue to work with its interagency partners at ICE to ensure continued management of persons presenting without documents and appropriate care and custody of all those in our facility,” the spokesperson said in part.Migrants with the caravan have made their trip to the U.S.-Mexico border from three different countries in Central America. (KGTV) - Bedbugs, the bane of many homeowners, were discovered lurking inside several San Diego County buildings last week.10News was tipped off to a bedbug infestation at a county building: the Agricultural Weights and Measures building in San Marcos.The county confirmed to 10News, bedbugs were found there and another building from the same department in Kearny Mesa.  As for how it happened, a county spokesperson revealed only that an employee is the cause and public areas were not affected.Workers from the Agricultural Weights and Measures Department, which provides pest control for the county, have laid traps, monitored for bed bugs, and moved employees to a separate area.Garrett Thrasher is Vice President of Thrasher Pest Control.  He says the typical plan of attack could also involve K9 alerting, vacuuming, steam cleaning and sometimes chemical treatments."From there, it's weekly checks to make sure there is no new activity or complaint," said Thrasher.Thrasher says bedbug calls have been increasing over the last few months and are slightly up from the same time last year. 1161

SAN FRANCISCO (AP) — The University of California's governing board approved a tuition increase Thursday for out-of-state undergraduate students of 3.5 percent, or 8 a year, starting in the 2018-19 school year.The increase will bring tuition and fees for out-of-state undergraduates to nearly ,000 next year, more than triple what California residents pay.The Board of Regents voted 12-3 in favor of the increase but also agreed to rescind it if they can lobby the Legislature for more money.UC President Janet Napolitano urged the regents to approve the increase, calling it necessary for the fiscal health of UC schools, and unlikely that the state would allot more funding for out-of-state students."Reality needs to intrude here," Napolitano said at the board's meeting in Los Angeles. "The notion that the Legislature will provide any relief on non-resident tuition... is illusory."UC officials say the increase will generate nearly million and help compensate for lower than expected state funding at a time of record-high enrollment. The money will help fund more faculty and course offerings and help reduce class sizes.Napolitano has said the UC had no choice but to propose tuition increases after Gov. Jerry Brown allotted less funding for California's public universities than expected in his 2018-19 budget proposal earlier this year.The state budget will go through numerous revisions before a final vote is held in June but Brown has said the UC will not get additional funds and urged university officials to "live within their means."The regents had initially planned to vote on tuition increases at their last meeting in January but opted to delay the vote in hopes of securing more state money. Seattle’s mayor says the city will move to wind down the “occupied” protest zone following two recent shootings, including one that left a man dead. Mayor Jenny Durkan said at a news conference Monday that officials are working with the community to bring the “Capitol Hill Occupied Protest” zone to an end after two weeks. The mayor said the violence was distracting from changes sought by thousands of peaceful protesters seeking to address racial inequity and police brutality.
